About this file
This is a Statement of Work for the US Space Force requiring full replacement of the rectifier/inverter system at the Buckley DISA node facility, located in building 730, room 132. The government seeks complete system replacement including the rectifier, inverter, power distribution system, battery strings, battery spill containment pan, battery disconnects, AC power circuits, and all associated hardware and wiring.
The replacement rectifier must accommodate a 2,400 to 2,800 amp load range, matching the current system's 2,800 amp capacity (200 amps x 14 units). Batteries must be equivalent to or better than existing C&D Technologies MS Endur II units, with 6 strings of 24 jars per string. Battery disconnects must match or exceed existing Peco II -48v 1800 amp units and can be wall or top mounted. The power distribution system must meet or exceed the existing Lorain Power System Model 1231v1 and feed into A, B, C, D, E, and F sectors of the DC breaker panel from commercial power, battery power, and generator power sources. The contractor must relocate the power distribution and inverter bay to room 133 to optimize space and cooling while venting away from battery strings. Upon completion, the contractor shall demonstrate system operability, provide training, and deliver operator's manuals. All existing equipment must be removed and disposed of. The contractor is responsible for all subcontracted work, scheduling, and management. Work must be completed without interrupting facility power unless circuits are identified in advance and coordinated with site personnel. The project completion deadline is 180 days from equipment receipt on site, and the contractor must provide an implementation plan with anticipated project timeline.

STATEMENT OF WORK
US Space Force
Rectifier/inverter system for Buckley DISA node facility Current as of 10 August 2026
1. SCOPE:
The government requires the full replacement of the rectifier/inverter system located in building 730, room 132. Power rectification is the process of converting an alternating current (AC) waveform into a direct current (DC) waveform, which is essential for powering electronic devices that require a stable, single-polarity power supply. This system hosts power feeds from commercial power, generator power and uninterruptable power supplies (batteries) to ensure steady reliable power for the DoW long haul communications.
2. REQUIREMENT:
• The contractor shall replace the current rectifier/inverter/power distribution system, battery strings, battery spill containment pan, battery disconnects, A/C power circuits, and all necessary hardware/wiring.
• Upon project completion, the vendor shall demonstrate how the new system is operational and provide a training overview of all the components of the new system. The contractor shall turn over operator’s manuals for all components of the system.
• The contractor shall remove/dispose of all existing equipment, racks, cable trays, hardware, wiring, and construction debris.
• The contractor shall include any work needed to be subcontracted into the bid amount. Any subcontracted work is the responsibility of the contractor to schedule, manage, and fund work related to this statement of work.
• The contractor shall complete all work related to this project without interruption of power to equipment within the facility. If the power needs to be shut down, the contractor shall identify what circuits will be down and for the duration of the interruption.
SPECIFICATIONS:
The replacement rectifier must meet 2,400 to 2,800 amp load range. The current amp load of the existing system is 2,800 amps (200amps x 14 units). The contractor shall install batteries equivalent or better than the existing batteries (C&D Technologies MS Endur II). The quantity of existing batteries are 6 strings with 24 jars per string. Each string shall include battery disconnects equivalent or better than the existing units (Peco II, -48v 1800 amp). Battery disconnects can be wall mounted or top mounted but must be stated in the proposed solution. The system must feed new power distribution to the D/C breaker panel to include load A,B,C,D from commercial power, battery power and generator power sources. The power distribution must meet or exceed the existing unit (Lorain Power System Model 1231v1) Power must feed into the A,B,C,D,E and F sectors of the DC breaker panel. The inverter system must accommodate the existing DC breaker panels and A/C circuits within the node facility.
The contractor shall relocate the power distribution and inverter bay into room 133 adjacent to the current rectifier bay, this will free up floor space in room 132. The contractor shall position all the new equipment in a manner that will optimize cooling and vent away from the battery strings.
3. DELIVERY:
The vendor shall implement and complete project within 180 days. This period will start after equipment is received on site. The vendor shall provide a timeline of when all the equipment will ship to the site, they will be required to schedule the installation of the equipment in advance. Any loss of power must be coordinated with site personnel in advance. The contractor shall provide an implementation plan and anticipated project timeline.
