About this file
This Statement of Objectives (SOO) outlines requirements for resurfacing flooring at the Fire Emergency Services facility at Buckley Space Force Base, with work to begin January 1, 2025. The project involves two main areas: a 975-square-foot garage/weightroom and a 5,995-square-foot Main Apparatus Bay. The related Sources Sought notice from the 460th Contracting Squadron seeks vendor responses by 4 PM MST on January 27, 2025.
The SOO specifies detailed flooring requirements including resistance to diesel fuel, hydraulic fluid, and hot tire pickup from 20+ ton fire trucks. The Main Apparatus Bay requires a double broadcast quartz system with 100% solid epoxy base/intermediate coats and gray polyaspartic final coating, plus safety red parking lines for 10 truck spaces (to be completed in 2 phases). The garage/weightroom area requires a decorative flake commercial grade system in black, white, gray and red with clear topcoat and silica for slip resistance, including installation of a Fire Department logo. Work must be completed within 120 days of order receipt during normal business hours (7AM-4PM Monday-Friday), and contractors must pass background checks for base access. Responses should be emailed to the provided Space Force contracting officers with company details including CAGE code and UEI number.

For Main Apparatus Bay the contractor must apply a double broadcast quarts system 100% sold epoxy for the base and intermediate coats followed by a grout coat tinted gray and an additional final coat also gray of high solid polyaspartic.
C. Main Apparatus Bay floor has painted back-up parking lines that will need to be installed. Once floor has cured mark out the parking lines for each vehicle parking area, sand area where lines will be installed prior to applying polyaspartic tinted safety red for the demarcation of those lines. Lay out the lines as the same manner as the current lines unless otherwise specified by FD prior to line installation.
Note: A total of 10 truck parking areas, the job will be split in half (2 phases), the contractor will only perform work on 5 truck parking areas at each phase of work.
D. A deco flake floor coating will need to be applied to create a more pleasant aesthetic and hide minor dirt, dust and debris. A full flake commercial grade system of black, white, gray and red and clear topcoat with silica to increase slip resistance of the finished floor must be applied. Contractor will lay a 36” x 42” Fire Department decal logo in the entrance from the main entrance area to the apparatus bay area. The Fire Department will supply the decal logo.
