PERFORMANCE WORK STATEMENT (PWS)

1. Title. Music Director for the Catholic Worship Community, here in called “Music Director,” consults, coordinates with and is monitored by the Resources and Requirements Catholic Priest or Designee.
2. Scope of Responsibilities. Music Director provides the music activities for the Catholic Worship Service. The Music Director shall provide labor and management to support the responsibilities outlined within this PWS. These responsibilities include, but are not limited to:
playing, practicing, and scheduling music for the various Catholic worship services in collaboration with the Catholic Priest.
2.1. Director services shall be required for rehearsals, liturgies, and special liturgies.
2.2. Special liturgies include but are not limited to: memorial masses, funeral liturgies, combined services, faith specific holidays, and occasional support for special events.
These special liturgies could occur on any day of the week, to include weekdays.
3. Education and Experience. Music Director shall:
3.1. Have 2 or more years of college in music performance (or related field), or equivalent years of related experience in a chapel/church setting. The contractor must have experience and knowledge playing traditional Catholic music.
3.2. Be able to sing and lead congregation in worship.
3.3. Organize and lead a choir.
3.4. Be able to sight-read, improvise, and play music using piano, keyboard or guitar.
3.5. Sing and prepare music in keeping with the respective liturgy.
3.6. Possess the ability to develop and maintain a healthy and positive relationship with chapel staff, contractors, and volunteers.
3.7. Be fluent in reading, writing, and speaking English in order to perform all responsibilities outlined within the PWS.
3.8. Have experience operating and troubleshooting sound systems.
4. General Responsibilities. Music Director shall:
4.1. Provide director support for the Catholic worship service at Buckley Space Force Base Chapel.
4.2. Provide support for a minimum of 1 rehearsal and 1 worship service each week for the Catholic Service.
4.3. Collaborate musical selections with the Catholic Priest and designated music accompanist(s).
4.4. Sing and lead the choir and congregation in worship.
4.5. Prepare music in keeping with the respective liturgy worship service.
4.6. Coordinate all support requirements with the Catholic Priest or their designated representative.
4.7. Assist the Catholic Priest or their designated representative in developing the following in regards to Music Director Programs as appropriate: annual calendar of events, Chapel Tithes and Offerings Fund budget, appropriated fund budget, and core volunteer training requirements.
4.8. Return any and all United States (U.S.) Government owned music scores and equipment obtained in the performance of the required duties following the last service provided under the contract.
4.9. Not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the Government to liability for penalties under existing or future copyright laws.
4.10. Provide a temporary replacement due to leave of absence of sickness/illness as necessary to ensure 100% coverage for all responsibilities listed within this PWS. The replacement shall meet or exceed the qualifications of the Music Director. This shall be coordinated with and approved by the Deputy Delta Chaplain and/or their designee at least 14 days prior to the start of performance of the approved replacement. Approval of a replacement will be handled on a case-by-case basis.
4.11. The contractor shall ensure that all facilities used are properly secured, to include all doors and windows, following the conclusion of all rehearsals and worship services. In addition, contractor will ensure applicable music equipment (to include cords, microphones, DI boxes, etc.) is properly stored following each rehearsal and worship service.
4.12. Request and maintain all supplies and resources necessary for running the Catholic music program.
5. Specific Responsibilities. Music Director shall:
5.1. Arrive at least 60 minutes prior to the beginning of worship services and special services, and 15 minutes prior to the beginning of each rehearsal. Adequate preparation must be made for the worship service to include musical warm up, review and correct (if applicable) all visual media (e.g., Microsoft PowerPoint presentation of musical arrangements for worship service), in coordination with the audio visual volunteer testing of sound equipment including sound checks of microphones.
5.2. Submit purchase/repair requests as needed for support of the music program to the Catholic Priest or their designated representative.
5.3. Be accountable for opening and securing any facilities used for rehearsals, and ensuring any space utilized is left in a clean and professional appearance.
5.4. Maintain a professional attitude and environment to include hygiene and appearance.
5.5. Select music that is consistent with the nature of the designated liturgy.
5.6. Provide arranged, improved, and/or scored music as appropriate for compatibility with the type of liturgy or other functions of the Catholic Priest’s program at which it was rendered.
5.7. Attend any meetings identified by the Catholic Priest or their designee regarding music support.
5.8. Provide lyrics and ensure proper formatting as needed for all liturgies as required.
5.9. Set up all sound system requirements and ensure powered and working correctly for all liturgies or events, to include rehearsals and performances.
5.10. Complete facility requests, as required, to reserve chapel facilities IAW local Chapel Policies or Operating Instructions. When completing facility requests, all facility requests must be approved by the Delta Chaplain or his/her designee before assuming space has been reserved for Catholic Music activities.
5.11. Must submit invoices through the Wide-Area Workflow System by the 10th day of the month following the period of performance being invoiced. Any issues or concerns must be addressed to the Catholic Priest or designated representative for time extension approval.
6. Criminal History Background Check. A favorably adjudicated background check is required for individuals performing this contract. Music Director shall:
6.1. Submit completed background check applications to the Chaplain Corps background check program manager for processing. It is mandatory that all Music Directors working with children under the age of eighteen (18) undergo a background check investigation in compliance with DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, and DAFI 52-101.
6.2. Derogatory information on background checks can be grounds for automatic termination as referenced in DoDI 1402.5. All other derogatory information findings must be reviewed and approved by the Delta Chaplain.
6.3. Successfully complete the required background checks for this contract within 30 days of hire. The Chaplain Corps shall reserve the right to terminate the contract on failure of a successfully completed background check.
6.4. Have the right to obtain a copy of any background check pertaining to them and to challenge the accuracy and completeness of the information contained in the report.
6.5. Re-accomplish a complete background check in the event of a break in U.S. Government service and upon expiration of current/previous checks.
6.6. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, or applicable Air Force or Department of Defense regulations. The Music Director will also ensure that each volunteer remains under Line-of-Sight Supervision until such a time as the volunteer receives a ‘favorable’ background check as notified by the background check monitor. There is no charge to the Music Director for these Criminal History Background Checks.
6.7. However, at all times while children are in the care of that individual and until background checks are complete, the Music Director shall be within sight and continuous supervision of a Chapel staff person whose background check has been completed, a chaperone, or parent/guardian.
7. Duty Hours.
7.1. Music Director shall be required to be present for duty hours and times for performance include all rehearsals, services, and special services. Requirements vary per season/month to fulfill this contract. The estimated number of events over the course of 12 months is 129.

7.2. The standard duty location for contract services (e.g. worship services, rehearsals, etc.) is the Buckley Chapel, unless otherwise approved by the Catholic Priest or Delta Chaplain (or his/her representative).
7.3. Absences due to illness or family emergency will be dealt with on a case-by-case basis.
The Music Director shall not employ/sub-contract any person to perform any work required by this PWS without prior approval. Unless they have previously completed a background check, replacements must be approved by the Service Catholic Priest and, at a minimum, be supervised via Line-of-Sight requirements.
7.4. Rehearsals shall be held at an appropriate time to allow for maximum participation of volunteers.
7.4.1. Rehearsals shall be held separate from, and in addition to, the 60 minute window prior to services and special services.
7.4.2. Duration of rehearsals shall be an appropriate length to ensure adequate preparation for performances at weekly services or special services (no less than 1 hour and no more than 3 hours in length). The length of rehearsal must be considerate of the time of volunteers participating therein.
7.5. Hours of Operation. Normal Chapel workdays are Monday through Friday except US Federal Holidays and family days. Hours of operation for Chapel staff are from 0730 to 1630 Monday through Friday. Regular meetings will not be held during the below US official holidays. Federal holidays include:

7.6. Contractor will be granted base access (after successfully completing the DBIDS process at the Buckley SFB visitor’s center) during the hours of 0500-2200 on the days approved by Delta Chaplain and Base Contracting Office to provide music support services only.
8. Other.
8.1. Liturgies. All liturgies celebrated are at the discretion and oversight of the Catholic Priest.
8.2. Taxes. The Music Director will be responsible for filing any applicable social security, federal, state or host nation taxes. The Music Director will also obtain any applicable business licenses and registrations and otherwise compliance with host nation law.
8.3. Government Furnished Property. The Buckley Chapel will provide telephone and copier access for official use only. Computer access will be provided under the terms of this contract.
The contractor will have the necessary access to the Chapel facility as needed in performance of the activities scheduled. U.S. Government owned instruments and sound equipment are available for the use by the Music Director. U.S. Government owned equipment shall not be removed without the permission of the Equipment Custodian or their designee.
8.4. The U.S. Government will maintain proper care of instruments. Normal wear and tear will be acceptable. The Music Director shall report to the Chapel staff on the condition of Government’s musical instruments and identify any needs for maintenance on them. The Music Director will be responsible for repair or replacement of damaged equipment due to negligence or misuse.
8.5. Conflict of Interest. Due to the potential for the appearance of conflict of interest, the following regulation applies as stated in DAFI 52-105, Chaplain Corps Resourcing, Conflict of Interest.
8.6. Inspections. The Contracting Officer and chapel staff may observe the Music Director at any time to assure that the programs and services are operating in accordance with this PWS.

8.7. Keys. The Music Director shall establish and implement methods of making sure all keys/combinations issued to the Music Director by the Government are not lost or misplaced and are not used by unauthorized persons and all keys are returned upon contract termination.
8.8. The Music Director shall not duplicate any keys issued by the U.S. Government. The
Music Director shall immediately report to the Catholic Priest any occurrences of lost keys. In the event keys, other than master keys, are lost the Music Director may be required, upon written direction of the Catholic Priest, to re-key or replace the affected lock or locks without cost to the U.S. Government. The U.S. Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Music Director. In the event a master key is lost the U.S. Government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the Music Director.
9.0 Estimated Number of Sessions: This position will require no more than 129, one and one half (1.5) hour, sessions during the contract period. These sessions normally will consist of:

c. Ash Wednesday
d. Holy Week (Holy Thursday, Good Friday, Easter Vigil)
