STATEMENT OF WORK

Key Kiosk Management System 460 CES, Unaccompanied Housing (460CES/CEIH) Buckley AFB CO 80011 11 December 2019

1.0. Introduction and Overview

A requirement exists for Buckley Air Force Base (BAFB) Dormitories to acquire two Key Management Systems that store keys for 380 individual dorm rooms. The requirement dictates that each Dorm Building, 28 and 205, each have their own Key Management System that holds 250 keys and 150 keys, respectively.

1.1. Background

Buckley AFB dormitories is transitioning to hard key entry for dormitory buildings 28 and 205 due to the degradation of the current electronic-lock system and the costs associated with repair and maintenance.

For security purposes, there is a requirement to secure all spare keys in a lock box accessible to residents in the case they get locked out or lose their primary key.

Buckley AFB dormitories is seeking a solution that will address the above requirements as well as halt the hindrance of waking designated personnel, with Master Key access, in order for individuals to access their room.

2.0. Scope of Work

The contractor will be delivering all of the purchased items listed in the ordering table (Section 2.1). They will be delivering one Key Management System with 250 (min) key slots to building 28 and one Key Management system with 150 (min) key slots to building 205. Both systems should be installed and setup per manufacturer’s specifications, in-person by designated technicians or with remote-support utilizing BAFB dorm personnel.

*/** This is a minimum amount of Key Slots required by BAFB dormitories for each building. When determining suitable products, the company should provide an option that falls within 5% of this number, but no lower than the minimum.

2.1.2 Minimum Characteristics of Products to be Purchased:

a. The Key Management systems will be self-standing or have an optional stand included/for purchase as any mountable systems will not be able to be installed due to real property constraints.

b. The Key Management Systems will also have the ability for each assigned user to access their rooms’ key with a Personal Identification Number (PIN) or biometrically, with the use of a fingerprint.

c. The Key Management systems will allow a minimum of 300 authorized users with unique PINs.

d. The Key Management system will be able to send an email notifying a set distribution list when a key is issued or returned.

e. The Key Management system will be required to connect to Wi-Fi in order to have minimal network capability to accommodate the above requirement of email connectivity.

2.2. Requirements

460 CES/CEIH requires two standalone Key Management systems to store keys for 380 individual dorm rooms. The requirement dictates that each Dorm Building, 28 and 205, each have their own Key Management System that holds 250 keys and 150 keys, respectively.

2.3. Warranty

A one year manufacturer warranty will be included for each Key Management System purchased by Buckley AFB.

The warranty will include support for the following:

a. Telephone Support

b. Web Based Support

c. Software Updates for Current Version

d. Hardware Support for all system hardware

e. Shipping and Handling Charges

The warranty will also include an option to extend coverage once initial term expires.

3.0 Delivery

Delivery will be no later than 60 Days ARO with freight costs included in price.
