STATEMENT OF WORK

CANINE EXPLOSIVE TRAINING AID STORAGE MAGAZINE

Building # 1028

Buckley AFB CO 80011

24 April 2018

1. Introduction and Overview

The 460th Security Forces Squadron (SFS) has a requirement to purchase a Canine

Explosive Training Aid Storage Magazine (CETASM) to store explosive training aids at the kennels. Acquiring a CETASM will allow the canine (K-9) trainers to conduct explosive detection training with each dog team during all three shifts.

1.1 Background

Currently, the dog handlers have to checkout their training aid from 140th Munitions between the hours of 0730 to 1630 Tuesday through Friday. This narrow window of availability offered by 140th Munitions severely limits the time that training can be conducted and makes it impossible to train at night or on the weekends. 460th Munitions limited training times also requires the mid shift (1300 to 2100) and swing shift (2100 to

0500) dog teams to come in early in order to conduct training, which in turn requires the dog teams to give up rest time prior to starting their shift.

2.0 Scope of Work

The 460th SFS is looking to make a commodity purchase of the equipment identified in the ordering table (Section 2.2). The 460th Civil Engineering Squadron (CES) will be installing and making all final connections based on the manufacturer’s manual. The

460th SFS Electron Security Systems (ESS) will make all final Intrusion Detection

System connections.

2.1 Requirements

The CETASM must be able to store up to 87.5lbs of class C (Propellant)/D (Article, Secondary Explosive or primary explosive with two protective features) 1.1 explosives.

A class 1.1 explosive consists of explosives that have a mass explosion hazard. A mass explosion is one which instantaneously affects almost the entire load. The CETASM produces an inhabited building distance (IBD) of 25 feet, a public traffic route (PTR) distance of 15 feet, an intraline (IL) distance of 12 feet, and an intermagazine (IM) distance of four (4) feet. As an exposed site (ES), the CETASM must be separated from other potential explosion sites (PESs) by applicable one (1) Meter distances (K9, with a minimum of four (4) feet as required by enclosure.
