What company is the incumbent on the current contract?
System High Corporation
What is the current contract number?
FA2543-14-F-0002
What is the Value of the contract?
$1,294,643.28
What is the period of performance?

Would the Government confirm that Service Contract Act provisions apply to this contract?
Yes
Would the Government confirm the labor categories being used on the current contract if it is subject to SCA provisions?
Desk Receptionist/01460 would be the closest, but does not incorporate need for TS/SCI
Is the Government’s intent that SCA pricing should include proposed overtime, shift differential pay, and holiday pay to comply with SCA provisions?
We are looking for base pricing, Overtime/holiday pay is not included per PWS 4.1.2
Is there a collective bargaining agreement in place for this effort similar to the one at Buckley?
No
The current historic date at Appendix 5 does not appear to be sufficient to have a second person available during the day shift to handle PWS requirements such as escort duties, issuing temporary badges, inspecting incoming and outgoing material 365 days per year. Given a 24 x 7 x 365 operation results in 8,760 hours per FTE. How does the remaining 1,821 (10,581 – 8760) hours currently get allocated per year? i.e. are there periods when a second receptionist is not used for day shift such as on weekends or holidays?
No overtime rate (per PR)
Per requirements 1.4.7 and 1.4.8; a second receptionist at a minimum is required to accomplish escort duties while still maintaining desk security. During daytime hours, this is a standard and there will NOT be periods when a second receptionist is not used such as weekends/holidays.
Paragraph 1.1.1 of the PWS calls for a Mission-Essential Service Plan. Production of that document does not appear to a requirement in the Instructions to Offerors nor does it appear to be part of the evaluation criteria.
Is it the Government’s intention for the Mission-Essential Contractor Services Plan to be produced by the Contractor following contract award?
Section 2.0 # 8 (Services Summary) and section 2.1 Deliverables (Management) address the continuation of ME contractor services plan Within thirty (30) days of contract award; within seven (7) calendar days of any approved changes
Under this requirement, is the contractor required to already have an active facility clearance in order to bid?
All positions working in SBIRs must have a TS/SCI before working independently. If a person is waiting on their SCI Indoc they can be escorted, but they will not have a CAC to access the networks or be able to escort anyone. Therefore, if the individual is working at the facility the company bidding on the contract must have the TS facility clearance
Can the Government please provide the number of hours historically?
Per 1.1.2. of the PWS, The service is required 24/7 and 365 days a year.
Instructions to offerors. RFP states response is in 2 parts. Are these parts 2 separate files or 1 combined file?
The Solicitation states “The Response shall contain two (2) Separate Parts”. Have two separate files.
Government please provide specific metrics per there appendix 4 that occur by shift so offerors can determine the number of hours to execute the tasks?
The categories are the different metrics, but shift metrics change depending on mission requirements for that day. Appendix 5 states the estimated frequency is 10,581 hours.
Additionally, can the Government please provide the amount of time it takes to execute each task in appendix 4?
Different variables such as room being escorted to, amount of badges needed to be issued, or how many items an individual has that need to be searched for each task change the amount of time it will take.
Can the Government confirm that employees are working 3 different shifts everyday all year i.e. 24/7/365?
If yes, can the Government provide how many full time and part time are working those shifts? If not, can the Government confirm that all personnel work the day shift?
Reference Appendix 4, 5 and 6 of the Performance Work Statement attached to the solicitation.
PWS reference 4.9.2 Software inventory. What software does the Contractor have to account for IAW AFI 33-112?
Software inventory with regards to PWS 4.9.2 has to do with maintaining positive control of any digital media (CDs) brought into the SCIF. There isn't any other software the contractor is responsible for.
Does the bidder require a current GSA contract in order to bid?
This will be an open market solicitation, no GSA contract will be required.
