VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

At least two vendors will be providing competing quotes for this repair.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

127 members of the military were without housing in the middle of the night and this repair needs to begin as soon as possible to ensure these warfighters are displaced for the lease amount of time. Currently all of our displaced Patriot Dormitory residents have been able to find either another dorm room or are rooming with airmen off-base and we are not currently paying to house these individuals off-base. However, with the summer months approaching, the summer PCS season has arrived and Buckley AFB is projecting to experience an influx of new residents needing housing. This would end up costing the Buckley AFB approximately $60.00/day per resident for housing cost. With our current 28 residents displaced, the total is $1,680.00 per day in housing costs and $201,600.00 for 120 days. This cost will increase as more residents arrive.

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief. The CO also determines that this acquisition cannot be set aside for 100% small business due to the time constraints and therefore the DD2579 sets this acquisition aside for other than full and open competition. It is expected that one large and one small business will provide quotes for this requirement.

XIII. Certification by the technical/requirements personnel.

As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
