About this file
This is a Memorandum for Industry from the United States Space Force Commercial Satellite Communications Office dated January 15, 2026, forecasting seven anticipated fiscal year 2026 requirements for satellite communications services. The FCSA framework encompasses three service areas: COMSATCOM Transponded Capacity (CTC), which provides satellite bandwidth and power with limited engineering services under NAICS code 517410; COMSATCOM Subscription Services (CSS), which offers contractor-determined waveforms billed on a per-use basis under NAICS code 517410; Complex Commercial SATCOM Solutions (CS3), which allows custom satellite solutions including bandwidth, terminals, handsets, and tail circuits under an IDIQ contract; and COMSATCOM Satellite Business Solutions (SBS), which utilizes existing BPAs, IDIQs, or full and open competition.
The seven anticipated requirements include: (1) CTC0386 for U.S. Customs and Border Protection—Ku-band capacity, estimated $35M–$45M, RFQ January 2026, award March 2026, effective April 2026, 1-year base plus four 1-year options, incumbent RiteNet Corp.; (2) CTC0392 for USAFCENT ISR platforms—466 MHz Ku-band capacity on 2–4 satellites, estimated $195M–$205M, RFI February 2026, RFQ April 2026, award August 2026, 1-year base plus four 1-year options, incumbent Artel; (3) CTC0385 for Air Combat Command/NORTHCOM—Ku-band for Global Hawk UAV operations, estimated $10M–$15M, RFQ February 2026, award May 2026, 1-year base plus four 1-year options, incumbent Simba Enterprise; (4) CTC0387 for Counterdrug Surveillance Systems—C-band capacity over South America, Central America, Gulf of America, Caribbean Basin, and CONUS, estimated $25M–$35M, RFQ March 2026, award June 2026, 1-year base plus four 1-year options, incumbent Simba Enterprise; (5) CSS0131 for U.S. Coast Guard Aviation—L-band services BPA, estimated $20M–$30M, RFQ March 2026, award June 2026, 1-year base plus four 1-year options, incumbent Inmarsat Government; (6) CS30025 for Global USG Enterprise Communications—worldwide secure communications services with 100 percent availability, estimated $5M–$10M, RFP April 2026, award July 2026, effective August 2026, 3-year base plus one 4-year option, incumbent RiteNet Corp.; and (7) SBS0045 for Maneuverable Geosynchronous Orbit satellite services—on-orbit supportable spacecraft and purpose-built MGEO satellites with user-to-user and reach-back capabilities, estimated $895M–$905M, RFP June 2026, award August 2026, 5-year base plus five 1-year options, no incumbent identified. All requirements are managed by the Space Systems Command/Commercial Space Office (SSC/CMK).

MEMORANDUM FOR INDUSTRY
FROM: Commercial Satellite Communications Office
SUBJECT: Forecast to Industry – Future Requirements for Fiscal Year 2026
The United States Space Force (USSF) Commercial Satellite Communications (COMSATCOM) Office, or CSCO, presents the following information to industry for preparation of potential Requests for Proposals (RFPs) and Requests for Quotes (RFQs).
All information outlined within is subject to change and based on known near-term competitive requirements for the subsequent 12 months. This document is current as of January 15th, 2026.
The Future COMSATCOM Services Acquisition (FCSA) provides the U.S. Department of Defense (DoD) procurement of satellite communication capabilities from an approved list of contractors. The FCSA covers three (3) service areas: transponded capacity, subscription services, and end-to-end solutions.
COMSATCOM Transponded Capacity (CTC) includes requirements for satellite bandwidth and power, including limited engineering services (e.g., link budgets and transmission plans). CTC enables customer-proposed waveforms and industry-approved solutions to apply leased bandwidth to meet individual requirements. This service area includes monitoring and control of leased bandwidth and incorporates the option for purchased frequency clearances and licenses. CTC falls under the General Services Administration (GSA) North American Industry Classification System (NAICS) code 517410.
COMSATCOM Subscription Services (CSS) are for use with fixed satellite services (FSS) or mobile satellite services (MSS). CSS uses contractor-determined waveforms that are billed on a per-use basis (e.g., dollars per minute, dollars per megabyte, or dollars per month). This service area comprises rates for vendor-defined network management, monitoring, engineering, integration, licensing, and the operations required to deliver services. CSS falls under the GSA NAICS code 517410.

DISTRIBUTION A: Approved for public release; distribution unlimited
Complex Commercial SATCOM Solutions (CS3) allows the DoD to build large, complex, and custom satellite solutions. These solutions may include satellite transport (bandwidth), FSS or MSS, and service-enabling components such as terminals, handsets, and tail circuits with engineering services to integrate, operate, and maintain the solution. CS3 is covered under the FCSA CS3 Indefinite Delivery Indefinite Quantity (IDIQ) contract.
COMSATCOM Satellite Business Solutions (SBS) is another-than FCSA solution for either FSS or MSS. Prospective acquisitions that are not anticipated to use FCSA solutions may utilize existing Blanket Purchase Agreements (BPA), IDIQs, or will be procured using full and open competition in accordance with any combination of Federal Acquisition Regulations (FAR) procedures.
