About this file

This document is a Questions and Answers (Q&A) file related to a satellite communication system for aircraft. The document addresses four key technical questions about a draft Performance Work Statement (PWS), providing clarifications on service requirements and system specifications.

The responses reveal that television services were mistakenly included and are not part of the requirement. The system's operational availability will remain at 99.999%, with link availability at 99.7%. Bandwidth specifications indicate 90 Mbps per beam, with secondary aircraft in the same beam requiring lower symbol rates. Aircraft modem capabilities include transmit speeds up to 15.5 Mbps and receive speeds up to 98 Mbps, with users able to select symbol rates via a graphical user interface (GUI). The technical details suggest a sophisticated satellite communication system designed for multiple aircraft with configurable bandwidth and transmission parameters.

Question # Question

1) Vendor Capability Questions in the RFI letter, television services are mentioned. This requirement is not in the Draft PWS. Are there any specific requirements for this service (i.e., number of channels, specific channels required, etc.) that the government is expecting?

2) In Section 2.2.4 of the Draft PWS (Subtask 2.5 – Reliability/Availability), the operational availability for transponded bandwidth is listed as 99.999%. Most satellites do not operate at this level of availability. Is this the expected availability level for this system?

3) Is the below 90 Mbps per aircraft forward link and return link or total for the four aircraft forward link and return link to share?

4) What is the forward link Mbps and return link Mbps per aircraft?

Answer The television service is not part of requirement and does not pretain to this requirement. The telephone sevice was included by mistake.

The operational availability availability will remain at 99.999%. However, link availability will be at 99.7%.

The 90Mbps is per beam. When a secondary aircraft is in the same beam, that secondary aircraft must be configured for lower symbol rate to eliminate any potential modem sync issues. Thus both aircraft would be “sharing” the 90Mbps with the Primary aircraft configured for a higher rate.

Aircraft modem transmit is up to 15.5Mbps and receive up to 98Mbps.

Additionally, users have a range of rates based on user selection of symbol rates.

An example is Symbol rates for receive operation can be selected by the user via the GUI as mentioned in the above scenario.
