About this file

The document is a Questions and Answers (Q&A) spreadsheet for the Air Force Research Laboratory B-52 Hybrid SATCOM Demonstration solicitation (FA2541-25-013). The Q&A provides technical details about a commercial satellite communication (COMSATCOM) requirement for a L3Harris Hybrid SATCOM System. Key technical specifications include 5 MHz of Ka-band capacity in both forward and return directions, with a minimum satellite elevation angle of 10 degrees. The government seeks GEO solutions only, with test applications involving encrypted messaging over government test networks.

The solicitation is for a demonstration project with a performance period from August 4, 2025, to October 31, 2025. The government will provide the required modem for installation at a commercial ground station and anticipates procuring bandwidth and services through a CTC or CSS contract. Link budgets have been completed for multiple Air Force bases (Salt Lake City, Eglin AFB, and Barksdale AFB), and the technical requirements are detailed in an attached technical specification. The opportunity is being managed by the Department of the Air Force and is currently in the pre-solicitation phase.

Q&A

Question #QuestionAnswer
1The government is requesting 5MHz. How many MHz does the government want in the Forward Direction and how many in the Return Direction. The desired capacity is 5 MHz forward (aircraft to satellite) and 5 MHz return (satellite to aircraft).
2How was the 5MHz requirement derived?Link budgets indicate that 5 MHz of bandwidth, in each direction, will meet our desired data rates given the MODCODs available.
3What applications does the government intend to use over the link, e.g. ABMS situational awareness?Test applications including encrypted messaging over both red and black Juniper SSR based government test networks.
4Does the government have a target data rate (Mbps) for the Forward and Return Link? Please see the Technical Specification attached to the RFI for data rate requirements.
5Have link budgets been done to ensure you’ll have enough bandwidth to support the desired data rates taking into account any overhead generated by the modem?Yes, link budgets have been completed for Salt Lake City, Eglin AFB, and Barksdale AFB.
6How does the government expect to procure the bandwidth, and gateway services? The Government anticipates utilizing a CTC or CSS contract to procure the required bandwidth and services
7Is it the government’s intent to use an already established GSA contract and issue a Purchase Order (PO) against the GSA Contract? No
8Does the government want to procure GEO Ku-band in support of the AFRL DEUCSI program?Ku-band is not within the scope of this RFI.
9Are MEO and LEO NGSO options, or is this GEO/GSO only?GEO only
