About this file
This document is a Request for Information (RFI) for Combined Commercial Satellite Communications (COMSATCOM) Services for the Department of the Air Force's Operational Support Airlift/Executive Airlift (OSA/EA) Aircraft program. The RFI seeks detailed vendor insights on providing three current COMSATCOM service types for Senior Leader C3 Systems-Airborne fleet, including High-Capacity Mil-Ka Crossover service, SpaceX Star Shield Ku-Band SIMOP managed service, and Viasat Ku/Ka band services.
The RFI poses five key questions focused on vendors' strategies for consolidating satellite communication services, including: providing a unified Host Nation Agreement and frequency clearance process, developing a single web-based Network Monitoring System, establishing 24/7 vendor support, ensuring terrestrial connectivity, offering comprehensive training, and demonstrating capabilities for integrating emerging technologies with Mission Communications Systems. Vendors are specifically asked about their existing partnerships, ability to secure proprietary API rights, global connectivity strategies, and potential additional services that could provide competitive advantage in the combined commercial SATCOM solution.

a. High-Capacity Mil-Ka High-Capacity Crossover service. Ref: PWS Section 2.2.1, Table 1, & Figure 1.
b. SpaceX Star Shield Ku-Band SIMOP managed service. Ref PWS Section 2.3.1, Table 2.
c. Viasat Ku/Ka band service levels. Ref: PWS Section 2.4.1, Table 3, Table 4, Table 5, & Table 6.
2) What would be your company’s strategy and structure to provide/consolidate the following ancillary services for all three (3) COMSATCOM services?
a. One (1) Host Nation Agreement (HNA) & Frequency Clearance support process for all Commercial Satellite Communications (COMSATCOM) services, including incorporation into the Network Monitoring System (NMS).
b. One (1) single government owned web-based Network Monitoring System (NMS) with mission planning tools and HNA footprint overlay that would consolidate control of all current and future services.
c. A U.S. based English speaking 24/7 vendor reach back capability with technicians available to troubleshoot, escalate COMSATCOM issues as required.
NOTE: Do not duplicate existing vendor reach back services and/or Government Security Operations Center (GSOC) services.
d. Terrestrial connectivity for all COMSATCOM services from selected data centers to the EACN Air to Global Information Grid (A2G2) “Meet-me” Points of Presence.
e. Training on all services available (current and future) at multiple locations.
3) What partnerships/vendor agreements do you have with the three (3) current COMSATCOM services? How would you partner/obtain vendor agreements on emerging technology data services from companies that you do not have a current partnership/vendor agreement?
a. How would you secure vendor proprietary Application Programming Interface (API) rights for new and existing capabilities to incorporate into the NMS?
b. What strategy and capabilities do you have to help ensure new and emerging technologies and services interoperate with the Mission Communications System (MCS) on the SLC3S-A fleet?
4) How would you provide global connectivity to all platforms while representing as a US based internet gateway point of presence?
5) Are there any additional services or support your company could offer that would give you an advantage in providing a combined commercial SATCOM solution?
