About this file
This document is a Performance Work Statement (PWS) for an Enhanced Mobile Satellite Services (EMSS) Global Logistical Services Management (ELOG) contract. It outlines the services and support required for the Distributed Tactical Communications System (DTCS), a "netted" satellite communications capability that provides beyond-line-of-sight voice and data communications for the Department of Defense (DoD), other government agencies, and authorized foreign entities.
The key services and support required include: program management, technical support, logistical and procurement support, training support, and operations center support. This includes providing Field Service Representatives (FSRs) to perform custom configuration, installation, maintenance, and repair of DTCS equipment and systems, as well as inventory management, provisioning, and customer support. The contractor must also have the capability to perform Tier 2 level repairs on DTCS equipment and ship equipment for higher-level repairs as needed. The PWS also covers requirements for quality control, security, travel, and employee accountability.

1. DESCRIPTION OF SERVICES
1.1. General: United States Space Force (USSF)/ Space Systems Command (SSC)/ Commercial Satellite Communications Office (CSCO)/ Enhanced Mobile Satellite Services (EMSS) Program Management Office (PMO) provides the Department of Defense (DoD), Federal Agencies, State and Local Governments, authorized foreign partners and other sponsored Mission Partners, with satellite communication services through a dedicated, government-owned EMSS-controlled network infrastructure. USSF serves as the primary commercial satellite communications service provider for the DoD. EMSS is a value-added specialization of unique capabilities and services made available to its customers. A service enabled by satellite ground systems which interface with the Iridium commercial constellation, consisting of 66 Low Earth Orbit (LEO) cross-linked satellites operating as a fully meshed network. Offered services include unclassified and classified voice; one-way paging; Short Burst Data (SBD) - two-way acknowledged data transmission; Global Data Broadcast (GDB) - one-way multicast;
Distributed Tactical Communications System (DTCS) - a one-to-many push-to-talk voice and data service; CERTUS - EMSS broadband; Manage Access DTCS Next (MA-DNX)-DTCS next capability.
Additionally, the EMSS PMO provides for the sale and provisioning of EMSS devices, 24/7/365 dedicated help-desk support, Field Service Representative (FSR) support, and other services.
The EMSS architecture is comprised of the following three (3) segments: Commercial Space Segment, EMSS Ground Segment, and a Mobile Segment. The Commercial Space Segment is currently comprised of the Iridium commercial product (i.e., satellite infrastructure), while the EMSS Ground and Mobile segments include both commercial elements and non-commercial elements tailored for EMSS PMO customers. Each segment evolves over time to provide greater capability and additional services.
1.2. Scope: This performance work statement covers support to all EMSS services and devices. Services procured under this contract may be in support of the United States DoD, Other Government Agencies (OGAs), and all other authorized and sponsored entities to include authorized foreign entities. The Contractor shall be prepared to work with all of these entities, as well as other contractors in a joint operational environment. Task orders awarded under this contract are normally funded directly by the requiring activity, and not the EMSS Program Office.
The Contractor shall provide for global logistical, technical, and other programmatic services primarily in support of EMSS operational and sustainment functions. Secondary support functions may include research & development related activities appurtenant to the operational mission of EMSS.
1.3. Background: The DTCS is an over-the-horizon, beyond-line-of-sight, “netted” satellite communication capability that employs cutting-edge devices (including tactical radios) and corresponding systems. Netted voice and data communications are essentially "push-to-talk" services whereby one user (a sender) pushes a button to disseminate a message to several listeners who are part of a "talk group" (one-to-many voice communication). In addition, the service also includes a simultaneous data function which transmits SBD that communicates such knowledge as Position Location Information (PLI). These netted services currently utilize a single channel under one satellite to transmit the voice and data messages. Communication spectrum is created when a user "pushes-to-talk" and is maintained for a brief period to permit a response from one or more of the many listeners. Upon connection time-out, the channel is reverted to an idle mode thus efficiently utilizing resources. Other communication devices require line-of-sight to transmit critical voice and data; DTCS utilizes satellite communication thus allowing users to transmit information from unique environments.
EMSS Global Logistical Services Management (ELOG) Page 4 of 21
Therefore, due to the rapid DTCS evolution and deployment as well as other related technologies in the EMSS portfolio, comprehensive contractor support is required to ensure EMSS operational, engineering and technical requirements are satisfactorily achieved for current and future devices. For example, the current DTCS device is a field radio that provides beyond line of sight, over the horizon communications capability for the warfighter and other government agencies. This device can be hand carried, mounted in a command center, or mounted on any vehicle that is in use by the U.S. armed forces or other EMSS customers. The Field Service Representatives (FSR) required under this contract shall provide custom configuration on vehicles via vehicle mount kits, operational support, logistical support, and provisioning support on the DTCS servers. Logistical and provisioning support includes assisting with inventory management and ensuring that the DTCS device is properly provisioned and registered on the appropriate network.
