About this file
This is a Single Source Justification document for a simplified acquisition by the Air Force 45th Contracting Squadron, Procurement Knowledge Branch (45 CONS/PKB). The acquisition concerns the procurement of a Spydercrane URW375C4URS mini-crawler crane package for the Aircraft Maintenance HH-60 Aircraft Remote Location Recovery System, identified by Purchase Request FA252127QB039. The contracting officer determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1), with the determination signed by Cynthia Whittaker (NH-III) on November 4, 2026.
The Spydercrane URW375C4URS system is specified as the sole acceptable solution for enhancing HH-60 helicopter recovery operations in remote and austere environments. The crane provides a minimum lift capacity of 6,610 lbs at a 2.5-meter radius, maximum lifting height of 48 feet, ability to pass through 3-foot-wide doorways, diesel-powered independent operation, tracked drivetrain for unimproved terrain access, custom transportable trailer system compatible with standard vehicles and aircraft transport, and critical safety features including moment limiter and remote-control capability. The system uniquely includes a boom-tip-mounted single-person work platform for safe personnel elevation during maintenance tasks, along with accessory packages such as track mats, outrigger pads, and custom ramps. The justification states that no other known manufacturer offers an integrated solution meeting all functional, transportability, and safety requirements, making this the only acceptable solution for this mission-critical need. Sections D and E of the form regarding efforts to obtain competition and steps to preclude future single-source awards remain incomplete in the document.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 45 CONS/PKB
Project/Program Name: Aircraft Maintenance HH-60 Aircraft Remote Location Recovery System
Purchase Request / Local ID Number: FA252127QB039
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Spydercrane URW375C4URS mini-crawler crane package. This system will enhance offsite HH-60 helicopter recovery operations by providing aircraft maintenance personnel with the capability to perform heavy maintenance tasks in remote and emergent environments. The solution aims to address previous limitations in equipment availability and mission readiness.
Section C: Justification for Soliciting from a Single Source or Brand Name
The Spydercrane URW375C4URS mini-crawler crane possesses a unique combination of capabilities critical to the remote recovery and maintenance of HH-60 aircraft in austere and unimproved environments. The aircraft maintenance mission requires a crane system that meets stringent performance, safety, and mobility requirements as documented in the Statement of Work.
This specific model provides:
-A minimum lift capacity of 6,610 lbs at a 2.5-meter radius -A maximum lifting height of 48 feet -The ability to operate in confined or restricted environments, including passage through a 3-foot-wide doorway -A diesel-powered system for operations independent of electrical infrastructure -A tracked drive train for accessing work sites through unimproved terrain and reducing weight limitations for delivering parts & tools in such conditions -A custom trailer system optimized for transport via standard vehicle, helicopter sling, or C-130/C-17 aircraft -Critical safety features including a moment limiter, overload prevention, remote-control capability, and automatic stop functions
Additionally, the system includes a boom-tip-mounted single-person work platform specifically designed to safely elevate personnel for maintenance tasks, eliminating the need for conventional maintenance stands, which are not safe or practical on ungraded or soft terrain. The accessories package—such as track mats, outrigger pads, rigging box, and custom ramp—further enables successful deployment in remote locations with minimal support infrastructure.
No other known manufacturer offers an integrated solution that meets all functional, transportability, and safety requirements outlined in the requirement package. As such, the Spydercrane URW375C4URS is the only acceptable solution for fulfilling this mission-critical need.

Document efforts to obtain competition. For example, did market research identify any other company(s) that can provide your required product or service or was a sources sought synopsis issued by contracting to try to find another source?
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Provide a statement of actions to be taken by the requiring activity to preclude the necessity for future sole source or brand name acquisitions of the same supplies/services (e.g., conducting a market survey to determine potential future sources).
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
