About this file

This file is a Questions and Answers (Q&A) document associated with a federal contract procurement for E-Z-GO golf carts at Patrick Space Force Base in Florida.

The procurement requires six E-Z-GO Express 6 Summit X Gas vehicles (current model acceptable, previously referenced as Express L6 Gas Summit X) to be delivered fully assembled, inspected, and ready for immediate operation by January 31, 2027. Vehicles must include DOT lighting, mirrors, horn, turn signals, and retractable seat belts, with dealer-installed OEM accessories acceptable. While vehicles should be as street-legal/LSV-compliant as possible, they will not operate on public roads or leave the base; therefore, full DOT/FMVSS certification is not required. Preferred vehicle colors are white or blue, with black acceptable; roll-up enclosures should be black. The standard E-Z-GO manufacturer warranty satisfies warranty requirements, and no onsite training or operator orientation is required after delivery. Title, registration, license plates, and Florida DMV documentation are not required deliverables.

Delivery will be FOB Destination to 673 Rescue Road, Patrick SFB, FL 32925, with contractor responsibility for all offloading. The purchase is tax-exempt from Florida sales and use tax, with the Government providing exemption documentation if needed. Delivery personnel must pass background checks (no felons) to access the base and should provide approximately one hour notice regarding escort requirements. Vehicles should be driven off the delivery trailer or truck, as no forklift or mechanical equipment will be available for offloading. The Government will not provide offloading assistance beyond escort services if requested.

Q&A

1. The salient characteristics require DOT lighting, mirrors, horn, turn signals, and retractable seat belts. Does the Government require the vehicles to be street-legal / LSV compliant and eligible for public-road operation, or is compliance with the listed equipment requirements sufficient?

Answer: As close to street legal/LSV as possible, but will not be going on public roads or leaving the base.

2. Are title, registration, license plates, MSO/MCO, VIN documentation, or any Florida DMV-related deliverables required as part of this procurement?

Answer: No

3. Should the six vehicles be delivered fully assembled, inspected/PDI-complete, and ready for immediate operation upon delivery to Patrick SFB?

Answer: Yes

4. Is any onsite training, commissioning, or operator orientation required after delivery?

Answer: No

5. May the required accessories in the salient characteristics be dealer-installed OEM accessories, or must they be factory-installed by E-Z-GO/Textron?

Answer: Yes, dealer installed is fine

6. Will the standard E-Z-GO manufacturer warranty satisfy the solicitation’s warranty requirement, or is any additional contractor-provided warranty expected?

Answer: Yes

7. Is there a required delivery date or maximum number of days after award for delivery, beyond providing an estimated delivery schedule in the quotation?

Answer: 31 Jan 2027

8. For pricing purposes, should offerors treat the purchase and delivery of the six vehicles to Patrick SFB as exempt from Florida sales and use tax? If so, will the Government provide any exemption documentation required to support the transaction?

Answer: Yes the purchase should be tax free and we can provide documentation if needed

9. Current E-Z-GO Model Designation The solicitation identifies the required vehicle as the “E-Z-GO Express L6 Gas Summit X.” E-Z-GO’s current model designation appears to be the “E-Z-GO Express 6 Summit X Gas.” Will the Government confirm that the current-model E-Z-GO Express 6 Summit X Gas is acceptable, provided it meets all stated salient characteristics?

Answer: Yes current model is acceptable

10. DOT Lighting Requirement The salient characteristics require “DOT Lighting,” along with a mirror kit, horn, retractable seat belts, and turn-signal kit. Please clarify whether “DOT Lighting” refers to the required lighting equipment/accessories only, or whether the Government requires the completed vehicle to be certified as a DOT/FMVSS-compliant Low-Speed Vehicle (LSV) for operation on public roadways.

Answer: Not going on public roadways, see question 1

11. Installation Requirement Section 2(g) references installation services and design capability within the technical quote. Will the Government confirm that delivery of fully assembled vehicles, with all required accessories installed and operational prior to delivery, satisfies the installation requirement and that no additional on-site installation services are required at Patrick SFB?

Answer: Yes

12. Delivery Schedule The solicitation requires offerors to provide an estimated delivery time and identifies schedule as an evaluation factor. Does the Government have a required or preferred delivery date or delivery window for the six vehicles?

Answer: 31 Jan 2027

13. Delivery and Offloading Requirements For FOB Destination delivery to 673 Rescue Rd., Patrick SFB, FL 32925, will the contractor be responsible for all vehicle offloading at the delivery location, or will Government receiving personnel or equipment be available to assist? Additionally, are there any specific delivery appointment, trailer, base-access, or offloading requirements that should be incorporated into the quoted delivery cost?

Answer: delivery will be on base, therefore any delivery personnel will be required to pass a background check (ie no felons) to gain base access and complete the delivery. Unit will require about a 1 hr heads up if the delivery personnel will need an escort and if they require our assistance to get the vehicles off transport. The vehicles should basically be driven off a trailer or truck, we will not have a forklift or any other equipment available to get the carts off.
