About this file

This is a Questions and Answers document for solicitation FA252126QB082, an Electric Tugger procurement by the Department of the Air Force Space Command. The document clarifies technical requirements and procurement parameters for a battery-powered electric tugger designed to push, pull, and steer heavy wheeled loads up to 100,000 pounds, thereby reducing manual handling strain and improving productivity.

Key technical specifications confirmed include: any commercially available product meeting all stated salient characteristics is technically acceptable (no specific manufacturer or model is mandated); the system must feature an adjustable 2-inch hitch ball with approximately 10 inches of vertical travel and support multiple mounting positions to accommodate varying trailer tongue heights; the tugger must safely transport heavy generator trailers and other wheeled assets across diverse ground surfaces including smooth concrete, asphalt, and compacted crushed rock; the equipment must navigate both flat surfaces and slopes up to 15 degrees; and the tugger must execute tight 180-degree turns while maintaining stability and control at maximum load capacity. The Government does not specify internal wheel or caster configuration but requires offerors to propose designs ensuring safe and controlled movement. Notably, the procurement is restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, and no modifications to the Government's existing fleet or assets are permitted—the tugger must interface with assets in their current configuration.

FA252126QB082 – Electric Tugger

Q1. Can the Government clarify what type of wheeled equipment the tugger will be used to move, such as carts, trailers, generators, aircraft support equipment, or other heavy wheeled equipment?

A1. The tugger will be utilized to maneuver various heavy wheeled assets, specifically including carts, trailers, and trailer mounted generators.

Q2. Are the listed salient characteristics based on a specific manufacturer, model, configuration, or prior vendor quote? If so, can the Government provide any releasable manufacturer/model/configuration information, or quote reference information if available, so offerors can ensure they are quoting the correct item?

A2. The listed salient characteristics define the minimum performance and technical thresholds required to satisfy the Government’s operational needs. No specific manufacturer, model, or prior quote reference is being released; any equipment meeting these stated requirements is acceptable.

Q3. The solicitation states that alternate products, substitutions, or “equivalent” items are not authorized, but no specific manufacturer or model appears to be identified in the solicitation documents. Can the Government confirm whether any commercially available product that meets all listed salient characteristics will be considered technically acceptable?

A3. Confirmed. Any commercially available product that meets or exceeds all listed salient characteristics-specifically the capacity to safely lift, tug, push, and maneuver load(s) up to 100,000 pounds while mitigating operator physical strain-will be considered technically acceptable.

Q4. The salient characteristics include a pintle ball hitch assembly, 6,000-lb hydraulic lift kit, and 10-inch hydraulic pump lift. Can the Government clarify the required hitch/coupling configuration, including any required ball size, pintle size, hitch height, tongue weight, lift capacity, or travel requirements?

A4. The system must feature an adjustable 2-inch hitch ball with a vertical travel range of approximately 10 inches. To accommodate varying trailer tongue heights, the coupler assembly must support mounting at multiple vertical positions along the front face of the tugger, in addition to utilizing the integrated hydraulic lift capability.

Q5. Can the Government confirm whether offers from nonmanufacturer/reseller SDVOSB concerns are acceptable for this requirement, and whether any nonmanufacturer rule, manufacturer requirement, or limitations-on-subcontracting requirement applies?

A5. The Government is only accepting offers from SDVOSB.

Q6. How many casters/wheels are supporting the 100,000 LBS load, and what is their configuration?

A6. The load configuration varies by asset. The tugger itself must be engineered to provide continuous stability and control when executing tight maneuvers, including turns up to 180 degrees, while under maximum load capacity.

Q7. What type of material are the casters made from (e.g., steel, polyurethane, ruibber, etc.)?

A7. The tugger must be equipped to safely transport heavy generator trailers across diverse ground surfaces, including smooth concrete, asphalt pavement, and compacted crushed rock. Offerors should propose tire/wheel materials suitable for traction and durability on these terrains.

Q8. Will the tugger operate on flat, smooth flooring, or will it need to travel over slopes/grades?

A8. The equipment will operate on both flat surfaces and graded transitions, specifically transitioning into storage areas with a slope of up to 15 degrees.

Q9. If slopes are present, what is the maximum incline/grade that should be considered?

A9. The maximum incline the equipment must navigate is a 15-degree grade.

Q10. What is the caster configuration? Example: 2 fixed & 2 swivel, all swivel, directional locking, etc.?

A10. The Government does not specify the internal wheel or caster configuration. Offerors must propose a design that ensures the safe, stable, and controlled movement of a 100,000-pound load through turns of up to 180 degrees.

Q11. Can a female coupling be added to your cart/load?

A11. No. Modifications to the Government’s existing fleet or assets are not permitted. The tugger must interface with the assets as currently configured.
