About this file
This is a Questions and Answers document for RFQ FA252126QB023 issued on 19 May 2026. The document clarifies requirements related to a catechist coordinator position supporting Catholic faith education services.
Key Personnel and Structural Requirements: AMS (Archdiocese of Military Services) approval is required exclusively for the individual performing as the Performing Coordinator, not for the offeror organization as a whole. The Government accepts a prime contractor model where a lead coordinator may be supplemented by subcontracted or designated key personnel, provided all individuals meet Performance Work Statement (PWS) requirements. Workload and Resource Considerations: The baseline workload is 30 hours per month, with offerors expected to account for seasonal fluctuations driven by peak religious activities including sacramental preparation, liturgical seasons, Vacation Bible School (VBS), and retreats. The awarded contractor will receive transition support and access to existing program assets, including curriculum frameworks, volunteer coordination records, and established calendars to ensure mission continuity. Evaluation Criteria: The Government will evaluate proposals using a best-value approach assessing multiple factors. Technical Approach emphasizes effective teaching of catechetical studies reflecting both doctrinal accuracy and engagement. Mission Continuity focuses on preserving the current spiral learning model, which intentionally reinforces and deepens faith understanding over time through age-appropriate, integrated teachings across multiple faith facets rather than isolating single topics by year.

FA252126QB023 RFQ Questions and Answers
19 May 2026
1. AMS-Approved Catechist Requirement
Should the AMS approval be required solely for the individual serving as the performing coordinator, or should it also extend to the offeror organization as a whole?
Answer: The requirement applies exclusively to the Performing Coordinator.
2. Contractor Structure and Personnel Support
Given that the PWS references approved substitutes/subcontractors, is the Government open to a prime contractor model where the lead coordinator is supplemented by subcontracted or designated key personnel to enhance continuity and program delivery?
Answer: Yes, as the prime and or subcontractor, the individual must meet the requirements of the PWS.
3. Workload Variability and Seasonal Demand
While the PWS establishes a baseline of 30 hours per month, should offerors anticipate and plan for cyclical increases in workload driven by peak religious activities—such as sacramental preparation, liturgical seasons, Vacation Bible School (VBS), and retreats—when shaping staffing strategies and pricing models?
Answer: Yes. Seasonal fluctuations are expected and should be accounted for.
4. Transition Support and Continuity Resources
To preserve mission effectiveness and ensure a seamless transition, will the awarded contractor receive access to existing program assets—such as curriculum frameworks, volunteer coordination records, and established calendars—to sustain continuity for the Catholic faith community?
Answer: Yes. Transition support and continuity resources will be provided.
5. Evaluation Emphasis: Technical Approach and Mission Continuity
Can additional clarity be provided on how the Government will evaluate the balance between technical approach, mission continuity, and pricing—particularly in ensuring the long-term spiritual and educational integrity of the program?
Answer:
The following technical approach and mission continuity statements are specific to the requirement
• Technical Approach: Emphasis will be placed on the effective teaching of catechetical studies, reflecting both doctrinal accuracy and engagement.
• Mission Continuity: The current program follows a spiral learning model, intentionally designed to reinforce and deepen understanding over time. Rather than isolating single topics by year, the program integrates age-appropriate teachings across multiple facets of the faith, building a cohesive and enduring foundation.
For the evaluation of the proposed offer, the government intends to asses multiple factors that when combined represent the overall best value to the Government.
