About this file
This is a Questions and Answers document for solicitation FA252125QB029 for a Floating Boat Dock System at Patrick Space Force Base, FL. The document addresses contractor questions about design specifications, permits, water conditions, and boat details.
Key details include: The project will use the Jet Dock System with 19"x19" floating block linking modules, anchored to existing wooden piers. The dock will accommodate three rental boats (two Starcraft vessels - an SVX211 deck boat and EX 20 C pontoon boat) and requires ADA accessibility. Water depth ranges from 6-8 feet with wave heights of 0.5-1 feet in medium winds and 1-3 feet in heavy winds. The facility includes 5 fixed piers (3 covered, 2 uncovered) with covered slip dimensions of 15'3"x53', 25'x53', and 18'3"x53'. No utilities are required. Permits will be handled through ODR via AF IMT Form 103. Site visits can be scheduled Monday and Wednesday-Saturday 10am-5pm by calling (321) 494-2042. The images show the Jet Dock modular floating dock system installation with black interconnecting blocks.

COMBINED SYNOPSIS SOLICITATION FA252125QB029 – FLOATING BOAT DOCKS
CONTRACTOR QUESTIONS / GOVERNMENT ANSWERS
1. There should be a set of design criteria drawings and plans available. If a permit has been applied for with the various agencies such as Army Corp of Engineers, Fish and Wildlife, DEP and etc., this application permit drawing is a good start. If a permit has not been applied for, who is expected to provide the permits? Permit applications have a cost related to submitting for, and obtaining the permits. Who is responsible for these permit expenses?
Typically permits can’t be obtained with 30 days of the starting application process.
Answer: We are going to utilize the Jet Dock System for the Task at hand (see attached photos), it is a Floating Block Linking system (each block is 19" x 19") that is tailorable to most dock sizes, the same system is currently being used at our docks by Security Forces.
Permit will be applied for by ODR by submitting an AF IMT Form 103, Base Civil Engineering Work Clearance Request form. There are typically no fees associated with AF IM Form 103.
Outdoor Recreation (ODR will submit AF IMT Form 103 once contract is awarded.
2. The delivery address was noted, is this address also the specific in the water address?
Answer: Yes, the docks are west and southwest of the Outdoor Recreation (ODR) Building, approx. 25'-30' away at its closest point.
3. What is the water depth, wave height and soil considerations? The information is required to be able to determine an anchoring design.
Answer: The water Depth Varies from 6' to 8', waves in medium winds (20-30mph) are 0.5 '-1', Heavy winds (40+mph) are around 1'-3', the soil condition is irrelevant to this project, the floating dock is anchored to our wooden pier using the Jet Dock system.
4. What is the shoreside access? Is there a bulkhead, a fixed pier for access and what is the height above water at low tide to determines the size and length of a gangway for access down to the floating dock.
Answer: There are Fixed Piers as Individual Boat Slips, 3 are Covered and 2 are Not Covered, due to the age of many of our patrons, American with Disabilities Act (ADA) Accessibility is paramount. (The 3 covered slips meant for the floating docks are measured as follows: (Slip 2: 15' 3" x 53', Slip 3: 25' x 53' and Slip 4: 18' 3" x 53'), a Brow system may be needed for ADA Patrons.
5. What is the intended used of the dock? Is this dock for private citizen use, commercial use, or for the military? This also affects the design parameters of the gangway.
Answer: The Intention of the Dock is to be used Commercially for storage of our 3 Rental Boats, Military members and Patrons use them for Recreational Activities and ODR uses them for Educational and Recreational Programs.
6. Are utilities required on the floating dock and if so please call them out? What are the electric requirements per boat slip and water, will we be responsible for the utility installations or will that be handled directly with that particular trade by you or the owner?
Answer: No utilities.
7. What is the design wind load of the docks and will the dock be loaded during those conditions? Is there a wave height criteria for during storms?
Answer: As of now our standard operating procedure is to remove the boats from the water and place them onto their designated trailers, so if that procedure stands, the docks will not be loaded with boats onto them during adverse wind and wave conditions, Security Forces has theirs set up as a way for it to be detached and movable in case such weather conditions arise
8. Is there an onsite person available to talk with? Is it possible to schedule an onsite visit?
Answer: Yes, Outdoor Recreation is open Monday from 10am - 5pm and Wednesday through Saturday from 10am - 5pm, management is available on all of those days except Saturday, please Call (321) 494-2042 to schedule a Survey/Takeoff for your scope of work, or contact us through email @ outdoorrecreationpafb@gmail.com to schedule an appointment for your services.
9. What watercraft are they looking dock? Need the following information: Manufacture, Model, LOA, Beam, Weight-Wet weight.
Answer:
Deck Boat Pontoon Boat Manufacture: STARCRAFT STARCRAFT Model: SVX211 EX 20 C LOA: 21ft 5in 20ft 10in Beam: 102in 102in Wet Weight (approx*) 3,045lbs 2245lbs
*dry weight + 1 gallon of gas(6 pounds) x tank capacity (Deck Boat is 60gal, Pontoon is 15gal) mailto:outdoorrecreationpafb@gmail.com
