Question #4: Specifications reference to provide foundation design for the new 205-foot tower. Is this a design build project? Is the foundation a design element to be signed and sealed by an engineer?

Answer: This is not a design-build project, the foundation design is provided. See note AP-10, S-

501, installing contractor is required to provide two non-production test piles, under the direction of certified engineer.

Question #5: Other than holidays what are the number of anticipated non-access days that all contractors are to use for scheduling?

Answer: This solicitation anticipates 25 days of non-access. Foundation and tower installation days will need to be pre-coordinated with the neighboring Launch Service Provider.

Question #6: Will a complete outage of the existing tower be allowed during the full construction duration of the new tower?

Answer: The new foundation and tower shall be constructed while the current tower is in operation. Once the new tower is in place, instrument government owners will take a short outage to remove instruments off former tower and place on new tower. Demolition will take place operation last.

Question #7: Specification requires a SSHO to be at the work site at all times. It further allows the

SSHO to share duties with the QCM (Quality Control Manager). The QCM is not required to be at the work site at all times but must be available at the work site within 30 minutes upon request. May the

SSHO also work remove and be available at the work site within 30 minutes upon request similar to the

QCM?

Answer: SSHO must be on site at all times. Past experience has had superintendent carrying duties of SSHO.

Question #9: Flag note 1 requires “New tower will be in exact location as the demolished tower.” At the site visit it was requested to keep the current tower in operation during the construction of the new tower to limit the outage of the existing tower. To complete the project based on Sheet C-101 the existing tower will need to be completely removed and placed in an outage during the duration of construction. Will an outage of the existing tower be allowed during the duration of construction? If a complete outage is not allowed what is the maximum offset allowed and any additional Clearing, Earthwork, and Embankment specifications needed?

SPAN AND TO ENSURE STRUCTURAL INTEGRITY FROM EXPOSURE TO THE

Question #12: Drawings on page C-101 show the new tower being located at same location as existing tower foundation. On the site visit, the government indicated that the new tower would be located about

Answer: Per FAA Circular AC 70-7460, obstruction lighting at top and midlevel elevations is acceptable notification, painting is not required. Note: Design page S-101, “notes” section bottom right, states requirements for FAA approval, to be accomplished by contractor.

Answer: The weather instrumentation must remain in operation at all times, with exception of when they are moved by the government to the new tower. The timing of that move will have to be approved by owners of the instruments.

Question #27: What is the current processing time for Restricted Area Badges (RAB) at CCSFS, and are subcontractors permitted to be escorted by badged personnel?

Answer: Any person requiring access to CCSFS requires full badging as described in specification.

With full badging, escort is not required. A three day lead time is required for all badging requests.

This location does not require RAB.

Question #29: Will the contractor be required to provide a permit for the protected species noted on drawing C-001? If so, what is the review period and approval process by the government for this permit application. If there is a lengthy permit approval period, will the NTP be issued after the permit is approved?_

Answer: An AF form 103 dig permit is required to be completed before any subsurface work may start. The contractor is required to assure all tasks and utility locates of that permit are completed.

Government will accomplish natural resources reviews and actions as identified by the 103 process.

Typically permit is issued before NTP. Separate note, while no protected species (nesting) were noted on this tower at walkdown, it is always a possibility.

Question #31: __Per spec section 13 36 00, para. 2.1, it states that we are to provide a complete tower design that should include drawings, specifications, bill of materials, and structural calculations. This is a bid build project and the design and specifications have already been provided by the government for pricing purposes. Other than the tower shop drawings that we are to provide, what additional information is the government requesting that would be different than the design and specifications that are in the

RFP?

Answer: Delivery of shop drawings will require a design, list and depiction of materials, calculations, and P.E. stamp. That delivery should be based on, and therefore identical, to the project design.

Question #33: _Will there be a specification provided for the auger cast piles? And can the contractor provide an alternate design for the foundation design? If so, will drilled caissons be an approved alternate for the auger cast piles and pile caps? __

Answer: Installation method (and means) is typically determined by contractor. Identification of auger cast piles in design is due to depth of piles, location near a Launch Service Provider

(restriction on vibrations), and soil types. The soil types include several layers of marl and very loose clays, such that auger cast is one of the few methods that will work in this location. Yes, alternate methods may be recommended for consideration.

Question #34: _The period of performance is stated to be 265 calendar days after NTP is issued.

However; the shop drawings will take approx.. eight weeks to submit and the procurement of the new tower will take approx.. 10-12 weeks from submittal approval. Therefore, this will only leave approx.. 8-

10 weeks to install the new foundation, tower, electrical, demo the old tower, and the project closeout. We feel that this is not an adequate amount of time to perform the work per the RFP requirements and are recommending that the contract period of performance be 365 calendar days from the issuance of the

NTP.___

Question #36: General Note 2 on Sheet S-501 references a subsurface exploration performed by

Universal Engineering Sciences and their report (0330.2300031.000) dated 25 April 23. We request that a copy of that report be provided.

Question #37: During the site visit, the subjects of phasing and the 90-day outage limit for the existing weather instrumentation were discussed. During that discussion, it was mentioned that the new tower would first be erected east of the existing tower, then base personnel would transfer the instrumentation from the existing tower to the new tower before demolishing the existing tower. However, Flag Note 1 on Sheet C-101 states the “new tower will be in exact location as demolished tower”. Please verify the exact location of the new tower.

Question #38: There are two Flag Notes (10 & 11) shown on the New Electrical Site Plan; however, there is no information provided for these Flag Notes. Please provide that information.

Answer: Note 11 will be added to state: Provide new L-810 obstruction light, steadily burning red, mounted at mid level of tower. Provide conduit and wire to obstruction lighting controller. Refer to flag note 3 on sheet E-501 for additional information.

Note 10 will be added to state: provide new medium intensity dual lighting system, red/white, obstruction light fixture, 'astronics' DME type l-864/l-865, mounted on support arm. Provide (1) 1" conduit and wiring for power from obstruction lighting controller at base of tower. Provide obstruction lighting controller in NEMA 4x 316 stainless steel enclosure. Refer to flag note 4 on sheet E-501 for additional information.

Question #39: General Note 1 on Sheet E-601 indicates that five (5) circuits are required; however, only one (1) circuit is shown on the panel schedule. Furthermore, Flag Note 1 on Sheet E-501 states that all tower elevations are to be fed from a single circuit originating in the service building. Please clarify the total number of circuits required under this scope and identify the intended purpose of each circuit.

Answer: Circuits are identified on design page E-501, flagnote 1-4. Midlevel lights on separate circuit. Obstruction lights on separate circuit.

Question #41: Flag Note 3 & 4 on Sheet E-501 call for obstruction lighting to be powered from a new obstruction lighting controller. Please provide the specifications or requirements for the new obstruction lighting controller.

Answer: See response to question 39. Controller constraints fall under electrical requirements for enclosure and corrosion control, to perform tasks identified by FAA, and otherwise are identified by vendor.

Question #42: Please confirm the required size of the new communications enclosure per Flag Note 8 on

Sheet E-101. Additionally, clarify whether this enclosure is to be furnished by the Government or the

Contractor.

Answer: Enclosure must be sized to account for scope of work.

Question #43: Item 13d of the SF1442 calls for offers to be held for 155 calendar days. Given the current tariff situation and potential volatility in material pricing, it may be difficult for material suppliers to hold their pricing for that period of time. Could the amount of time that pricing needs to be held be reduced?

Please advise.

Answer: Due to funding restraints, the Government is requesting to be valid until 30 Sept 25.

Question #44: Specification Section 01 11 00.00 30-1.6 “Work Scheduling” states the “Contractor shall allow for non-access days where construction activity is prohibited due to hazardous operations or launch activity”. How many “non-access” days should the Contractor reasonable expect during the project?

Question #45: Provided that all structural requirements are met, can a ButtonHead mechanical terminator be used in lieu of the 90 degree hook at the top of the pile caps? This will help facilitate the installation of the new auger cast piles without obstruction from overburden. Please advise.

Question #46: In regard to the solicitation listed above we wanted to use an out-of-state company to fabricate the towers, would that company be able to operate under our Florida license to perform the task.

Answer: Specs 3.8.1 Licenses - Contractor or their subcontractors shall be licensed by the State of

Florida or have an equivalent out-of-state license in all areas applicable to this contract or as otherwise stated elsewhere in this contract. Spec 05 12 00 (structural steel) and 13 36 00 (self supporting towers), only license reference I see is regarding the shop drawings, they have to come from a li-censed P.E. Looks to me all operations on site need to be Florida Licensed, like crane and equip-ment operators, design engineering work, etc.
