About this file
This is a Questions and Answers document for solicitation FA252124QB042 regarding Local Telecommunication Services (LTS) at Patrick Space Force Base and Cape Canaveral Space Force Station.
The Q&A clarifies that contractors must provide configuration diagrams for 911/E911 services without government credentials, and that services will terminate at a d-mark at central offices which the government will extend to the DMS100. The government will handle all DMS100 programming, with no remote access provided to contractors. Support is limited to service delivery to the d-marc, with onsite presence only required for cutover and troubleshooting. The government will provide all hardware beyond the d-marc. A key note indicates that the DMS100 is nearing end-of-life and will migrate to a SIPs platform, requiring contractor support for this transition. The Q&A also clarifies that wireless solutions will not be considered due to termination location requirements.

Q and A
1. RE: Section 10.7 – 911/E911 Services: The Contractor shall provide configuration diagrams to show access to 911/E911 services, where available, through the local city or county emergency services organization.
a. Question: Will the government provide the required documentation and credentials needed to support this activity?
Answer: No. it is the responsibility of the contractor to provide diagrams of how the government 911/E911 system would access their platform.
2. Question: Will the government be providing a DMS100 Programmer, or should this activity be proposed in our solution?
Answer: With respect to PRIs/DIDs servicing PSFB/CCSFS all service will terminate to a d-mark at the central offices which the government will extend to the DMS100
3. Question: Will remote access to both switches be provided?
Answer: No. Government personnel handle all necessary DMS100 programming.
4. Question: Is all support required to be on site, or can configuration/programming be done remotely?
Answer: This contract is for service delivery to a d-marc, government personnel will be responsible for configuration/programming on site.
5. Question: Will the government be providing all required Nortel cards and hardware for project?
Answer: Yes. Beyond the D-marc at on site central offices, the government will provide all hardware
6. Question: Does the government have any specific, additional requirements to have contractor personnel onsite (i.e. immediate response, planning meetings, reporting, etc.) for the life of the contract if the commercial offering meets the stated installation and integration requirements?
Answer: No on site requirements other than cutover and troubleshooting service to d-marc if necessary due to outage.
Note: It is important for the contractor to understand that the DMS100 is nearing end-of-life cycle and will be migrating to a SIPs platform. Contractor must be able to support migrating from a TDME platform to a SIPs platform.
7. Question: The NAICS for this indicates a desired wired solution, but I believe we and our partner team can achieve all deliverables and more with a wireless solution. Would you consider a solicitation response with a wireless solution?
Answer: Given the locations that the comms will terminate, wireless is not currently an option.
