Site Visit Rules of Engagement (ROE) 1

Participants have been divided into three teams and each team will visit all sites at different times (see schedule).

The Government representative will provide an overview of the site configuration, purpose, and unique features.

Due to the limitations of time and group logistics this will be an overview only, not all rooms/features of the site will be seen or described, participants are encouraged to consult the bidder's library for additional information about SFRC managed assets and facilities.

Site Visit ROE 3

Due to the limitations of time and group logistics no questions will be taken or answered during the site visits.

DTAMM of LTRS Assets

Digital Transformation, Acquisition, Modernization and Modification (DTAMM) of LTRS assets will be undertaken by a separate GSA FEDSIM contract for Space Launch Delta 45 and 30.

DTAMM RFP is under development with an expected award later in 2023 and contract start October 2023.

The SFRC contractor will be an integral partner in the success of DTAMM by working with SLD 45 and 30 to develop DTAMM project requirements and provide Range domain expertise, integration services, and operational acceptability evaluation.

Organizational Conflict of Interest

As announced on 1 December the Government will not exclude any Offeror from proposing on SFRC.

All offerors will be required to submit an OCI mitigation plan with their proposal and identify if the prime contractor, its affiliates or JV members, or subcontractors (i) are or plan to perform work under DTAMM or (ii) are or plan to perform as a launch service provider utilizing either the Eastern or Western Ranges.

Offerors that meet either of these two conditions must present an OCI control approach that satisfies FAR 9.5 in order to meet the responsibility requirements for award of the SFRC contract.
