Q & A
15 September 2023
1. Will the designers need to be onsite or would they be allowed to work remotely?
A: Designers may work remotely but occasional onsite meetings may be required for continuity.
Updated: 19 September 2023
2. I see that questions are due at 2pm but the solicitation doesn't state a date. Could you please confirm when questions are due?
A: Question should be submitted no later than 1400 on 22 September 2023
3. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
A: The current website was developed under contract. The contract number is FA252120P0025.
4. For past performance will the agency consider private sector experience if we do not have direct government agency experience? If this is acceptable, what information does the agency need to verify our experience with our private sector clients?
A: Past performance is not an evaluation factor for this award.
5. Will the agency be using a contract vehicle for purchasing? Is it a requirement that we are on a contract vehicle?
A: This will be a stand‐alone contract. No existing contract vehicle is required.
6. Does that agency currently have funds earmarked for this project or is this budgeted for next fiscal year?
A: This is a funded requirement.
7. Are we asking for a mobile app (Google play or apple store) to be designed as well as a website?
A: Yes! To allow for online food ordering, reservations to activities and to view our website.
Updated: 25 September 2023
8. Could you please provide the total price for the prior purchase order: FA2521‐20‐P‐0025?
A: This information cannot be disclosed.
9. Does the Cloud environment need to be FedRAMP or GovCloud compliant?
A: GovCloud and FedRamp are not required as they will not be processing government data
10. Section 11.0 Government Acceptance Criteria ‐ 11.1 ‐ Is this timeframe firm?
A: We feel 60 days is ample for a soft launch. We anticipate transferring the data over to a shell built by contractor and would be available to assist in the contractors needs as this is a normal process in website building. Since we want the platform to be user friendly per the SOO, the training should not be time consuming, and a day should be all that is necessary as our staff is competent in web based applications.
11. In the Combined Synopsis+ Solititation+Final document Section 2. FAR Provision(s), (11) it states that, “If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation.” Does this form need to be filled out and included? Or can we instead write a statement as described above in Sec.2 Paragraph 11?
A: In accordance with the Combined Synopsis‐ Solicitation: (11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Therefore, a 1449 does not have to be submitted as long as a statement of the extent of agreement to the terms and conditions is submitted.
12. Hosting/CMS/Cloud based app subscriptions: will this be a one year base contract with option years? Can you help us understand how the command wants to structure these costs by fiscal year?
A: Hosting would be one year with option years. Ideally a yearly renewal for continued hosting.
13. Does the command require/prefer the vendor to accept government credit cards and or VISA, Mastercard, etc.?
A:

25. Waitlists for events. (3.3.4) What is a waitlist for events? Would this be a button that collects information
A: When a calendar event is full (calendar would allow us to set a maximum number of participants) customer can be added to a waiting list if it is full and if someone cancels, they will be notified (first come‐first served) that there is a spot available and asked to confirm their reservation. Payment would then be required if applicable.
26. The website will manage waitlist, notifying customer of open spots, prompting for confirmation and/or payment to be made. 3.3.5 are we looking for some kind of notifications feature for the app and or something that just notifies the user?
A: Notifies the user that signed up for the notifications that the spot is open and available for sign up.
