About this file
This document contains questions and answers from an in-person site visit for the Cape Canaveral Launch Operations and Infrastructure Support (CLOIS III) solicitation. Key details include:
The site visit was held on April 27th, 2022 at the Sands Space History Center to review CLOIS III assets and operations at Cape Canaveral Space Force Station. Questions covered topics like utility service demarcation points, generator capacities, water sources, and maintenance responsibilities. The CLOIS III contractor is responsible for operating and maintaining the Energy Management and Control System, chilled water HVAC, waste water treatment plant, Morrell Operations Center Power Plant, and requires Associate Contractor Agreements with other base contractors. Pump Station 2 pressurizes but is not the primary water source, and alternate sources include connections from Kennedy Space Center and a non-potable line.

Item Question Answers 1 How long has Pump Station 7 been in operation? It was built for the Titan program (1964).
Where are the demarcation lines?
Demarcation points apply to facilities not maintained by the CLOIS contractor.
Typical demarcation points are as follows: Water – backflow preventer, Power – secondary side of transformer, Sewage – 5’ from facility entrance or connection to a lift station. But these are not always the rule, some older agreements have different demarcation points between the Government and the tenant.
3 Who pays the bill for utilities services? Space Force Customers pay for utility services through separate contracts.
4 Does the Navy Ordnance Test Unit (NOTU) maintain their own equipment?
Yes, they are responsible for maintaining their equipment. Some equipment may be maintained by the CLOIS contractor via separate NOTU TO.
5 Are all generators rated the same? Yes, that information will be in the asset listing.
6 EMCS – Is the instrumentation under CLOIS?
EMCS is the Energy Management and Control System, operated and maintained by the CLOIS contractor.
EMCS – Can you control and/or view each room?
Facilities operating on the EMCS are in the Appendices. The system can view and control all equipment connected to the system; certain facilities have the capability to see each room and some do not, but it is based on the size/scale of the HVAC system installed.
Do we have chilled water?
There are multiple chilled water HVAC systems serving facilities on CCSFS.
There is one chilled water loop in the industrial area. It services 5 facilities (60600, 1704, 1708, 1711 and 55150).
9 For a service call do we have to travel to that location? Yes.
10 Waste water treatment plant – Has the processing fluctuated due to COVID- 19?
No. Flows have remained consistent during COVID; this is potentially due to a large number of the launch personnel remaining on site during the pandemic and launch operations seeing no reduction in tempo due to it.
How long does the backup diesel fuel last at Pump Station 2?
At a minimum 24 hrs operating under b/u generator. Contractor is responsible for refueling to maintain operations. See Attachment 1 for tank capacity and generator information.
12 Is Pump Station 2 the primary water source for Cape Canaveral Space Force Station?
Sort of. Pump Station 2 is a booster pump station and water quality maintenance point; it only pressurizes the system back to 70 psi and adds chlorine/ammonia (if needed). The primary source of water is from the City of Cocoa Dyal Water Plant located on 520.
13 Are there alternate primary water sources besides what is provided by Pump Station 2?
Yes there are two alternate water sources, one potable and one non-potable. The backup potable connection is from KSC and comes across the NASA causeway.
There is an emergency non-potable connection at the far north end of the installation near CX-41.
14 Is CLOIS responsible for the maintenance at the Morrell Operations Center Power Plant? Yes.
15 What is the capacity of the Morrell Operations Center Power Plant? 7.5 megawatts.
16 How much activity takes place on the flight line? A few aircraft a month but it could increase in the future.
17 What vehicles are included as Government Furnished Property?
Please review Government Furnished Property listing Request for Proposal attachment.
18 Do we need Associate Contractor Agreements with the other contractors on the base? Yes, please see Performance Work Statement for requirements.
19 Who maintains the railroad track system near CX-41?
United Launch Alliance (ULA) is responsible for all rail from the SPOC (69800) to CX-41; all other rail is considered abandoned in place.
20 Who is responsible for the Lighthouse Substation across the street from the Eastern Processing Facility (EPF)? Florida Power and Light
