PRECISION RIFLE MARKSMANSHIP/WINTER MOUNTAIN MOBILITY
308 RQS
STATEMENT OF WORK
SECTION I.
1. BASIC SERVICES
1.1 Contractor shall provide a ten (10) day course of instruction for a maximum of 12 x 308th Rescue Squadron personnel. The overall intent of the training is to give the 308 RQS operators the ability to understand the mechanics; methodology as well as the Tactics, Technics, and Procedures (TTPs) of conducting precision rifle marksmanship/fire and winter mountain mobility on alpine touring skis, snow machines, and snow shoes. The training will encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct precision rifle fire and winter mountain mobility in a combat environment. Furthermore the contractor shall adhere to the following:
1.2 The contractor shall provide 40 hours of firearms instruction in the use of a precision and designated marksman rifle from 03 MAR – 12 MAR 2020.
1.3 The contractor shall provide a block of instruction to familiarize students in the basic loading, packing and operation of snow machines in a cold WX environment.
Mobility training shall include instruction consisting of mountainous terrain crossing techniques using snow machines and Alpine Touring (A.T.) skis.
1.4 The contractor shall include a training module with emphasis on angle fire on a 360 degree live fire range with steel targets that allow students to shoot both uphill and downhill with angles of up to 45 degrees out to distances of 1400 meters. This location shall encompass multiple range locations to give students different targets and final firing positions. Ranges and mobility training area must be within close proximity (15 miles of Ski lift training area).
1.5 The contractor shall instruct students in the use of a software aided ballistic solver that runs the Applied Ballistics ballistic program.
1.6 The contractor shall provide a block of instruction on the use and safe handling of AT skis.
1.7 The contractor shall provide the appropriate guides and instructors to facilitate setting up a RON site with different types of snow shelters.
1.8 The contractor shall provide a location within close proximity (15 miles) of range training area to facilitate downhill skiing with chairlifts available.

COURSE DESCRIPTION:
Students will learn the proper operations of M-110 SASS precision rifle in static ranges and within a winter mountain environment. Students will learn planning and operational considerations, TTPs for precision rifle and ground mobility in winter mountain environment. Students will validate their competency with the M-110 rifle, A.T. skis, and snow machines in a winter mountain environment. Students will demonstrate the ability to properly plan and conduct day and night Precision rifle fires while using winter ground mobility equipment, navigation equipment, and individual combat equipment.
2.0 SPECIAL QUALIFICATIONS
2.1 Recent Past Performance:
Contracted lead instructor shall have conducted basic and advanced courses of instruction on precision weapons within the last 12 months with USAF Tier 1 Training Squadron (Green Team) and Unilateral Capability Teams in a mountainous environment. Contractors must show proof of training Tier 1 operational squadron (Contract number, etc.)
2.2 Knights Armament Company SR25/M110 Armorer’s Certification:
Contracted lead instructor shall hold a current certification as a factory qualified Knights Armament Company Armorer on .30cal/7.62 SR25/M110 weapons systems. This is necessary for intimate familiarity with 308th RQS personnel weapons and how they should be maintained and operated in cold weather situations and environments.
2.3 Core leadership
Core leadership must have demonstrated expertise in harsh and adverse environmental conditions in high altitude and austere/adverse terrain. This will be verified by past training and experience.
2.4 Personnel Qualifications
Personnel with appropriate technical degrees, experience and demonstrating training qualifications to include technical winter mountain mobility, field craft, snow machine safety, and long range rifle shooting.
3.0. SPECIFIC TASKS AND PERIODS OF PERFORMANCE
The following is a detailed course itinerary: Note that some deviations from the itinerary may occur due to time, personnel, or environmental limitations.
a) Day 1-5: Academics, M110 Designated Marksmanship, cold WX weapon management/maintenance, low light shooting.
b) Day 6 -10: Academics, Adverse terrain fam in conjunction with ground mobility and adverse terrain, full mission profile and final training exercise.
3.1. Contractor shall provide the following services during the duration of training:
a) Contractor will provide reliable subject matter expert instructors that are validated by past training and experience. They must be willing to move throughout the training area with 308 RQS members for the duration of the training period.
b) Contractor will provide ranges, snow machines, mountain mobility equipment, survival equipment.
c) Contractor must provide coordination with local rescue and EMS system if needed should an accident occur during training iterations.
d) Contractor must provide suitable and appropriate instructional aides to be used by instructors for demonstration and training purposes.
3.2. Contractor shall provide/coordinate the use of the following:
a) Area suitable for classroom discussions/training with digital media capabilities.
b) Special equipment and group gear as appropriate/necessary.

SECTION II.
2.1. GOVERNMENT FURNISHED PROPERTY AND SERVICES
a) The 308 RQS will provide M-110 SASS and ammunition
b) Contractors will be allowed to utilize government weapons systems for all training.
c) Contractors are authorized to perform precision fires operations
d) Night Vision Goggles
e) All required Radios
2.2. TRANSPORTATION
a) The 308 RQS will provide all necessary transportation to and from the training area as appropriate for attending squadron personnel.
SECTION III.
3.1 SAFETY REQUIREMENTS.
In performing work under this contract, the contractor shall:
a) Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.
b) Perform work in a safe manner.
c) Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.
d) In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.
e) If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.
f) Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.
3.2. CONTRACTOR PERSONNEL
a) Contract Manager: the contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The contract manager and alternate(s) must be able to read, write, speak, and understand English.
b) The contract manager or alternate shall be available during normal duty hours to discuss problems. After normal duty hours the manager or alternate shall be available within four (4) hours.
c) Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.
d) Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.
e) The contractor shall not employ any person who is an employee of the U.S.
Government if employing that person would create a conflict of interest.
Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64- I06.
f) The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment.
g) Military Reservists and National Guard members may be subject to recall to active duty. The absence of these personnel could adversely affect the contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
