Section B: Description of the Supplies/Services Required
This is a brand name requirement to purchase 24 (EA) MSF 300 GB Anti-Exposure Flight Suits required by the 920 Operations Support Squadron (920 OSS) for over water helicopter operations. The suit must be a 2-layer, constant wear, aviation dry suit for thermal and immersion exposure protection with adjustable neck seal; a waterproof, and breathable, flame-retardant, anti-static outer shell; and a breathable, moisture wicking inner liner. These Anti-Exposure Flight Suits will be used for performing over-water helicopter operations and other environments that require increased hypothermia protection.

Section C: Justification for Soliciting from a Single Source or Brand Name
IAW FAR 13.106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). At least three (3) vendors were found, including the manufacturer, that are capable of providing the MSF 300 Anti-Exposure Flight Suits.
The MSF 300 GB Anti-Exposure Tactical Aircraft Dry Suit System are the only suits authorized for Air Force use and required for helicopter Flying Requirements over Water required by Technical manual Organizational Level, U.S. Air Force Aircrew Flight Equipment Clothing and Equipment dated 25 Sep 2019 Technical Order reference T.O.14-1-1 Chapter 3 Helicopter Clothing and Equipment, Para. 3.1, Table 3-1, Pg.2 and and Safe-to-Fly letter dated 18 Aug 2017. This applies to all aircrew positions for the UH-1, HH-60, and CV-22. The requiring activity will be operating in the HH-60 in over water operations in cold weather.
Purchasing this suit from another manufacturer could potentially put the user at a safety risk.
Section D: Efforts to Obtain Competition
1. RFQ1409407 was posted on GSA eBuy on 14 Jan 20 -22 Jan 20 and 3 small businesses provided quotes, 2 of which were authorized distributors of Mustang Survival, Inc, the manufacturer. Of the 3 quotes submitted, 2 of the quotes were able to provide all of the requested items under a GSA schedule. The remaining quote could provide all items via open market. See below for RFQ findings:

2. Based on the solicitation, offeror submissions were evaluated based upon the following:
(A) Technical: quote must be rated as technically acceptable to be eligible for award. In order to be deemed technically acceptable must conform to the above salient characteristics listed.
(B) Delivery Terms: Lead times for each offeror will be evaluated for consideration based on the following: Shortest Lead Time Available and Items most immediately available or in stock. In order to meet the delivery terms criteria, offeror must conform to the above annotation instructions for estimated lead time and stock availability.
(C) Price: Award will be made to the best value offeror.
*Technical Acceptability and Delivery Terms, when combined, are significantly more important than cost or price.*
3. Although 2 of the vendors were able to provide the requested items on their GSA schedules, their delivery terms (18 weeks to 6 months) were unacceptable and well beyond the time-frame that the mission partner requires. Since the solicitation stated that technical acceptability and delivery terms, when combined, are more important than cost or price, it was determined that it would be in the best interest of the Government to obtain the items under an open market solicitation in an effort to receive the items as quickly as possible. All of the vendors that submitted quotes under the previously mentioned RFQ will have the ability to submit a quote under the open market solicitation as well.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The MSF 300 model is the only model recommended by the Air Force for over water helicopter operations in the users Technical Manual. At this time, no additional efforts will be made to overcome any barriers due to the standardization of the drop zone vehicles throughout the Department of Defense. If a different suit is approved for over water helicopter operations, the market will be assessed accordingly.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
