Section B: Description of the Supplies/Services Required
The purpose of this requirement is to procure one (1) year maintenance and repair services for sixty-two (62) FLIR cameras, radar, and related service equipment items currently in use at Patrick AFB and Cape Canaveral Air Force Station. This is a sole source requirement to SmartWatch Sound & Security, LLC. Detailed requirements for service are outlined in 19QB126, Performance Work Statement (PWS), along with a complete list of equipment items.
Section C: Justification for Soliciting from a Single Source or Brand Name
SmartWatch owns the licensing for all installation perimeter cameras and radars currently in use at PAFB and CCAFS.
Therefore, no other source would be able to license or purchase FLIR technology in the local area. 45 SFS has made a substantial investment in installation perimeter intrusion detection over the last five years using camera technology.
Existing 45th Security Forces (45 SFS) camera systems integrate with existing 45 SFS Enterprise Video Management System (EVMS). Smartwatch currently holds and is responsible for all camera licensing for EVMS via Ocularis. Additionally, the software licensing can only be provided by Smartwatch for any new cameras or maintenance/service to the existing cameras and equipment. SmartWatch is familiar with the current system and the needs of the 45 SFS for perimeter intrusion detection. Thus, bringing anyone else in at this point to fulfill this contract could cause harm to SFS stated mission of protecting the nations and our mission partners access to space, as well as, void any and all SmartWatch warranties. Any deviation at this point would cost the AF substantial funding in switching out equipment and operating systems.
Section D: Efforts to Obtain Competition
Market research determined that Smartwatch was the only company that could provide the maintenance to the cameras, radar and any other Smartwatch equipment. Smartwatch is a woman owned small business who is the only distributor of the SmartchWatch software licensing currently used at PAFB. In order to ensure proper connection for the communication systems, it is more advantageous to the government to have all equipment utilizing the same software system to be serviced and maintained by Smartwatch. Maintenance from a different contractor/vendor would void any warranty that PAFB has with SmarthWatch. It was determined that it is most advantageous to the government to procure maintenance services from Smartwatch since the Government currently uses both hardware and software from SmartWatch to minimize any continuity issues.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Smartwatch is the only distributor of the SmartWatch software licensing currently used at PAFB. 45 SFS has made a substantial investment in installation perimeter intrusion detection over the last five years using camera technology.
SmartWatch is familiar with the current system and the needs of the 45 SFS for perimeter intrusion detection. It is most cost effective and advantageous for the Government to award to SmartWatch at this time. However, future market research will be conducted to ensure that the Government is providing the best opportunity for a competitive environment and fair and reasonable pricing.
