Section B: Description of the Supplies/Services Required

The purpose of this requirement is to establish a sole source contract with SmartWatch Sound and Security LLC, the contract will be for the procurement and installation of an Access Control system (ACS) at bldg.

1319, Patrick AFB. This system will allow DoD CAC read/swipe access through authorized entryways

Section C: Justification for Soliciting from a Single Source or Brand Name

The ACS requested is the same as the one that is currently being used in buildings 523 and 524 on Patrick AFB. Utilizing the same system precludes the use of two different systems, which would not have interoperability. Purchasing two different systems would require another vendor to be responsible for their license and maintenance. Additionally having two systems could be a potential safety concern. In the event of an Emergency having one system would allow all facilities to be shut down and controlled by one action, as opposed to having to perform two separate procedures.

Section D: Efforts to Obtain Competition

Market Research confirmed that multiple sources sell this specific brand of equipment. The manufacturer, Lenel S3, provided list of authorized resellers. Of the authorized dealers only one vendor is registered as a small business in System for Award Management (SAM). SmartWatch currently controls the active license to the ACS under previous contract FA252118P0087. While under warranty, licensing is controlled and limited to a single source, which eliminates any unauthorized access to restricted and confidential content.

SmartWatch does not have an alternative agency or distributor authorized to provide the programming and licensing required for expansion and maintenance of the existing Lenel ACS. SmartWatch is not only a small business but is also a Woman Owned Small Business (WOSB) eligible under the WOSB program. This will be a WOSB Sole Source award to SmartWatch.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market Research will continually be performed, in order to determine if there are other manufacturer brands available that can work within the existing system or better serve Air Force needs.
