About this file
This document is a Request for Information (RFI) from the 45th Space Wing regarding logistics sustainment support services for instrumentation tracking systems. The RFI provides details on the scope of the proposed follow-on contract to the Instrumentation Range Support Program, including management of government-owned stock, stock acquisition, component repair, fabrication, on-site overhauls, and emergency engineering field support for 26 test ranges worldwide. Respondents are requested to provide information on relevant past performance for inventory management, field overhauls, system modifications, engineering support, and logistics by November 2, 2018 to assist with acquisition planning and market research for the follow-on solicitation. The RFI also defines recency and relevancy criteria for past performance and includes tables outlining elements and contract value thresholds for relevance in scope, magnitude, and complexity.

Instrumentation Range Support Program
FA2521-18-R-0024
REQUEST FOR INFORMATION (RFI) Dated: 19 Oct 2018
The 45th Space Wing (SW) / 45 CONS is in the process of contracting with private industry to provide serviceable components and subsystems for Instrumentation Tracking Systems (ITS), world-wide for both foreign and domestic government agencies to include radars, telemetry, optical range mission systems, Flight Termination Systems (FTS), Data Acquisition Systems (DAS), and Global Positioning Systems (GPS) located on 27 ranges in the United States and six foreign countries (United Kingdom, Germany, Republic of Korea, Norway, Switzerland and Sweden). The contractor augments the maintenance capabilities of using agencies with one-of-a-kind parts and supplies, on-site overhauls and emergency technical support. Because it is an autonomous program offering serviceable components and supplies to users without any special adaptation or interface, there are no configuration control requirements. Additionally, this is a follow-on contract to services which are currently being rendered.
NOTE:
RFIs may be issued throughout the acquisition process so please monitor this website (www.fbo.gov) on a regular basis.
Responses to RFIs are not required.
RFI responses will not be shared with industry.
RFI dated 19 Oct 2018 – Interested parties should submit email responses to the Contracting Officer, Bradley Richardson email: bradley.richardson@us.af.mil and Michele Cleckner email: Michele.Cleckner@us.af.mil NLT 2 Nov 2018
Government Market Research:
1. Information supporting a firm’s capability and related past performance in supplying the products and services that meet the proposed contract’s requirements are necessary in making Government acquisition decisions.
2. We request your review of the below tables and provide you an opportunity to respond considering your firm’s capability to perform the required work, the dollar magnitude previously accomplished and the recency of that performed work.
a. We would like you to specifically tell us what elements you have performed, to what dollar value and how long ago.
b. We’d like to know if these elements, the magnitudes stipulated and the defined recency period restrict your capability in responding to any future solicitation. If so, how could we improve them to permit you to respond?
3. Definitions of Recency and Relevancy are provided for your use and comment.
Recency: To be recent, the effort must be ongoing or must have been performed during the past five years from the date of issuance of this RFI.
Relevancy: An in-depth review of all recent performance information obtained to determine how closely the products provided/services performed under those contracts relate to the required work. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, performed by the contractor, teaming partner, or subcontractor whose contract is being reviewed and evaluated.
a. Are there any ambiguities that need to be clarified?
