Designed to augment participating ranges’ existing sustainment requirements 58-year-old program - began in early 1960’s
• Started with 3 agencies and 15 radars
• Now supports 27 agencies and over 1,200 tracking systems to include Telemetry and Optical Systems
• Sole Sourced to OEM - RCA until 1985 Vitro Services Corporation – had first two competitive awards (in 1985 and 1991) Tracor was awarded contract in 1996 – BAE Systems acquired Marconi around 2000 BAE Systems has been awarded the last three contracts

Program primary purpose to - ensure availability of unique serviceable components and subsystems for instrumentation tracking systems, supplies, and specialized maintenance capabilities to meet the needs of participating ranges worldwide.
• Provide responsive logistics and engineering support to include system overhauls and modifications
• Ranges only select the support needed to meet their requirements and fiscal year budgetary constraints
• Ranges use the program to augment their maintenance/obsolescence management issues-contract is not a mandatory source
• Maximize operational availability
• Minimize cost to the government
• Extend the useful operational life of the systems in the program

Work Description
Depot Support
• Management of Government owned stock Responsible for maintaining Govt. Owned Property Currently about 1.4 mil individual stock items Consumes around 300K cubic ft of storage space
• Maintain and stock Government owned vans Maintain a complement of material in vans to support planned overhaul(s) Arrange for transportation of the van to the overhaul site
Work Description Cont.
• Fill routine and emergency requisitions Routine requisition is considered any quantity up to $35K - approximately 330-350 annually
Requisitions greater than $35K - considered a high cost requisition - approximately 200-220 annually
Routine requisitions shall be filled within 5 workdays if material is in stock
Emergency requisitions shall be filled within 24 hours if material is in stock
• Transportation - marking, packing and crating Arrange commercial transportation of government-owned material Foreign Military Sales Customers – shipping handled through designated freight forwarder
• Unique Item Identifier (UII) Assign and register the UII for IRSP items in their possession IAW the current Unique Identification (UID) Policy
• Stock Level and Replenishment Re-supply depot item(s) to the appropriate stock levels for range requisitions
Component Remanufacture and Fabrication – restoring an item to like new physical condition and ensuring its serviceability
• For vendor remanufacture for ITS components and subsystems when it is more advantageous to the government to do so, or for those items that are unable to be remanufactured in-house
• If estimated cost exceeds 75% of replacement of a new item, the defective component shall not be remanufactured unless approved by range
• Routine component remanufacture action is any quantity up to $35K – approximately 175-260 annually
• Component remanufacture action greater than $35K -considered a high cost repair - approximately 4-15 annually
Fabrication- Fabricate those obsolete items which are not available from other sources, or when it is deemed more advantageous to the government Routine fabrication action is considered any quantity up to $35K – approximately 1-5 annually Fabrication action greater than $35K -considered a high cost fabrication -approximately 1-5 annually
Engineering Support, Technical Investigations and Field
Support
• Engineering Support Requested in the form of man weeks (US ranges 56 labor-hour week plus travel; Foreign Military Sales ranges 72 labor-hour week plus travel) Approximately 500-900 MWs annually
• Technical Investigations Contractor to perform technical studies/investigations to resolve problems associated with systems Approximately 1-3 investigations annually
• Field Support Includes labor, materials, equipment, and/or special projects Approximately 2-4 field support actions annually

• Obsolescence Engineering Contractor - investigate, evaluate, develop, and replace obsolete or non-obtainable parts Recommend engineering changes which would improve technical performance, improve equipment reliability, reduce operating costs
• Technical investigations Conducted when determined necessary by program office and directed by contracting officer Approximately 1-3 annually
Field Overhauls Performed on site O/Hs based on range mission needs – approximately 4-6 annually
Systems Modifications Design, fabricate, install, integrate, test and document modifications to various ITS based on range requirements Cannot be used to replace a complete system Can be used to replace sub-systems Approximately 3-8 annually
