Statement of Work (SOW) Sports Officials Contract

1. Description of work: Provide Sports Officials for Intramural Sports Leagues

a. SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to provide sports officials as defined in this SOW except as specified as government furnished property and services at Patrick Air Force Base (AFB), Florida. The contractor shall perform to the standards in this contract.

The estimated quantities of work are listed in Workload Estimates, in accordance with (IAW) Air Force Instruction (AFI) 34-266, Air Force Fitness and Sports Program. The sports officials’ contractor or their appointed representative will provide the expertise needed to perform sports official duties required for a well-rounded, current and trend driven intramural sports league for the Patrick AFB fitness center.

b. Location: Games/leagues will be conducted at Patrick AFB or at a designated special function locations as determined by the fitness and sports manager (FSM) or appointed representative.

2. Personnel

a. The sports official contractor will recruit, and schedule qualified sports officials/referees who possess at a minimum a current certification/training through a nationally recognized sports officials association. All required sports officials/referee certifications must be current and valid, and on file at the fitness center, prior to commencing work. It is the responsibility of the contractor to maintain current certifications and submittal of updated certifications. All sports officials/referees must be familiar with the fitness center emergency action plan (EAP). The contract manager will coordinate with the FSM or appointed representative for the EAP introduction.

b. The contract manager will be responsible for the performance of work (SOW). The name of the contract manager and the alternate(s) will be designated in writing to the contracting officer and the FSM.

c. Contract personnel shall present a neat, professional appearance and be easily recognizable. Dress shall always conform to base standards.

d. The sports official contractor is reminded that off-duty, active duty Military personnel hired might be subject to permanent change of station (PCS), change in duty hours, or deployment. Any DOD civilian or active duty member must request written approval to serve as a sports official/referee IAW Air Force Instructions. Their absence at any time shall not constitute an excuse for non-performance under the contract.

3. Quality Control

a. The contractor shall ensure that all work performed under this SOW meets the quality standards established in paragraph 8.

b. The contractor shall obtain a proper pass and identification for sports officials/referees to allow access to base/facility, in order to meet scheduled game times. The contractor will ensure the request for access pass will be submitted a minimum of two weeks in advance.

c. According to the Inspection of Services the government will evaluate the contractor’s performance under this contract. Government personnel will record all surveillance observations. When an observation indicates defective performance the government representative will inform the contract manager on site to initial the observation.

4. Physical Security

The contractor shall be responsible for safeguarding all government property provided.

Applicable equipment, materials, and property must be secured at the end of the last game for the day.

5. Hours of Operation

a. Leagues/games will be conducted between Monday – Friday, 1700 - 2100. In the event additional games are required, coordination will be made between the FSM and contract manager that may include Saturday games, but no federal holidays. Length of game times will be no less than 45-60 minutes long, and must comply with Air Force Standards.

b. The league types will be mutually agreed upon, depending on the fitness center activity schedule, interest, trends, and Air Force sports requirements. The contractor will be given a minimum of 15 days’ notice to schedule/provide sports officials for each league.

6. Conservation of Utilities

a. The contractor shall instruct their employees in utilities conservation practices and shall be responsible for operating under conditions, which preclude the waste of government utilities.

7. Government Furnished Utilities and Services

The government shall provide without cost to the contractor the utilities necessary to accomplish the tasks specified in this SOW.

8. Specific Tasks

a. Ensure that trained/certified sports officials/referees are available to officiate scheduled games as specified in paragraph 5a and 5b.

b. Provide the FSM or appointed representative a master schedule listing names of sports officials/referees for each sports league. All game/league scheduling changes will be approved and coordinated through the FSM or appointed representative. A minimum of three or more teams must be organized and available to participate in order for the league to be supported with contracted sports officials/referees.

c. Contractors will provide their own uniforms, whistles, rule books, score books, etc.

The PAFB fitness center will provide scorer’s tables, chairs, sports balls, etc. as required by each sport. At the completion of each game, all materials/equipment, etc. will be returned to the appropriate PAFB fitness and sports center personnel.

d. Provide the FSM a copy of each sports official/referee’s training/certifications.

e. If a game cannot be conducted, or the sports official/referee will be delayed, the contractor must contact the FSM or appointed fitness center representative within 72 hours of the start of the first game schedule.

f. Ensure all sports officials/referees consult the PAFB fitness and sports center staff for local by-laws, league rules, etc. as applicable.

g. Contract manager will ensure sports officials/referees are briefed on current trends in sports rules of play, etc. In addition, the sports official/referees contract manager will survey participants quarterly to solicit written feedback on quality of officials and officiating services.

All survey results will be submitted to the FSM quarterly. In conjunction with the training meeting, the sports official/referees cycling contract manager is responsible in keeping sports officials/referees abreast of policy changes of pertinent information deemed necessary by the FSM. A copy of the minutes of training and communication informing sports officials/referees of changes will be provided to the FSM.

h. The fitness and sports manager or designated representative will verify completion of work. In order to complete this task, the contractor will submit invoices to the verifying official for all games/leagues officiated. The government representative will provide the contract manager an original of the invoices. The form provided will be the only form accepted by FSM.

Invoices are due to the appointed government representative not later than 48 hours after the games/league was officiated.

i. Sports officials/referees should be present at least ten (10) minutes prior to scheduled game time, and ensure all equipment borrowed from the fitness center is returned at the completion of the game.

j. Sports officials/referees will respond IAW EAP or notify fitness center staff on duty of any injuries to participants incurred in or associated to the intramural league program.

k. The sports official/referee contract manager will be required to furnish invoices stating games/leagues officiated at the end of each month. This invoice requirement will be submitted to the fitness center office no later than the third working day of the month.

l. Scheduled games can only be cancelled with the approval of the FSM or authorized representative (applies to low participation numbers).

m. Government must provide contract manager three (3) hour notice of cancellation prior to game time, if mission requirements or base exercises interfere with scheduled games/leagues, or acts of god i.e. (weather). Contractor will provide a way of communication.

n. Contractor may have to provide Varsity level officials upon 15 days’ notice from the

Fitness & Sports Manager or designated representative.

o. Sports calendar will be presented to contractor 30 days before performance in mandated. Games will not be played on weekends/holidays/downdays.

p. Contractor will provide the following officials/scorekeepers listed in the table below.
