Section B: Description of the Supplies/Services Required

This is a justification and approval document for the vendor Scott Parker to provide recurring preventive maintenance and minor repair of bowling center lanes, to include service of pinsetters, ball returns, lane oil machines and other equipment used for bowling.

Section C: Justification for Soliciting from a Single Source or Brand Name

Preventive maintenance and minor repair of bowling lanes and their associated equipment requires unique capabilities few companies possess. The USAs two manufacturers of lane equipment do not offer recurring ON SITE preventive maintenance or the ability to respond quickly when equipment malfunctions. While a standard practice of bowling centers is to hire full-time employees and send them to the these manufacturers to learn these vital operating functions, this is not an option for Patrick AFB. IAW AFI 65-106 the PAFB bowling center is a Category B activity and the proper fund source for lane maintenance is Appropriated funds. APF positions do not exist at the center. Use of Non Appropriated funds (NAFs) is not authorized and a waiver to fund source is not permitted.

Section D: Efforts to Obtain Competition

To-date market research for multiple companies offering the aforementioned services has demonstrated they do not currently exist. The leading manufacturers, Brunswick & Quibica, were again contacted and neither could provide potential sources for the desired services on-site. Market research continues to identify the standard practice is hiring full-time employees to perform these vital operating functions.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The Bowling Center Manager will continue to search the market for other organizations to maintain bowling lane equipment.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
