THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron has a sole source requirement for a fume hood test cart with appropriate software that is capable of performing
American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) 110 testing. Training with the cart and software is also needed. Salient Characteristics include:
• Software: HoodPro.Net and LabmeasurePRO
• Three (3) velocity transducers
• One (1) flow meter
• Fog Generator
• Ambient tracer gas analyzer
• Gas regulators
• PSI Gauges
• Quick disconnects
• Adapters, connectors, hoses, nuts and bolts for the gas regulators
• Laptop computer
• Data acquisition w/ output and USB board
• Electronic parts and power supplies for the computer
• Mannequin with bracket and stand
• Equipment cases
• Probe stands and clamps
• Aluminum cart kit with casters
• Operators manual for test system and procedures for conducting fume hood tests
• Assembly of cart system, tests of instrument function and verification of instrument calibration
• 2 days of training
The product required is used to conduct testing that is specific to fume hoods used in the laboratory environment. This testing is done to determine the hood’s containment capability.
The ASHRAE 110 testing specifies the minimum acceptable level of containment for a fume hood when a specific flow rate of a detectable gas is released into an operating hood.
This is a Sole Source with Exposure Control Technologies (ECT), Inc. IAW FAR 6.302-1. IAW
FAR 5.207(c)(15) Exposure Control Technologies (ECT), Inc. is the only source capable of fulfilling the government’s requirement as the components of the cart testing equipment must seamlessly work together to operate properly. Individual components can be purchased separately and assembled. Additionally, purchasing the pieces separately would cost the government more money and time in purchasing pieces that all work together. However, the purchase of the Exposure Control Technologies equipment cart provides all compatible materials on a specialized cart with appropriate systems and training.
The attached Sole Source Justification has been made available for review. No solicitation documents exist at this time. This item/service utilizes North American Industry Classification
System (NAICS) code of 334515.
This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCB has determined that ECT, Inc. is the only source capable of providing this requirement. Phone calls will not be accepted.
