Question: Section L-3 states “Phase-in price (CLIN 0003) will be evaluated for reasonableness and affordability, but will not be included as part of an offeror’s Total Evaluated Price. For price reasonableness it must represent a price to the Government that a prudent person would pay in the conduct of competitive business.” Since the phase-in price represents a cost necessary for performance of the resultant contract and will be awarded as FFP, please consider including it in the Total Evaluated Price as such methodology provides an equitable basis for evaluating proposals and reflects the actual anticipated cost of performance.

ANSWER: The “Phase-in Price” will be evaluated for reasonableness (IAW FAR 15.404- 1(b)(2) and affordability. However, it will not in the Total Evaluated Price because the Government does not want to provide an unfair competitive advantage to the incumbent.
