Single-Award Indefinite-Delivery, Indefinite-Quantity (IDIQ) Task Order Contract, Patrick AFB Questions and Answers

Site Visit Conducted 16 Jul 2015

The site visit was conducted on 16 Jul 15 at 2:00pm, Air Traffic Control Tower, Bldg 1613. The purpose of this site visit was to allow prospective offerors the opportunity to inspect the site where the work is to be performed, in accordance with clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work.

The contracting officer discussed the rules of engagement with the attendees. The contracting officer was asked if taking pictures of the control tower would be allowed. The request for pictures was denied for security reasons. Please see Record of Attendance for a complete list of attendees.

The following are a list of questions received. The Government’s responses are italicized.

Q1: Indicate the number of days to complete the first task order.

A1. Work shall be completed within 90 days after issuance of Notice to Proceed as stated in Attachment 4 Statement of Work Project SXHT14-1006, Rpr HVAC/Fire Prot, Control Tower.

Q2. Provide exterior photos of the control tower, including exterior shots of the louvers, and the clearance area to accommodate a boom truck for exterior access.

A2. Photos have been provided for the East and North elevations.

Q3. Page 4 of 67 under 1.3.1.1 of The Solicitation, states items to be included in the Coefficient and includes “incidental engineering and architectural services”. Page 6 of 67 under 3.1.1 it states “In calculating the total cost RS Means, The coefficient, Overhead and Profit are all considered. When applicable, design costs and FL state taxes are also considered”. Will some of the projects under the SATOC be design/build requiring the construction plans to be created by Architectural and Engineering designers under contract with the GC? If so, will we have to assume all projects will be design/build to establish a coefficient that will include possible design costs?

A3. Some projects may require minimal design efforts. A minimal effort is incidental to complete the project.

Q4. Will the currently required coefficient need to include overtime, night and weekend work, or double shift if a particular future project requires it?

A4. No. The Request for Proposal, page 4, paragraph 1.3.1.1 outlines items to include in the coefficient.

Q5. Page 4 of 67 under 1.3.1.1 of The Solicitation, states “Identify items from RS Means included in the coefficient”. What does this mean? RS Means items will be separate from the coefficient.

A5. Items to be included in the coefficient are typically found in general cost division/spec sections (01 xx xx series). The solicitation asks that all items be listed so that there is no confusion as to what is included in the submitted coefficient and what should be priced separately. Examples of items that are typically included in the coefficient are listed in paragraph 1.3.1.1.

Q6. What was the coefficient rate on the last Patrick AFB contract?

A6. This is not a follow-on contract and as such there is no prior coefficient rate.

Q7. Page 21 of 67 under FAR 52.216-19 subparagraph (a) of The Solicitation, why is the minimum contract amount stated as less than $2000, when the face of the Solicitation (page 1) states the minimum order as $50,000?

A7. The minimum ordering amount in section 10 of the SF 1442 pertains to the guarantee of the initial task order being awarded at $50,000.00 or more. FAR 52.216-19 pertains to subsequent task orders where the minimum ordering amount will be $2,000.00.

Q8. Page 21 of 67 under FAR 52.216-19 subparagraph (d) of The Solicitation , why is the Contractor required to honor any task order exceeding the maximum order limitations ($4,000,000) unless the order is returned to the ordering office within 2 days after issuance?

How can the project value be determined to be more or less than the maximum limit in just 2 days?

A8. The contract maximum will not exceed $4M. If upon receipt of RFP, the contractor anticipates that a single order will exceed the limitations as described in FAR 52.216-19(b)(1), then the contractor is not obligated to fulfill the service if he notifies the contracting officer in writing within 2 days.

Q9. Fire Alarm Gen Note 1 on drawing FA-001 calls for transient surge suppressors to be connected to building ground. Is this part of the scope of work for this project, or is this existing to remain? Wouldn’t the existing fire alarm panel already be grounded?

A9. FA-001 general note 1 says "All surge/transient suppressors shall be connected to an approved building ground". The new stairwell pressurization control panel will require surge suppression. The surge suppression should be connected to the building ground through the electrical panel ground. See EC-101 note 3 which calls for #12 ground from the existing electrical panel to the new pressurization control panel. This assumes a new pressurization panel will be installed. See Q11.

Q10. Fire Alarm Gen Note 2 on drawing FA-001 describes air handler unit shut down relays. Is this part of the scope of work, or is this existing to remain? Since there are no new air handlers, wouldn’t the existing air handler already have a shut-down relay with the fire alarm panel?

A10. This is a general fire alarm note. There are not AHU's associated with this project. Any relays that may be needed for the exhaust fan must comply with NFPA 72.

Q11. Siemens informs us that the existing fire alarm control panel has an ability to also handle the smoke control feature as a Stairwell Pressurization Control Panel without requiring the addition of a separate Stairwell Pressurization Control Panel. If the existing fire alarm control panel, after modification, can meet all requirements, can we delete the separate Stairwell Pressurization Control Panel?

A11. The requirement shall be completed per the drawings and specifications.

Q12. With the exterior louver on the 3rd floor increasing in size from 44x18 to become 48x18 will portions of the exterior concrete wall need to be cut to enlarge the hole?

A12. The new louver shall match the dimensions of the louver being removed.

Q13. What is the make of Panel A, model number?

A13. Photos of Panel A have been provided.

Q14. What is the overall height of the Tower and the distance between floors?

A14. A drawing has been provided showing the floor heights.

Q15. Is a full quality control plan and full safety policy and accident prevention plan required?

Or is it just a summary of the plans?

A15. The intent of Section M sub-factor 1 on page 64 is to provide a detailed narrative as described in sub-factor 1, items 1 – 4. The full versions of these plans are not required for the proposal. The full version of each plan will be a submittal requirement once the contract is awarded. Ensure your proposal does not exceed the page maximum.

Q16. Is a construction IDIQ and/or MATOC considered one project for this section or is an individual task order under an IDIQ and MATOC a single project?

A16. An individual task order issued under the Single-Award IDIQ Task Order Contract will be considered one project.

Q17. Is the bid bond required for the repair HVAC/Fire Prot, Control Tower seed project or the overall IDIQ contract?

A17. Bid bond will be required for the initial project. Refer to the Request for Proposal, Section L, paragraph F, Volume I, paragraph 7.

Q18. Does the bid bond required for the Repair HVAC/Fire Prot, Control Tower need to be in a specific dollar amount or does it need to be at least 20 percent of the bid price?

A18. See answer 17 above.
