Executive Summary
The 45SW Communications Systems Installation Records (CSIR) requirement is to maintain a single repository for communication and information system records (CISRs) on all communication systems within the 45th Space Wing Main Operating Base (Patrick AFB) and Geographically Separated Units (Cape Canaveral AFS, Antigua AAS and Ascension AAS).
CIPS Requirement: SXHT-07-00017 45th Space Wing CSIR Support, converting existing drawings into the 45 Space Wing Geographical Information Management System (GIMS); surveying anomalies, followed by entering the correct system data presently in the GIMS Geo-relational database.
1. PURPOSE
The 45SW Communications Systems Installation Records (CSIR) Support requirement is to maintain a single repository for communication and information system records (CSIRs) on all communication systems within the 45th Space Wing Main Operating Base (Patrick AFB) and Geographically Separated Units (Cape Canaveral AFS, Antigua AAS and Ascension AAS). This requirement is established for the purpose of converting existing (100 Systems) drawings into the 45 Space Wing Geographical Information Management System (GIMS); thru on-site surveys and correcting system data anomalies, followed by entering corrections to system data presently tracked in the GIMS Geo-relational database. This effort will allow communication system maintainers of the geospatial relational communications databases employed across the Eastern Range the ability to troubleshoot and repair communication infrastructures in a timely-manner.
2. SCOPE
CIPS requirement SXHT-07-00017, GIMS, states that the infrastructure mapping and planning tool is to provide rapid reconfiguration information management reporting tools for the 45SW Comm-Infrastructure for management of existing and planned communications assets IAW AF Policy directives: AFTO 00-33A-1001, see attachment 2, and HAF Policy Memorandum, 7 Oct 02, USAF GeoBase Policy Memo, see attachment 3 & 4. Currently the basic ICP tool is installed at MOB. Currently the Telephone Records Tool is installed at GSU (CCAFS).
3. REQUIREMENT(S)/DESCRIPTION OF SERVICE(S)
This requirement is established for the purpose of delivery by converting existing (100 Systems) drawings into the 45 Space Wing Geographical Information Management System (GIMS); thru on-site surveys and collecting system data anomalies, followed by entering corrections to system data presently tracked in the GIMS Geo-relational database.
3.1. The first task is entering existing communication system installation record data into the GIMS Inside Cable Plant (ICP) tool, an automated drawing-database on the ERSI ArcGIS suite of software. This transfer of drawing records will be from the electronic MS Visio format, into the similar GIMS format for a wide variety of communication system installation types (CSIT) including, but not limited to, airfield systems, public address systems, land mobile radio infrastructure, access control systems and inside cable plant. In this task, the technical data to be transferred is considered correct and current, no survey is required.
3.2. The second task is to compare the local area system data already in GIMS to the as-installed current condition, and make corrections/updates where required. Collected data will indicate for nonstandard data errors which must be corrected in this task. Therefore, GIMS system data will need to be corrected and updated to reflect the correct as-is (fielded) network system condition. See attachment one for CSIR Support Matrix.
3.3. Provide network engineer-draftsmen for one calendar year to correct network & system data entries by collecting and entering collect data into GIMS.
3.4. Enter no more than 2500 pages of government provided MS Visio formatted drawings, which are comprised of multiple communication system installation types (CSIT), into the government provided automated Geographic Information Management System (GIMS).
3.5. Perform visual site surveys on the local area network system, in no more than 100 facilities, in order to validate, physically correct, and collect data that will then be entered into GIMS (i.e. included within the 2500 page count).
3.6. The engineering support will use applicable test equipment, such as continuity testers, and tone generators to discover the location and connection of undocumented patch cables and jack boxes. Reflection, line-loss, and other network parameters will not be tested for or necessary.
3.7. The engineering support will resolve and correct mislabeled network patch cords and jack boxes in no more than 24 facilities listed in accordance with provided Non-Standard Wiring List and Matrix, by removing or covering securely a corrected label that is in accordance with provided 45SW (SCS) Composite Standards instructions.
3.8. When necessary, the contractor will politely ask base employees to stand-aside so that their desks and other furniture can be moved, followed by returning it to its original position. The SW CSIR Manager will facilitate this interaction with base employees.
3.9. By Air Force Technical Orders the as-built communication system drawings entered into GIMS, will depict the physical location, the physical layout, and the interconnecting cables between real pieces of equipment.
3.10. The physical location of the communication system details a "bird's eye view" of where the equipment is at, in terms of the "foot-print" it makes, on established floor plans within GIMS. In addition to showing rack placement, this drawing portion is expected to show the placement of ducts, cable ladders and cable trays. The building floor plans within GIMS show where, and the identity, of fiber or copper cables enter the building through the floor duct opening (demark).
3.11. The second required detail is a drawing that depicts the physical layout of the communication system. Elevation drawings shall show the final exterior appearance of the communication equipment installed. These elevated views depict the face-plate of equipment by manipulating tools within the MS Visio program seated inside the GIMS platform. The face-plate detail of equipment items is expected to be greater than a rectangular box, but considerably less than that of a photograph. When the faceplate is of rack equipment, the number of occupied rack units (1.75 inches each), and the rack unit position number, is more important than fancy faceplate detail. Text should be added that identifies the make, model and manufacturer of those equipment pieces.
3.12. The third requirement is that the interconnecting cables between pieces of equipment are documented on drawings and thereby show the physical configuration. These drawings shall show where the cables enter the building and the end-to-end connectivity between pieces of hardware or equipment items. The actual routing of cables is schematic in nature, meaning that they don't reflect the actual path but rather indicate the beginning and end-points. At a minimum, cables shall be represented as a line. The expected attributes for cables within GIMS are cable type, general path, cable number, begin pair/strand count, end pair/strand count, media type, begin (origin) information, end (destination) information, and the termination type at each end (such as jack-type, block and block pins, P.A. speaker, etc). The attributes for jacks are location (building, floor, and room numbers), jack name, jack type, and jack port count. The drawings shall include the same text as the tag numbers physically placed on the installed cables. This drawing portion will depict cables between real world object such as pieces of equipment, pieces of ancillary equipment, racks, distribution frames, blocks, etc. A block diagram format is acceptable as long the drawing shows equipment installed, terminal strips and pins used, jacks of connectors used, pick-up points for extension of existing lines, and termination points on frames or in telecommunication closets for types of inputs.
3.13. A bi-weekly meeting (every other Monday morning) with the SW CSIR Manager will be necessary to track progress and to resolve issues.
3.14. Each drawing page will need to contain the words "FOR OFFICIAL USE ONLY" in capitalized, green, bold text. System drawings can be sent electronically via e-mail, over the AF Enterprise Network (ENTNET) when under the 5 MB size limit. Computer-to-computer document transfer thru a provided secure file share is the preferred and authorized method. However, if using eMail to send AF CSIR Visio drawings; the email is to be AF Approved Encrypted and in the “Subject line”, insert wording “FOUO Sensitive" then the file name, and in the Message area ensure the first line reads "This e-mail contains FOR OFFICIAL USE ONLY (FOUO) information which must be protected under the Freedom of Information Act (5 U.S.C 552) and/or the Privacy Act of 1974 (5 U.S.C. 552a).”
3.14. Files will be named by the communication system name they represent, and the facility. The second and subsequent sheets (pages in the electronic GIMS file set) will each contain the same frame and title block information. No other words will be necessary outside the title block, such as signatures or logos.
3.15. The SW CSIR Manager reserves the right to identify the facility building numbers that need to be surveyed for network data corrections; and only those pages within GIMS and the facilities he identifies will be counted and tracked. All changes from the contract plan identified in this document which might be uncovered in the course of this work, will be not be made in addition to this contract. Corrections shall be done each time on the most current GIMS originals, and in as much detail as necessary to document network data end-to-end in the customary GIMS format. The SW CSIR Manager will interact and notify maintaining work centers of changes being made to the GIMS data.
3.16. Each page within the electronic file should include a title block that indicates: The date when the drawing was completed, the communication system name, the building and room (i.e. communications closet) number, and the page number within the file.
