RFP Question and Answer 5

Q1. Regarding Government provided office space, what is the Maximum number of office spaces that can be provided?

A1. It is up to the contractor to determine best use of the office space as identified in the PWS.

Q2. PWS Paragraph 1.2.3.2: GIS workstations are available, however, will GIS maintenance be available via remote secure portal or does it have to be accessed on site?

A2. GIS maintenance must be performed on-site.

Q3. PWS Paragraph 1.3: Are all records to be maintained hard copy and electronic copy at each location or will one central location be sufficient? Will storage space be provided by the Government? If so where will the space be provided?

A3. Official Air Force records will be maintained by the Air Force. However, the contractor shall maintain working copies (hard and soft) as necessary. The office space provided at CCAFS includes space for record storage.

Q4. PWS Paragraph 1.5.2: Does the Air force require any additional audits or inspections above normal (EPA,FDEP,etc) program requirements? (for example VA Hospitals are re-surveyed every 3 years) A4. All requirements are included throughout the PWS.

Q5. PWS Paragraph 4.1.1.2: The PWS states that “the contract manager shall be available …within 60 minutes to meet on the installation with government personnel”. Which installation must the contract manager be within 60 minutes of?

A5. Either PAFB or CCAFS.

Q6. RFP Section L-3.o.: The RFP states the “at least one inch margins on the top, bottom and side margins”, does this include page numbers, headers, and labels?

A6. Yes.

Q7. Attachment 8, CLIN 0004: Task 20 requires a price per burn. This is difficult to do without knowing the acreage. Could you please change this to a price per acre or at least provide the size of the burn we should base our price on.

A7. A typical size burn for a burn day is 100 acres; however, a burn day can be as large as 750 acres. The price is per-burn a 100 acre burn and a 750 acre burn should cost the same.

Q8. Is it permissible to put the 45th Space Wing logo next to the submission address on the cover sheet of our proposal?

A8. Yes.

Q9. RFP Section 1 Sub-section 3 Paragraph 1.7 PWS Paragraph 1.7.1.2.1.1 Clear and Grub: What is the average tree diameter and species within majority of the areas that require clearing and grubbing; are the 24” diameter trees more prevalent than the 5” diameter trees? What is the approximate biomass in tons per acre within the clear and grub areas? Are any of the grub and clear areas wet or within close proximity to salt water; is any of the ground wet and swampy.

A9. We can’t provide an average tree diameter, but typical species in the scrub areas are oak, bay, palmetto and Brazilian pepper along with understory shrubs all typically under 5 inches in diameter. Some areas have scattered larger oak trees which are typically less than 18 inches at chest height. Also, there are open sandy and grassy areas in most of our land management areas.

Q10. RFP Section 1 Sub-section 3 Paragraph 1.7 PWS Paragraph 1.7.1.2.1.2. Roller Chopping: Will more than one roller chopping pass be required to satisfy PAFB, if so how many?

A10. The expected result of the roller chopping is typically vegetation up to 12 feet tall being cut to 18-24 inches above grade, the number of passes is dependent on the equipment used and initial height.

Q11. RFP Section 1 Sub-section 3 Paragraph 1.7 PWS Paragraph 1.7.1.2.1.3. Large Diameter Tree Cutting/Removal: What is the average tree diameter of any species within the majority of the areas that require cutting/removal? Is there an approximate ratio in size? How far into the forested areas will the trees be located and will the areas of large tree cutting be cleared prior to large tree extraction; what is the estimated distance for tree extraction from the felling point?

A11. Typical chest height diameter for the large diameter trees is 12-24 inches. Usually the trees can be accessed with heavy equipment; however, some will be in wetlands or other sensitive areas. The distance will vary.

Q12. RFP Section 3 Paragraph 3.1 PWS Paragraph Appendix C, Table C-1 Government Furnished Property and Services: For further evaluation and to obtain additional information from Caterpillar Company, can you provide the Serial (VIN) number for the CAT 315 and the following information: Year of CAT 315 and the number of hours on machine; photograph if possible?

A12. Year of Manufacture: 2006, Serial (VIN):CAT0315CECJC04342, Hours on Machine: 2399.

Q13. RFP Section 3 Paragraph 1.7 PWS Paragraph 1.7.1.2.1.6 Vegetative Debris Removal: Are “Burn Boxes” provided by the government for vegetative debris incinerated on CCAFS?

A13. No, offeror will need to provide.

Q14. RFP Section L-2, Volume III- Price: Please clarify whether Volume 3 Price Proposal is only supposed to be a single Microsoft Excel file. The solicitation mentions that this Volume should also contain pricing information for the Sample Task. The provided spreadsheets do not contain placeholders for Sample Task pricing.

A14. Volume III should include Attachment 8, proposal worksheet for all CLINS, documentation on how technical efficiencies proposed translate to cost reeducation over the life of the contract, and a Price for the Sample Task proposed in Volume II. The proposed price should be based on the prices contained in the Proposal Worksheet. There is an unlimited page count for Volume III and pricing information and can be provided in anyway the offeror sees fit, as long as the CD-ROM contains Microsoft Excel format of Attachment 8.

Q15. RFP Section L-2, Volume III- Price: Please confirm that it is acceptable to provide Volume III as a Microsoft Word document (or PDF version of a Word document) with the spreadsheet serving as backup. Both files will be on the CD-ROM under the Volume 3 folder, as requested.

A15. It is acceptable to provide Volume III as a PDF in the paper copies as long as Microsoft Excel format for Volume III is on the CD-ROMs submitted with the proposal.

Q16. WWTF Permit: The CCAFS Regional Domestic wastewater Permit states that the plant must be staffed by “A Class C or higher operator 6 hours/day for 5 days/week and one visit on each weekend day.” Are we to assume that the Air Force is providing licensed operators for the Wastewater Treatment Plant?

A16. Yes, through the Infrastructure Operations and Maintenance Services Contract. ESCIII does not operate the CCAFS regional domestic wastewater plant.

Q17. PWS Paragraph 4.1.1.2: The PWS states that “the contract manager shall be available …within 60 minutes to meet on the installation with government personnel”. Which installation (KSC, CCAFS, PAFB, MTA, or JDMTA) must the contract manager be within 60 minutes of?

A17. Either PAFB or CCAFS. Also see question 5.
