RFP Question and Answer 4
Q1. Due to Amendment 2 and the change of the size standard from $7M to $14M, can the proposal due date be extended an additional two weeks.
A1. No, the previous extension to 21 March 2012 as a result of the small business size standard increase will remain unchanged.
Q2. RFP Section L-3 Paragraph o: Does the one-inch margin also include the page headers and footers?
A2. Yes.
Q3. RFP Section L-2 Volume IV: Past Performance, c: How many Performance Evaluation Questionnaires are required of major subcontractors outside of the 10 required for the prime contract?
A3. Section L-2 Volume IV states that “For all the information required above, the same information should be provided for any major subcontractor proposed.” Therefore; up to 10 Performance Evaluation Questionnaires are required of major subcontractors.
Q4. PWS Paragraph 5.0, Appendix C para 5.1, Appendix D: Section 5 of the PWS says Appendix D is Publications/Forms. Paragraph 5.1 of Appendix C says, “The Government shall provide the Contractor equipment listed in Appendix D”. At Appendix D it says, “Governing Directives/Technical Library (electronic)”. I have looked through all of the Technical Library folders on the FedBizOpps site and can find nothing called governing directives or Appendix D. Could you please tell us where to find this list of Government Furnished Equipment?
A4. Appendix D is all Government Directives/Technical Library items posted to FBO under Technical Library. The list of Government Furnished Property is in Appendix C, Table C1.
Q5. RFP Section M-1, Factor 2, Volume III Paragraph e: In Paragraph e. you provide the budget information for FY12 through FY17 as single annual totals. Can you specify an approximate percentage of each year’s total budget that should be allocated to recurring work vs. task order based work?
A5. No additional information will be given on the budget.
Q6. Other (Specify) Attachment 7 –CCAFS_LMU_Map, Technical Library, Tab M 45SE Final Wildland Fire Management: In reviewing the information provided to assist the Offerors with the sample task, we noticed gaps in the information, in the RFP and WFMP, necessary to create the required burn prescription. For example, there does not appear to be information available on the estimated tons of fuel per acre that will be consumed, or identification of smoke sensitive areas within or adjacent to the burn block. Will you consider allowing Offerors to conduct a site survey of Area 79 within reasonable time prior to submission?
A6. The sample task provides adequate information to write a burn prescription. The map provided identifies all smoke sensitive facilities for this task. A site visit is not necessary to complete this task. Any assumptions made shall be clearly documented within the prescription.
