Request for Information (RFI) / Sources Sought Summary

This is a Request for Information and Sources Sought notice issued by Combat Forces Command (CFC) / Space Acquisition and Integration Office (SAIO) for Furniture Procurement, Relocation, and Facility Preparation Services. The RFI, classified under NAICS code 238390 (Other Building Finishing Contractors), is for market research purposes only and does not constitute a binding commitment to issue a future Request for Proposal. The Government will not reimburse vendors for response costs. Responses are due by 23 July 2026 at 5:00 p.m. Mountain Time via email to the Contracting Officer and Project Manager, limited to three pages maximum.

The project supports relocation of CFC/SAIO divisions from Schriever Space Force Base to Building 350 at Peterson Space Force Base, covering approximately 2,000 square feet. The Government seeks capability statements addressing: (1) procurement and professional installation of new commercial office furniture exclusively from the Steelcase Store via GSA contract GS-27F-0014V / 47QSMS24D0034, with all electrical components (power whips, connectors, jumpers, receptacles, base-feeds) being exact Steelcase Original Equipment Manufacturer (OEM) parts to maintain National Electrical Code compliance and Underwriters Laboratories certification; (2) relocation services including transport, disassembly, and reconfiguration of existing furniture from Schriever to Peterson; (3) minor facility preparation limited to wall painting and commercial carpet installation; and (4) warranty preservation through manufacturer-certified technicians under the locally authorized dealer's oversight. Vendors must maintain a dispatchable service facility within 100 miles of Peterson Space Force Base and provide on-site factory-authorized warranty service within 48 hours of notification. Required response content includes company information, business size and socioeconomic status, NAICS code feedback, formal certification from Steelcase as an Authorized Dealer for the specified GSA contract and geographic region, service capability description, and relevant contract vehicles held.

Organization: Combat Forces Command (CFC) / Space Acquisition and Integration Office

(SAIO)

Notice Type: Sources Sought / Request for Information (RFI) Project Title: Furniture Procurement, Relocation, and Facility Preparation Services for

CFC/SAIO

NAICS Code: 238390 Other Building Finishing Contractors

Response Due Date: 23 July 2026 5.00 p.m. Mountain Time.

1.0 Introduction

This is a Request for Information (RFI) only. This RFI is issued solely for information and market research planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not pay for any information or costs incurred in response to this announcement.

2.0 Background

To support the organizational relocation of the Combat Forces Command/Space Acquisition and Integration Office (CFC/SAIO) internal divisions from Schriever Space Force Base (SFB) to Building 350 at Peterson SFB, the agency requires commercial-grade office furniture procurement, professional relocation services, and minor facility preparation. The total project area is approximately 2,000 square feet, within which the contractor will perform all facility preparation (painting and carpeting) and subsequent furniture installation

3.0 Description of Requirements

The Government is seeking industry feedback on the capability to provide the following primary supplies and incidental services:

3.1 Primary Supply Procurement: Procurement and professional installation of new commercial office furniture. To guarantee absolute modular compatibility, physical alignment, and aesthetic continuity with the building's existing furniture footprint, the Government intends to procure from the Steelcase Store via the General Services Administration (GSA) contract GS-27F-0014V / 47QSMS24D0034. Due to strict engineering, structural, and electrical safety constraints, alternative manufacturers (e.g., Herman Miller, Haworth, Knoll) will not satisfy the Government’s needs.

3.1.1 Electrical Integration & Code Compliance: The existing modular furniture utilizes a proprietary, pre-wired Steelcase multi-circuit electrical spine system. To maintain strict compliance with the National Electrical Code (NEC) and the original Underwriters Laboratories (UL) listing for the modular assembly, all new power whips, power connectors, jumpers, receptacles, and base-feeds must be exact Steelcase Original Equipment Manufacturer (OEM) parts.

3.1.2 Safety & Fire Hazard Mitigation: All electrical components must work together natively within code parameters. Attempting to splice, adapt, or daisy-chain non-compatible electrical components or third-party power connectors into the existing Steelcase power grid constitutes a severe fire/safety hazard, violates federal facility electrical codes, and immediately voids the UL safety certification of the entire installed system.

3.1.3 Network and Electrical Drops: The contractor must coordinate closely with JBI for Power and Network drop installation and must verify that all utility connections meet system requirements prior to furniture delivery.

3.2 Relocation Services: Incidental, non-personal services necessary to execute the physical transition. This includes transport, disassembly, and reconfiguration of existing furniture assets from Schriever SFB to Peterson SFB.

3.3 Minor Facility Preparation: Minor real property preparation at the destination facility prior to furniture integration, limited to basic wall painting and commercial carpet installation.

3.4 Warranty Preservation: To maintain the existing Steelcase manufacturer lifetime warranty on the modular frames and integrated electrical assemblies, all installation, maintenance, reconfiguration, and warranty repairs must be performed by a manufacturer-certified technician operating under the direct oversight of the locally authorized dealer for this territory. Subcontracting this service to non-certified third parties is unacceptable.

3.5 Response Time: Due to the critical nature of operations at Peterson SFB, the contractor must maintain a dispatchable service and repair facility located within a 100-mile driving radius of Peterson SFB. Furthermore, the vendor must be capable of providing on-site, factory-authorized warranty service, parts replacement, and emergency structural repairs within 48 hours of notification. Relying on out-of-area technicians who cannot guarantee this Service Level Agreement (SLA) fails to meet the Government’s minimum operational needs.

4.0 Information Requested

Interested vendors capable of providing the required supplies and services are requested to submit a Capability Statement demonstrating their ability to meet the requirements. Responses should include:

1. Company Information: Company name, point of contact, address, phone number, email address, CAGE code, and SAM Unique Entity ID (UEI).

2. Business Size & Socioeconomic Status: Identify business size and any applicable socioeconomic categories (e.g., Small Business, 8(a), SDVOSB, WOSB, HUBZone) under the applicable NAICS code.

3. NAICS Code Feedback: Indicate whether the anticipated NAICS code(s) listed above are appropriate for this requirement. If you believe a different NAICS code is more suitable for this blend of procurement, installation, and facility preparation, please provide your recommendation and rationale.

4. Supply Capability: A formal letter or certification from the manufacturer (Steelcase) expressly stating that your company is an Authorized Dealer permitted to quote, sell, and directly service federal government accounts within the specific geographic region of Peterson Space Force Base, CO via the General Services Administration (GSA) contract GS-27F-0014V / 47QSMS24D0034.

5. Service Capability: A brief description of the firm's experience and capability to execute the required relocation services and minor facility preparation (painting/carpet) with furniture installation.

6. Contract Vehicles: List of any relevant GWACs, GSA Schedules, or other existing contract vehicles your company holds that cover these services.

5.0 Submission Instructions

• Responses must be submitted via email to the Contracting Officer at harsh.hariyani@spaceforce.mil and Project Manager at daniel.tucker.17@spaceforce.mil no later than the date and time specified above.

• Please include "RFI Response: CFC/SAIO Relocation and Furniture" in the subject line.

• Limit your response to no more than 3 pages.
