UPDATE POST, EFFECTIVE 10 October 2024
THIS IS NOT A SOLICITATION FOR PROPOSALS OR BIDS AND NO CONTRACT WILL
BE AWARDED AS A RESULT OF THIS UPDATED POST
The purpose of this updated post is the following:
1. Post the vendors’ questions and the Government’s responses to them from the vendor’s open forum meeting held on 19 September 2024.
2. Inform industry that the release of the formal solicitation for the Missile Warning, Missile Defense and Space Domain Awareness Indefinite Delivery Indefinite Quantity requirement and its first task order will occur by the end of day, Saturday, 12 October 2024. The solicitation will be transmitted through the Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE) which will in turn transmit the information to the Government’s Point of Entry (GPE), SAM.gov. After release of the formal solicitation, all industry communications shall be transmitted to the Contracting Officer via the Solicitation Module in PIEE.
3. Clarify the Procurement Instrument Identifier (PIID) for pre-solicitation and formal solicitation release. Over the course of the Government’s market research, the Government initially utilized FA251823R0021 and then FA251823R0021_2 through the GPE. The fiscal year (FY), 2023, associated was indicative of the time when work first began. Upon the turn of FY 2024, the Government built the draft SF33 Solicitation within its Contract Writing System and the system generated FA251824R0040. We have now entered a new FY, 2025. As a result, the formal SF33 Solicitation that will be published will show FA251825R0002. However, due to the fact that FA251824R0040 had already been generated through the Solicitation Module of PIEE and in turn transmitted to the GPE, SAM.gov, vendors will continue to see FA251824R0040 on announcements and potential solicitation amendments. This cannot be changed. The Government will refer to FA251825R0002 for all communications and references henceforth.
3. For planning purposes, note the following upcoming dates and coordinating information:
• The Government will host a pre-proposal conference via the Microsoft Teams platform for all interested industry participants on Tuesday, 22 October 2024. Vendors interested in participating must submit a list of personnel, their title / function, and email address to the Contracting Officer via PIEE no later than Thursday, 17 October 2024. Meeting is tentatively scheduled to occur from 9:00a.m – 10a.m. Mountain Standard Time on Tuesday, 22 October 2024.
• The Government will host a review of the requirement’s Classified Documents on Wednesday and Thursday, 23 & 24 October 2024. A maximum of four (4) cleared personnel will be permitted for each represented vendor wanting to view the Classified Documents. Vendors who wish to attend this Classified Review must provide the following:
o Current security clearance verification – The vendor’s Facility Security Officer (FSO) must submit a Visit Authorization Request (VAR) for its personnel (Maximum of 4 People) within the Government’s Defense Information System for Security (DISS) for the meeting name: SSPARS Documentation Review on or before 4:00p.m., Thursday, 17 October 2024. In addition, a vendor must communicate the same four (4) individuals submitted for a VAR to the Contracting Officer via PIEE. Any submissions received within DISS and PIEE after 4:00p.m., Thursday, 17 October 2024 will not be accepted and.
o Identify all individuals who will review the Classified Documents and whether they have a Medical / Personal Electronic Device when notification is sent to the Contracting Officer.
o The Space Acquisition and Integration Office’s Security Management Office (SMO) code is: SPOC-SAIO-100.
5. There are seven (7) additional documents that have been added to the SSPARS Bidder’s Library. These seven (7) additional documents include the Security Classification Guide for the Long-Range Discrimination Radar (LRDR) and six (6) LRDR Operational Technical Orders.
These documents will be issued via a DoD Safe transmission to all previously vetted vendors with a current JCP status and DD Form 2345. For any new vendor access requests to the SSPARS Bidder’s Library, these documents will be transmitted along with the other existing documents as an entire set of the SSPARS Bidder’s Library.
6. Many documents in the ‘Bidders Library’ include Export Controlled, Controlled Unclassified Information (CUI), Controlled Technical Data, and other sensitive documents. Therefore, the Defense Logistics Agency (DLA) requires contractors to have an active Joint Certification Program (JCP) and an approved DD Form 2345 on file to gain access. The following procedures apply to all contractors wanting access to the ‘Bidders Library. Provide / communicate the following to the Contracting Officer, Mr. Steven Dyer, via PIEE.
a) Current JCP status and DD Form 2345
b) Two points of contacts’ (POCs) email address and contact number who your Facility Security Officer can verify clearance.
c) Once a contractor’s current JCP status and two POCs are received the information will be validated. If the information provided is found to have an ‘active’ JCP and valid DD Form 2345 the contractor will be approved to receive the Bidder’s Library.
d) The Government will provide the entire Bidder’s Library via ‘DoD Secure Access File Exchange (SAFE)’ (https://safe.apps.mil/) to the contractor’s two designated POCs. Further instructions will be provided to the contractor’s POCs once all the required information from the contractor is received and validated.
e) IMPORTANT: Contractors who have not received the Bidder’s Library but are interested should provide all above information at their earliest opportunity. Any contractor who does not provide the above information and is not validated having an ‘active’ JCP and DD Form 2345 will not be provided access to the requirement’s Bidders Library. It is in a contractor’s best interest to obtain access to the Bidders Library as early as possible. There is an extensive number of documents equating to approximately 2.7 gigabytes of data.
