PERFORMANCE WORK STATEMENT
FOR
NORAD and USNORTHCOM (N&NC) J7 TRAINING AND EXERCISE DIRECTORATE
(N&NC/J7)
TRAINING AND EDUCATION DIVISION (N&NC/J721)
Title: INSTRUCTIONAL SYSTEMS DESIGN (ISD) AND LEARNING
MANAGEMENT SYSTEM (LMS) ADMINISTRATION SUPPORT

1.0. ORGANIZATION BEING SUPPORTED: HQ N&NC/J72

1.1. MISSION: N&NC/J7 is the office of primary responsibility for planning and executing joint training, exercises, and individual instruction programs to ensure N&NC are prepared to accomplish their missions to deter, prevent, and defeat threats and aggression within their respective Area of Operations and Area of Responsibility.
1.2. OVERVIEW OF SERVICES REQUIRED: The NORAD and USNORTHCOM
Training and Exercises Directorate (N&NC/J7) supports the training needs of headquarters personnel along with the requirements of all subordinate and component commands and Joint Task Forces (JTFs). This support entails the development of specific training programs that address emergent training requirements and emphasizes the exploration of learning solutions. These training programs along with pre-existing Annual Command Core Training courses, will be administered and tracked via the commands’ Learning, Education and Resource Network (LEARN) Learning Management System (LMS) and will be hosted on the commands’ Non-Secure Internet Protocol Router (NIPR) servers and future cloud applications. N&NC maintains a library of 11 mandatory annual training courses which encompass the Level 1 Newcomer’s courses such as Information Security (INFOSEC), Security Education and Training (SET), Continuity of Operations Plan (COOP), etc. that are administered via the LEARN LMS. The courses are reviewed and updated by N&NC personnel on an annual basis.
Support will primarily be provided at Peterson Space Force Base and Cheyenne Mountain Space Force Station. The Contractor is responsible for designing Instructional Training Modules that support the Learning Training Program. This opportunity is fully remote.
This requirement is for Instructional Systems Design and LMS administration expertise and will frequently be required to support short suspense training requirements as well as a protracted HQ-wide training review/upgrade. It is estimated that 11 new courses will need to be developed annually based upon emergent customer requirements.
2.0. SPECIFIC REQUIREMENTS
2.1. SUBTASK 1: INSTRUCTIONAL SYSTEMS DESIGN/COURSEWARE
DEVELOPMENT AND EXECUTION SUPPORT
2.1.1. Background: The Director of Joint Training and Exercises is required to validate all Level 2 Training programs across the headquarters. Level 2 training programs are tailored to specific jobs/tasks/functions as opposed to generic training that all hands complete. The contractor will support this protracted effort by designing and conducting a comprehensive Training Needs Analysis for each of the directorates and the battle staff centers and cells they support. There are currently 14 directorates and 16 battle staff centers and cells. Frequent liaison with directorate subject matter experts will be required to identify training gaps and proposed solutions to fulfill the training requirement. The liaison requirements with directorate subject matter experts varies but should entail a minimum of three visits with subject matter experts for each course developed.
2.1.2. Contractor shall apply standard instructional design models, such as ADDIE (Analyze, Design, Develop, Implement and Evaluate), SAM (Successive Approximation Model), Bloom’s Revised Taxonomy, and Gagne’s Nine Events of Instruction to develop directorate and battle staff cell specific training in response to training needs analysis results as noted in paragraph 2.1.1. Training mode (computer-based training, web-based, blended learning, instructor led training, etc.) will be determined in collaboration with both Government and Contractor subject matter experts (SMEs).
2.1.3. Training modules will adhere to Shareable Content Object Reference Model (SCORM) 1.2 standards and/or Experience API (xAPI) also known as Tin Can API, developed using commercially available eLearning authoring tool (Adobe Captivate, Articulate) and made available via the Commands’ LEARN LMS.
2.1.4. Contractor will develop training modules in response to emergent training needs as requested by Training and Education Representatives from the HQ directorates, subordinate/component commands, and JTFs. These training requests may be in preparation of established exercise schedules or as a component of a new niche capability requirement. Contractor will follow development requirements outlined in paragraphs 2.1.2 and 2.1.3 in response to these emergent training requests.
2.1.5. N&NC J72 will frequently receive requests from directorates, subordinate/component commands, and JTFs to convert existing Power Point presentations, PDFs into more structured training programs. Contractor will perform these conversions and will collaborate with SMEs to determine overall training objectives and necessity for review questions and tracking requirements. Conversion will be completed using eLearning authoring tool (Adobe Captivate, Articulate) and will be SCORM 1.2 and/or xAPI compliant.
2.1.6. Contractor shall ensure all developed and pre-existing mandatory annual training courses have an incorporated “test out” capability that permits learners to by-pass segments of the training modules (prescriptive learning) for which they can demonstrate existing competency.
2.1.7. Contractor shall work toward ensuring that learners will be able to accomplish all newly developed and pre-existing mandatory annual training courses via mobile devices.

2.2. SUBTASK 2: LEARNING MANAGEMENT SYSTEM (LMS) ADMINISTRATION
SUPPORT
2.2.1. Contactor shall administer the Commands’ LMS applications on Non-Secure Internet Protocol (NIPR) networks for personnel assigned to N&NC Directorates, Special Staff, Subordinate Commands, Service Components and NORAD Regions.
Maintain the mandatory annual training program and all directorate specific training:
Level 1 (General Training) IAW N&NC HOI 10-12 and Level 2 curriculums in the LMS (approximately 2 hours of job specific training maintained at the J4 directorate).
2.2.2. Contractor shall maintain a current listing of all N&NC training points-of-contact and LMS Training Managers (LMSTMs). Contractor shall prepare and deliver LMS application training to N&NC training managers on an annual or as required basis.
2.2.3. Contractor shall provide technical support to end users of the LMS program including password re-sets, training transcript updates, new account generation, and other services as required. Contractor will also conduct frequent liaison with N&NC J6 personnel and the LMS vendor to troubleshoot complications arising from LMS utilization including all data synchronization functions. Additionally, contractor will support all efforts to conduct periodic upgrades to the LMS as required by vendor (approximately two annually).
2.2.4. Contractor will produce automated and by request, training reports on a monthly or as required basis to include an annual report to the Chief of Staff detailing the annual course completion totals for the annual command core training program. Contractor will also administer student course evaluations and provide recommendations for course change improvements.
2.2.5. Administration of the LMS also includes the ability to maintain links to external courseware and websites not hosted on the commands’ internal LMS. Contractor will liaise with representatives from military colleges and universities for access to their curricula and libraries.
2.2.6. Contractor will coordinate with both Government SMEs and some Contracted SME’s annually to update and make appropriate changes to existing annual command core training courses.

4.1. HARDWARE AND SOFTWARE:
4.1.1. HARDWARE: All Automated Data Processing equipment (NIPR and SIPR email accounts, etc.) associated with the performance of this contract will be provided by the Government, unless otherwise directed and coordinated. Computers, printers, copiers, fax will be provided by the Contractor.
4.1.2. SOFTWARE: Contractor personnel shall provide their own software for the performance of this task order.
4.2. FACILITIES, SUPPLIES, SERVICES, AND INFORMATION:
4.2.1. FACILITIES, SUPPLIES, SERVICES: The Government will not furnish property for this requirement.
4.2.2. INFORMATION SOURCES: Government personnel will provide technical input, answer questions, review/approve completed work, and provide feedback regarding contractor efforts. COR will be the primary source of technical guidance for this contract.
4.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): Material and ODCs are not subject to profit but may include applicable indirect expenses. Contractor shall obtain advance Contracting Officer approval for ODCs in support of the task order. The CO for this contract and for administration further reserves the right to request additional supporting receipts and/or vouchers to verify any costs.
4.4. CONTRACTOR-FURNISHED RESOURCES: The primary place of performance is a remote location. This task order may be performed, in part, at contractor facilities.
The contractor personnel supporting all work for this PWS may be required to work in the Contractor’s. Conferences and meetings in support of the task order will take place via Microsoft Teams.
5.0. GENERAL INFORMATION
5.1. SECURITY. All personnel assigned to this task order must possess and maintain a SECRET United States Government security clearance prior to beginning work on this PWS. Contractor personnel shall not divulge any information about files, data, processing activities or functions, USERIDs, passwords or other information to anyone not authorized access to such information. Contractor personnel shall abide by all N&NC rules, procedures and standards of conduct.
5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES:
Access to Government facilities, documents, and systems shall be in accordance with DD Form 254, and Department of Defense Contract Security Classification Specifications.
5.2.1. Visitor Group Security Agreement (VGSA) is entered into by the Contractor and the N&NC Directorate in which the services are being performed and prescribes the specific actions to be taken by the Contractor's personnel and the Department of Defense to properly protect classified defense information involved in contractor performance for contracts being performed at N&NC.
5.3 TRAVEL: Travel is not required or anticipated as part of this scope of work.
5.3.1. Non-Contingency Travel: Travel away from the normal duty location shall be performed as approved by COR. Travel requirements will be to various locations in support of LMS Team development activities and will likely occur on a bi-annual basis.

5.4. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this contract are the property of the Government.
5.4.1. RECORDS MANAGEMENT: The Contractor shall comply with NNCI 33-194, Information Governance series instructions. In addition, the following requirements apply:
5.4.1.1. Contractor shall treat all deliverables under the contract as the property of the Government for which the Government shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest.
5.4.1.2. Contractor shall not use Government IT equipment and/or Government records to create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records.
5.4.1.3. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act.
5.4.1.3.1. The Contractor shall safeguard Personally Identifiable Information (PII) IAW the policies and procedures in AFI 33-332, Communications and Information, Air Force Privacy and Civil Liberties Program.
5.4.1.4. Contractor shall not create or maintain any records containing any Government records that are not specifically tied to or authorized by the contract.
5.4.1.5. The Government owns the rights to all data/records produced as part of this contract.
5.4.1.6. The Government owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the Government to use the data.
5.4.1.7. Contractor agrees to comply with Government records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission (e-mail, fax, etc.) or state of completion (draft, final, etc.).
5.4.1.8. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Government and its Contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Government records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Government or destroyed without regard to the provisions of the Government records schedules.
5.4.1.9. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (subcontractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any subcontractor) is required to abide by Government guidance for protecting sensitive and proprietary information.
5.5 PROPRIETARY DATA
5.5.1. The Contractor shall request Government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this contract.
5.5.2. The Contractor shall be provided access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.
5.5.3. During the contract period, all data pertaining to this contract shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.
5.5.4. The Government has unlimited rights to all deliverables developed under this contract. The Contractor shall not use any materials pertaining to this contract for business development or any other vendor strategic purposes.
5.5.5. Contractor personnel will be required to sign Government non-disclosure agreements prior to start of work.
5.6. HOURS OF WORK: N&NC core work hours are 0900-1500 Mountain Standard Time (MST), and most support will be required during those hours.
5.6.1 EMERGENCY CLOSURES: Contractors shall take all appropriate actions to notify their employees of closure/delayed reporting and make alternate work/schedule arrangements, if necessary. This applies to emergency situations only. Facilities will remain open for Contractor personnel during unscheduled Federal closures (e.g., National Day of Mourning) or other instances where Government employees are granted administrative leave in non-emergency situations.
5.7. PERIOD OF PERFORMANCE: The periods of performance for this task order are:

5.8. MANAGEMENT: The Contractor shall appoint a Project Manager who shall coordinate with COR to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of Contractor's employees. The Project Manager shall ensure the Contractor's employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise Contractors' employees to COR or contracting officer immediately. Contractor shall ensure its personnel do not perform any inherently governmental activities. Contractor shall ensure its personnel do not attempt to represent the Government of the United States or N&NC to any other person or entity, U.S. or foreign.
5.8.1. MONTHLY STATUS REPORT: The Contractor shall keep the Contracting Officer Representative (COR) informed of all activities via verbal communication and status reports. The reports shall include the status of resources, resolution of previously reported problems, summary of the preceding month’s accomplishments, new problems encountered (if any), plans for the following month, and the planned deliverables for the next month. Any changes in deliverable schedules for the original task plan will be noted. (CDRL 0007, 0009)
5.9. CONTINUATION OF ESSENTIAL CONTRACTOR SERVICES: The performance of these services are not considered to be mission essential during times of crisis IAW DFARS 252.237-7023. Should a crisis be declared impacting performance under this contract, the Contracting Officer may verbally advise the Contractor of the revised requirements, followed by a written notification. The Contracting Officer will further notify the Contractor verbally when the crisis has ended with written notification to follow.
6.0 CONTRACTOR MANPOWER ACCOUNTING REPORTING REQUIREMENT:
The Contractor shall report all contractor manpower required for the performance of this requirement. Contractor Manpower Reporting Application (CMRA) shall be reported on all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this requirement via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
6.1 CONTRACTOR TRAINING:
6.1.1. Contractor Training at Government expense is not authorized unless specifically authorized in the Performance Work Statement (PWS). Contractors are required (as defined in NNCHOI 10-12, N&NC Joint Training Program Execution) to attend mandatory training (LEARN LMS), N&NC 101, etc.) in order to support N&NC.
Contractors shall attend all training required for in-processing and shall maintain annual training requirements associated with work in support of HQ NORAD and HQ
USNORTHCOM.
6.1.2. IAW Department of Defense Instruction (DoDI) 2000.16, DoD Antiterrorism (AT) Standards, paragraph E3.18.6, a contractor with employees performing work on a DoD installation will meet DoD AT Level I training requirements. AT Level 1 awareness training is available through LMS.
6.1.3. DoD Information Assurance Awareness (IAA) Cyber Awareness. IAW DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, contractors with access to DoD Information Technology systems are required to receive and complete IA orientation awareness training before being granted access to these system(s) and annual IAA to retain access. All personnel must complete the DoD IAA Cyber Awareness Challenge training in LMS.
6.2 CONTRACTOR IDENTIFICATION: All Contractor personnel shall be required to wear identification badges to easily distinguish themselves from Government employees (Government issued identification that reflects Contractor status, etc.).
These badges must be conspicuously displayed at all times when working with Government personnel. Identification badges must be displayed above the waist at all times to allow for easy identification as a Contractor employee or authorized subcontractor performing work for the Contractor.
6.2.1. When conversing with Government personnel during business meetings, over the telephone or via electronic mail, Contractor personnel shall identify themselves as such to avoid any perception that they may be Government employees and to avoid situations arising where sensitive topics might be better discussed solely between Government employees.
6.2.2. Electronic mail signature blocks and business cards shall identify contractor/company affiliation. Documents or reports produced by Contractors shall be suitably marked as contractor products or contractor participation appropriately disclosed.
6.2.3. Contractor personnel occupying collocated space in a Government facility such as offices, separate rooms, or cubicles must be clearly identified with Contractor supplied signs, name plates or other identification, showing that these are work areas for Contractor or subcontractor personnel.
6.3 GOVERNMENT MORALE AND RECREATIONAL ACTIVITIES: There may also be occasions when N&NC support Contractors are invited to participate in morale and recreational activities (e.g., holiday parties, golf outings, sports day and other various social events). Under these circumstances, Contractor employees shall comply with individual company policy in accordance with company compensation system. Because the Government does not have an employer/employee relationship with Contractor employees, the Government is not authorized to grant administrative leave or expend Government resources to compensate Contractor employees for hours expended on activities not included in the PWS.
7.0 ICT ACCESSIBILITY REQUIREMENTS STATEMENT PER SECTION 508 OF THE
REHABILITATION ACT: Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities. Remediation of any materials that do not comply with the applicable Section 508 requirements as set forth below, shall be the responsibility of the Contractor.
Products, platforms and services delivered as part of this work statement that are ICT, or contain ICT, must conform to the Revised 508 Standards, which are located at 36 C.F.R. § 1194.1 & Apps. Applicable Functional Performance Criteria: All functional performance criteria apply when using an alternative design or technology that achieves substantially equivalent or greater accessibility and usability by individuals with disabilities, than would be provided by conformance to one or more of the requirements in Chapters 4-6 of the Revised 508 Standards, or when Chapters 4-6 do not address one or more functions of ICT.

7.1 Scope ICT that is procured, developed, maintained, or used by agencies shall conform to the Revised 508 Standards.
7.1.1 General. Electronic content
7.1.2 Public Facing Electronic content that is public facing shall conform to the accessibility requirements specified in 7.1.4.
7.1.3 Agency Official Communication Electronic content that is not public facing shall conform to the accessibility requirements specified in 7.1.4 when such content constitutes official business and is communicated by an agency through one or more of the following:
A. An emergency notification;
B. An initial or final decision adjudicating an administrative claim or proceeding;
C. An internal or external program or policy announcement;
D. A notice of benefits, program eligibility, employment opportunity, or personnel action;
E. A formal acknowledgement of receipt;
F. A survey questionnaire;
G. A template or form;
H. Educational or training materials; or I. Intranet content designed as a Web page.
7.1.4 Accessibility Standard (WCAG 2.0) - Electronic content shall conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (Incorporated by reference, see 702.10.1).
7.2 General. Where components of ICT are hardware and transmit information or have a user interface, such components shall conform to the requirements in Chapter 4.
7.3 General. Where components of ICT are software and transmit information or have a user interface, such components shall conform to the requirements in Chapter 5
7.3.1 Exception from 7.3 General: Software that is assistive technology and that supports the accessibility services of the platform shall not be required to conform to the requirements in Chapter 5.
7.4 WCAG Conformance User interface components, as well as the content of platforms and applications, shall conform to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1).
7.4.1 Exceptions from 7.4 WCAG Conformance:
-Software that is assistive technology and that supports the accessibility services of the platform shall not be required to conform to 7.4.
-Non-web software shall not be required to conform to the following four Success Criteria in WCAG 2.0: 2.4.1 Bypass Blocks; 2.4.5 Multiple Ways; 3.2.3 Consistent Navigation; and 3.2.4 Consistent Identification.
-Non-Web software shall not be required to conform to Conformance Requirement 3 Complete Processes in WCAG 2.0.
7.5 Complete Process for Non-Web Software Where non-Web software requires multiple steps to accomplish an activity, all software related to the activity to be accomplished shall conform to WCAG 2.0 as specified in 7.4.
7.6 General Where an agency provides support documentation or services for ICT, such documentation and services shall conform to the requirements in Chapter 6.
7.7 General
7.7.1 Scope. The requirements of Chapter 3 shall apply to ICT where required by 508 Chapter 2 (Scoping Requirements), 255 Chapter 2 (Scoping Requirements), and where otherwise referenced in any other chapter of the Revised 508 Standards or Revised 255 Guidelines.
7.8 Functional Performance Criteria
7.8.1 Without Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that does not require user vision.
7.8.2 With Limited Vision. Where a visual mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited vision.
7.8.3 Without Perception of Color. Where a visual mode of operation is provided, ICT shall provide at least one visual mode of operation that does not require user perception of color.
7.8.4 Without Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that does not require user hearing.
7.8.5 With Limited Hearing. Where an audible mode of operation is provided, ICT shall provide at least one mode of operation that enables users to make use of limited hearing.
7.8.6 Without Speech. Where speech is used for input, control, or operation, ICT shall provide at least one mode of operation that does not require user speech.
7.8.7 With Limited Manipulation. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that does not require fine motor control or simultaneous manual operations.
7.8.8 With Limited Reach and Strength. Where a manual mode of operation is provided, ICT shall provide at least one mode of operation that is operable with limited reach and limited strength.
7.8.9 With Limited Language, Cognitive, and Learning Abilities. ICT shall provide features making its use by individuals with limited cognitive, language, and learning abilities simpler and easier.
7.9 Platform Accessibility Features. Platforms and platform software shall conform to the requirements in ANSI/HFES 200.2, Human Factors Engineering of Software User Interfaces — Part 2: Accessibility (2008) (incorporated by reference, see 702.4.1) listed below:
A. Section 9.3.3 Enable sequential entry of multiple (chorded) keystrokes;
B. Section 9.3.4 Provide adjustment of delay before key acceptance;
C. Section 9.3.5 Provide adjustment of same-key double-strike acceptance;
D. Section 10.6.7 Allow users to choose visual alternative for audio output;
E. Section 10.6.8 Synchronize audio equivalents for visual events;
F. Section 10.6.9 Provide speech output services; and G. Section 10.7.1 Display any captions provided.
7.10 General Applications shall conform.
7.11 User Preferences Applications shall permit user preferences from platform settings for color, contrast, font type, font size, and focus cursor.
7.11.1 Exception from 7.11 User Preferences: Applications that are designed to be isolated from their underlying platform software, including Web applications, shall not be required to conform to 7.11.
7.12 Alternative User Interfaces. Where an application provides an alternative user interface that functions as assistive technology, the application shall use platform and other industry standard accessibility services.
7.13 User Controls for Captions and Audio Description Where ICT displays video with synchronized audio, ICT shall provide user controls for closed captions and audio descriptions conform.
7.13.1 Caption Controls Where user controls are provided for volume adjustment, ICT shall provide user controls for the selection of captions at the same menu level as the user controls for volume or program selection.
7.13.2 Audio Description Controls. Where user controls are provided for program selection, ICT shall provide user controls for the selection of audio descriptions at the same menu level as the user controls for volume or program selection.
7.14 General. Where an application is an authoring tool, the application shall conform to the extent that information required for accessibility is supported by the destination format.
7.14.1 Content Creation or Editing Authoring tools shall provide a mode of operation to create or edit content that conforms to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1) for all supported features and, as applicable, to file formats supported by the authoring tool.
Authoring tools shall permit authors the option of overriding information required for accessibility.
7.14.2 Preservation of Information Provided for Accessibility in Format Conversion.
Authoring tools shall, when converting content from one format to another or saving content in multiple formats, preserve the information required for accessibility to the extent that the information is supported by the destination format.
7.14.3 PDF Export. Authoring tools capable of exporting PDF files that conform to ISO 32000-1:2008 (PDF 1.7) shall also be capable of exporting PDF files that conform to ANSI/AIIM/ISO 14289-1:2016 (PDF/UA-1) (incorporated by reference, see 702.3.1).
7.14.4 Prompts. Authoring tools shall provide a mode of operation that prompts authors to create content that conforms to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1) for supported features and, as applicable, to file formats supported by the authoring tool.
7.14.5 Templates. Where templates are provided, templates allowing content creation that conforms to Level A and Level AA Success Criteria and Conformance Requirements in WCAG 2.0 (incorporated by reference, see 702.10.1) shall be provided for a range of template uses for supported features and, as applicable, to file formats supported by the authoring tool.
7.15 General. Documentation that supports the use of ICT shall conform.
7.15.1 General. ICT support services including, but not limited to, help desks, call centers, training services, and automated self-service technical support, shall conform.
7.15.2 Information on Accessibility and Compatibility Features. ICT support services shall include information on the accessibility and compatibility features.
7.15.3 Accommodation of Communication Needs. Support services shall be provided directly to the user or through a referral to a point of contact. Such ICT support services shall accommodate the communication needs of individuals with disabilities.
APPENDIX A - PUBLICATIONS
Publications, forms, memorandums, and policy letters that apply to the TO are listed below. The Contractor can access unclassified forms and publications on the Internet at: http://www.e-publishing.af.mil/ and the Joint Travel Regulation (JTR) website at http://www.defensetravel.dod.mil/site/travelreg.cfm.
The publications listed in this section are generally referenced in the PWS. The Directive/Guidance (D/G) column indicates the extent of Contractor compliance with the publication that is prescribed by the PWS. A “D” in the column means the publication is a “directive publication,” that requires mandatory compliance by the Contractor. A “G” in the column means the publication is a “guidance publication.”
These publications provide guidance for the Contractor to perform particular tasks or operations in a manner compatible with Air Force procedures. However, the Contractor is required to comply with the intent of the publication. Additionally, any procedures developed by the Contractor shall be compatible with the intent of the “G” publications. *D/G stands for Directive and/or Guidance
Regardless of the date listed for the publications below, the Contractor is responsible for complying with or utilizing the latest versions of the publications listed, throughout the life of the TO.
