About this file
This Statement of Work (SOW) outlines requirements for upgrading the Intrusion Detection System (IDS) in Building 2025, Rooms 160 and 163, at Peterson Space Force Base, Colorado, effective July 17, 2026. The project encompasses two distinct objectives: Room 160 requires installation of a fully compliant and functional IDS to meet accreditation standards for open storage of classified information, while Room 163 requires updating and installing an Intrusion Detection and Monitoring system to support conversion into a Closed Area/Integrated Commercial Area (CPA/ICA). The contractor must provide comprehensive design, installation, programming, configuration, and testing services for both rooms.
All work must comply with Intelligence Community Directive (ICD) 705, Intelligence Community Standard (ICS) 705, DoD Manual 5200.01 Volume 3, Underwriters Laboratories (UL) 2050, CISF specifications and design drawings, Peterson SFB Facility Installation Standards, NFPA codes (2014 Edition), and Uniform Mechanical Code (2014 Edition). Room 160 requires installation of AMAG Symmetry platform controllers, magnetic door switches, dual-technology motion sensors, arm/disarm keypads, power supplies with minimum 24-hour UPS backup, network switches, media converters, optical fiber cabling, and line supervision components. Room 163 modifications include installation of an additional AMAG Javelin arm/disarm reader, local 120V power supply, dedicated electrical conduit runs, and replacement of existing daisy-chained switches with a new dedicated network switch in Room 120. All alarm conditions must immediately report to Peterson SFB's 21st Security Forces Squadron monitored 24/7, with fully supervised and encrypted data communications. Work must occur during 0730–1600 hours, Monday through Friday, with daily site cleanup required. Contractor deliverables include a project plan requiring government approval, comprehensive accreditation documentation with as-built drawings and equipment lists, functional test results, and a one-year warranty. Final acceptance is contingent upon successful joint inspection and testing witnessed by the government security representative, verification of alarm reporting to 21 SFS, and formal accreditation by the Site Accrediting Official (SAO).

SCOPE OF WORK
1. General
This scope of work outlines the requirements for upgrading the existing Intrusion Detection
System (IDS) in Building 2025, Rooms 160 and 163, on Peterson SFB. This system is a critical component required to meet accreditation standards for the open storage of classified information.
• Room 160 Project Objective: Install a fully compliant and functional IDS to meet accreditation standards for the open storage of classified information.
• Room 163 Project Objective: Update and install an Intrusion Detection and Monitoring system pursuant to converting Room 163 into a Closed Area / Integrated Commercial
Area (CPA/ICA).
The contractor shall provide a comprehensive solution encompassing the design, installation, programming, configuration, and testing of a new Intrusion Detection System (IDS) for each room.
2. Governing Directives and Compliance
All work shall be performed in strict accordance with the latest versions of the following standards:
• Intelligence Community Directive (ICD) 705 and Intelligence Community Standard
(ICS) 705 (Physical Security Standards for Scifs/Secure Areas).
• DoD Manual 5200.01, Volume 3, "DoD Information Security Program: Protection of
Classified Information"
• Underwriters Laboratories (UL) 2050, "Standard for National Industrial Security
Systems".
• CISF Site Specifications No. DACA45-92-B-0048 (March 1992).
• CISF Design Drawings No. DACA45-92-B-0048 (April 1992).
• Peterson SFB Facility Installation Standards (FIS) (dated 25 February 2005).
• National Fire Protection Association (NFPA) Codes and Standards (2014 Edition).
• Uniform Mechanical Code (UMC) (2014 Edition).
• All applicable Peterson SFB and U.S. Space Force installation and security standards.
3. Project Description
3.1 System Platform and Integration
The new IDS shall be built upon the AMAG Symmetry platform. The contractor must ensure the new system is fully integrated with the room's existing Access Control System (ACS) so that all functionalities, including "door ajar" alarms, operate seamlessly alongside the new IDS.
3.2 Demolition Requirements
• Room 160: No demolition required.
• Room 163: No structural demolition or changes required. Electrical, communication, security, HVAC, and fire protection layouts will remain intact except for the specific security modifications detailed in this SOW. Daily cleanup of all work areas and immediate trash removal is mandatory.
4. Room 160 Technical Requirements
The contractor shall install a new, UL 2050-compliant IDS integrated with the room's existing
Access Control System (ACS) to maintain active "door ajar" alarm and access control functionalities.
4.1 Room 160 Core System Components
• System Controllers & Boards:
o AMAG Symmetry M2150 Controller Boards:
▪ One (1) M2150-DBU-DL-HSE (0-controller board)
▪ One (1) M2150-4DC-DL-HSE (4-controller board)
▪ One (1) M2150-AC8/4 AUX 8-out/4-in Symmetry Board o One (1) MN-NIC5-ENC Network Interface Card o One (1) MN-CAB3A Enclosure to house and secure the system controllers
• Door Protection:
o One (1) High-security, triple-balanced magnetic Balanced Magnetic Switch
(BMS) (Magnasphere HSS-L2D-000 or equivalent) installed on the main entry door to monitor unauthorized access.
• Motion Detection:
o One (1) Dual-technology ceiling-mount PIR motion sensor (Optex SX-360Z or equivalent) to provide complete, overlapping coverage of the space. The proposed layout must be approved by the government security representative prior to installation.
• System Disarm/Arming State Control:
o One (1) AMAG 880-KP Javelin Arm/Disarm keypad reader to manage the local state of the IDS.
o One (1) License Add-on Symmetry ENT 8 Reader (ENT-LIC-008-V9) and one
(1) Intrusion Management License Add-on (Intrusion-PNL-01-V9-E).
• Power and Infrastructure:
o One (1) Altronix AL600ULXB power supply.
o An Uninterruptible Power Supply (UPS) capable of providing a minimum of 24 hours of backup power in the event of primary power failure.
