About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation FA251726QA012, which concerns the design, fabrication, transportation, and installation of a U.S. Northern Command Pentagon display in a corridor at the Pentagon's second floor.
The contract is classified as a service contract under NAICS 541430 (Graphic Design Services). The display will measure approximately 12 feet 6 inches wide by 60 inches high by 3 inches deep, featuring 3D acrylic letters stating "U.S. Northern Command" mounted to a background image with aluminum extrusion perimeter framing. Key requirements include compliance with Pentagon Corridor Committee and Fire Marshal material and safety specifications, use of high-quality durable materials suitable for a professional office environment, and completion of installation within 30 days of fabrication. The government confirmed it will not restrict design submissions and encourages contractor creativity. The government will provide the underlying concept and work collaboratively on design elements and imagery. The government accepted proposals for interchangeable graphic-panel systems, various graphic material options (fabric-based, rigid-panel, magnetic-panel, museum-grade systems), and reserved concealed space for future technology insertion, provided the initial display remains fully compliant with current specifications. However, the government declined optional sustainment CLINs for graphic refresh services, annual content updates, historical content updates, and preventive maintenance. The government confirmed that prime contractors may utilize subcontractors, provided overall contract performance remains the contractor's responsibility. Lighting is not required. Final display dimensions will be based on the contractor's design submission, and site visits are available as needed.

SOW Ref. Vendor Questions Customer/Government Response
N/A Would it be possible to schedule a site visit to view the existing Combatant Command displays
Yes.
Display Architecture &
Structural Frame
(SOW 3.1, 3.2)
“The display should be based on specifications developed in the installation of a similar display in this corridor ... 3D acrylic letters ... mounted to the background image.”
Would the Government consider a display architecture that maintains the required visual appearance of existing Combatant Command displays while allowing future graphic updates without replacement of the primary structural frame?
Yes.
Anticipated Content Updates /
Lifecycle (SOW 3.1; 6.0)
“The Government will provide the underlying concept for the display, and work with the contractor to develop specific design elements, and imagery as appropriate.”
Does the Government anticipate periodic updates to imagery, command priorities, historical milestones, leadership messaging, or operational themes during the anticipated life of the display?
(a) If so, should offerors identify options that facilitate future content refreshes?
Yes and yes.
Lifecycle Maintainability as a Government Benefit (SOW 3.2)
“Materials shall be of high quality, durable, and suitable for a professional office environment.”
Is lifecycle maintainability and ease of future content updates considered a benefit to the Government, provided the display maintains the visual appearance required by the SOW?
Yes
Interchangeable Graphic-Panel Systems (SOW
3.1, 3.2)
“Printed graphic panels ... A metal-framed display case with standoff graphics and object mounts.”
For the printed graphic panel requirement, would the Government accept interchangeable graphic-panel systems that allow future replacement of imagery while maintaining the same overall appearance and footprint?
Yes
Acceptable Graphic-Panel
Material Systems
(SOW 3.2)
“The display shall comply with all material and safety requirements specified by the Pentagon’s Corridor Committee and Fire Marshal.”
Would the Government consider fabric-based, rigid-panel, magnetic-panel, or other museum-grade graphic systems, provided they meet Pentagon Corridor Committee and Fire Marshal requirements?
Yes
Future Technology
Pathways (SOW
3.3 –
Backlighting)
“... wiring for electrical components (backlighting, if approved) The SOW references optional backlighting. Would the Government be interested in identifying future technology pathways that could support periodic content updates without requiring structural modifications to the display?
Yes. Power source for any lightting wil be unikely, so backlighting is not required.
Reserved Space for Future
Technology Insertion (SOW
3.1, 3.2)
“Structure (Approximate Dimensions) 12’6” w x 60” h x 3” d ...
Aluminum extrusion perimeter framing.”
Would the Government object to a display design that reserves concealed space within the frame for future technology insertion, while delivering the initial display fully compliant with the current SOW?
Yes
Optional Sustainment
CLINs (Synopsis, Table 1)
“Design, detail, produce structure and graphics, transport and install one Northern Command Pentagon display ...”
Would the Government find value in optional CLINs for:
(a) Graphic refresh services;
(b) Annual content updates;
(c) Historical content updates;
(d) Preventive maintenance?
No
Post-Installation Support Options
(SOW 6.0; 8.0)
“Completed Installation: 30 days after fabrication.”
Should offerors identify post-installation support options that would enable future updates while preserving the approved structure?
Yes, if it does not delay work on the dispay.
N/A
For Solicitation FA251726QA012, can you please clarify whether this requirement is being treated primarily as a service contract under NAICS 541430 (Graphic Design Services), or as a supply/manufacturing requirement with some installation services?
Yes this is a service
N/A
Can the Government confirm whether offerors may utilize subcontractors for portions of the design, fabrication, transportation, and installation requirements described in the Statement of Work, provided the prime contractor remains responsible for overall contract performance and management?
We have no objection.
Will the full 12.5’ x 5’ be a single opening or will there be segmented areas as shown in the sample pictures?
The gov't won't restrict design submissions, just provide your best effort.
Does the extruded aluminum need to look exactly like the pictures shown? It should have a similar, but not necessarily identical appearance.
If we hire local labor to assist with the installation, does that need to be union labor?
No service labor act is under SAT.
Since this is on the 2nd floor, is there a large freight elevator to possibly move 12’ pieces into the hallway?
Yes
Without a design in place, we can only guess what the build will entail. If the customer changes the design during the process, will there be the ability to issue a change order?
Please refer to paragraph 6.0 on SOW attached in the solicitation
Do they already have the artwork/content? TBD
How many revisions are expected? TBD
Is it exactly one display at 12'-6" × 5'? The final dimensions will be based on the design submitted. A site visit is recommended.
Are there any artifact cases or mounted objects? No
Is lighting required? No
How many Pentagon site visits are expected? As many as needed
3D acrylic letters stating "U.S. Northern Command" mounted to the background image.
| 1. | What are the dimensions of the letters? |
| 2. | What do they mean by “ mounted to the background image? |
| 3. | Recommended mounted over display |
Final design parameters can be reviewed by the USNORTHCOM Public Affairs team, but creativity on the part f the conractor is appreciated.
