About this file
This document is a Request for Information (RFI) for the Polaris Discovery Program Solicitation, associated with Solicitation Number FA251725Q0066 issued by the Department of the Air Force Space Command. The RFI seeks clarification on various aspects of a training program, specifically focusing on computer training services for active duty and government civilian personnel. Key requirements include live virtual training with optional self-paced courses, covering certifications like CompTIA and ITIL, with a preference for interactive and engaging learning formats.
The solicitation is a small business set-aside for computer training services (NAICS code 611420) with a $16 million size standard. The training program will be deployed on Peterson Space Force Base in Colorado, with vendors expected to provide access credentials within 72 hours of award and bi-weekly reports on course completions and enrollments. The government requires flexible training delivery, including live virtual classes and on-demand options, with specific needs around course accessibility, certification pathways, and network environment compatibility. Contractors are explicitly excluded from program access, with the training intended solely for government employees.

Polaris Discovery Program Solicitation RFI #1:
1. Could the government please clarify what constitutes an ‘equal’ to the Polaris Discovery Program in terms of functional capabilities and learning outcomes? Are specific product features (e.g., adaptive assessments, cross-domain compatibility) weighted more heavily in the evaluation? We are looking for a variety of live virtual trainings with an option for some on demand self-paced learning as well.
2. The delivery schedule mentions items are due 15 days ARO (After Receipt of Order). Will the government consider a staggered delivery schedule for any components that require configuration or onboarding? Unsure of the process and what it entails to create accts, but does it typically take longer than 2 weeks to get the members signed up with a subscription. We are looking to be able to log on once subscriptions are active and take any courses within the platform and/or sign up for future live virtual courses. Maybe they can clarify if this did not answer their question?
3. Will the Government require the solution to be accessible through a DoD network environment, and if so, is there a requirement for IL4/IL5 hosting or compliance with DoDIN APL? We would need to access it through the AF DoD network and/or commercial but there is no requirement for the second part. That would only be if the vender is trying to install servers/hardware and that is not what we are looking for.
4. Does the Government require that all proposed courses be delivered live (instructor-led), or will self-paced/on-demand options be considered for equivalency if they include interactive components and support? Self-paced and on demand is acceptable, live virtual is just preferred for engagement.
5. Can vendors provide a list of bundled course titles where multiple certifications (e.g., CompTIA Security+ and CySA+) are included in a single training pathway to meet multiple requirements? If the vendor would like to.
6. The delivery requirement states 72 hours after award. Is that for access credentials to be provided, or for actual course sessions to begin? I don’t know where this requirement came from. But I would say for access credentials to be provided, but once that is provided we would expect to be able to log on sign up for future courses.
7. Do you prefer self-paced online training or live virtual classes? Live virtual with the option for on demand self-paced courses as well.
8. Do you need any reports on how the training is used, who completes it, or who gets certified? We need bi-weekly reports showing completions, future enrollments, and “no shows.”
9. Are there specific certifications (like CySA+, Network+, ITIL) that must be included to meet your needs? CompTia Prep courses, ITIL,
10. Will only government employees use the training, or will contractors need access too? This will be for active duty and government civilians, no contractors.
11. Are you only interested in Live on-line Training, or do you want asynchronous virtual training as well? We would appreciate having both options
12. Would you like any in-person training? No, we do not.
