x. FAR 52.212-2, Evaluation Criteria – Commercial Items (Oct 2014).

a. The Government will award a firm fixed-priced contract, on a competitive basis, resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation and will be the most advantageous to the Government, price and other factors considered.

The Government will award to the lowest priced offeror that is determined to be technically acceptable. The following factors shall be used to evaluate offers:

b. Factor 1 - Technical Acceptability:

i. Technical Acceptability will be based on the below subfactors. All subfactors must be rated acceptable to be considered for award. Proposals that receive an unacceptable rating for either of the subfactors may not be considered for award.

a. Subfactor 1: The offeror shall provide proof of current Storage Management

Office (SMO) certification. SMO certification must remain current throughout the life of the contract.

The following documents shall be submitted to demonstrate proof of SMO

Certification. ONLY the following documents shall constitute as SMO

Certification for this requirement:

1. Approved DD Form 1811 (Pre-Award Survey of Contractor’s/Carrier’s

Facilities and Equipment).

2. The most current DD Form 1812 (Warehouse Inspection Report) Must have been inspected within the last 18 months – cannot be in SMO “non-use” status.

b. Subfactor 2: The offeror shall provide an approach to demonstrate how its equipment, personnel, and facilities will allow them to meet the stated minimum daily requirements of the PWS paragraph 3.

ii. Proposals that do not meet all stated requirements of the solicitation may be considered non-compliant and may not be considered for award.

iii. Factor 2 - Price:

a. The quoted price for the base period and option periods will be evaluated in order to determine if the total evaluated price is reasonable in accordance with FAR

15.404-1(b). Pricing for technically unacceptable proposals will not be evaluated.

Offerors shall complete the pricing worksheet (Addendum B).

iv. Award Process.

a. First, the Government will order the proposals from lowest price to highest price, in order to establish an Initial Total Evaluated Price (I-TEP). The I-TEP will be calculated as the sum of the contractor’s prices submitted for the base period, all option periods and all optional CLINs. Next, the Government will evaluate the technical volume on an acceptable or unacceptable basis, starting with the proposals with the lowest I-TEP. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore not awardable. If the proposal with the lowest I-TEP is determined technically acceptable, the

Government will evaluate the contractor’s price, to include all options, for price completeness and reasonableness, as described above. If the lowest priced proposal is technically acceptable and the TEP is complete and reasonable, this contractor’s proposal represents the best value to the Government and award will be made to that contractor. If the lowest priced proposal is not technically acceptable, the Government will consider the correction potential and may or may not enter into interchanges with that contractor. If the Government deems a proposal not easily correctable, or if at any time it becomes other than the lowest priced proposal, the next lowest priced proposal will be evaluated for technical acceptability, followed by an analysis of their TEP to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government, The evaluation process will continue until reaching a technically acceptable proposal with a TEP that is lowest priced, reasonable and complete, or until all proposals are evaluated.
