About this file
This document is a request for quotes (RFQ) from the Department of the Air Force Space Command for category 6 (CAT-6) premise wiring installations at Peterson Space Force Base in Colorado. The project involves three distinct inside plant projects to remove existing CAT-3 and CAT-5 wiring and install new CAT-6 wiring in multiple buildings according to performance work statements. Quotes are due by September 13, 2021 with an estimated period of performance of three months starting in September 2021. This requirement is set aside for service-disabled veteran-owned small businesses. The RFQ includes labor and materials line items priced at firm-fixed prices. Technical quotes will be evaluated on the offeror's approach to engineering, furnishing, installing, and testing premise wiring. The contract will be awarded to the lowest priced technically acceptable offeror.

ix. Addendum to: Provision at FAR 52.212-2, Evaluation – Commercial Items (Oct 2014).
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1 – Technical Acceptability: The technical evaluation team will evaluate Sub-Factor 1 contained in Volume I – Factor 1, Technical Capability, and rate it as either “Unacceptable” or
“Acceptable”. An “Acceptable” rating is required to be considered for award. An “Unacceptable” rating may render the entire quote unacceptable and therefore, un-awardable. The response will be evaluated as such:
Sub-Factor 1: To be rated “Acceptable”: ‘Volume I – Factor 1, Technical Capability’ must contain a response that details the approach required to EFI&T a complete CAT-6 premise wiring project. The evaluation team must be able to identify that a complete end-to-end, functional and feasible approach has been developed with a sequenced rollout of steps. An
“Acceptable” response must include a flowchart. An “Acceptable” response must include how the offeror will complete the project.
Factor 2 – Price: Price will be evaluated based upon the total contract value in order to determine if the quoted price is fair and reasonable in accordance with FAR 13.106-3.
b. Evaluation Process: Quotes will be ordered from lowest to highest price. The Government will evaluate the two lowest priced quotes for Factor 1 – Technical Acceptability. If both lowest priced
Page | 5 quotes are technically acceptable, then the evaluation will stop and the Government will award to the lowest priced quote. If either, or both, of the two lowest priced quotes are not technically acceptable, the Government will evaluate the next lowest priced quote for technical acceptability.
This process will continue until there are two technically acceptable quotes. The Government will then award to the lowest priced, technically acceptable offeror.
x. Offerors are advised to include a completed copy of the provision at FAR 52.212-3 (Oct 2018), Offeror Representations and Certifications – Commercial Items, with their offer.
xi. Clause 52.212-4, Contract Terms and Conditions – Commercial Items (Oct 2018), applies to this acquisition
