PERFORMANCE WORK STATEMENT (PWS)

BUILDING 1

150 VANDENBERG STREET

PETERSON AFB, CO 80914

04 June 2021

BUILDING 1 DRINKING FOUNTAIN REPLACEMENTS

Project Description: This is a non-personal services contract to remove and replace fourteen (14) existing drinking fountains located throughout fourteen (14) areas of Building 1, 150 Vandenberg Street, Peterson Air Force Base

(AFB), Colorado Springs, Colorado 80914-4020.

SCOPE OF WORK

1.1. General Requirements. The Contractor is required to follow the requirements set forth in this PWS, any associated drawings, and all current, applicable codes and regulations for buildings on federal property. The

Contractor shall pay special attention to the Peterson AFB Installation Facilities Standards. Any deviation shall be approved by the Contracting Officer prior to implementation. The work area shall be kept clean, safe, and free of clutter at all times. The Contractor will provide continuous cleanup of affected areas and protection for all adjacent real property assets throughout this project. The Contractor will dispose of all waste generated by this project in accordance with all applicable federal, state and local regulations. The Contractor is responsible to verify site conditions, measurements, and materials needed to complete the removal and install prior to submitting a quote.

1.2. Period of Performance. 90 days from date of award.

1.3. Project Specifics.

1.3.1. The Contractor will remove and dispose of all existing drinking fountains and provide and install new drinking fountains as specified in sections 1.3.1.1. and 1.3.1.2. below:

1.3.1.1. Remove and dispose of thirteen (13) double fountains shown in Appendix 1 and provide and install thirteen (13) new fountains with the following salient characteristics:

Bi-level, ADA-compliant, wall-mounted, filtered, refrigerated, energy and water savings, antimicrobial protection, light gray, electronic bottle filler, 120V-277V compatible, certified to UL 399 and CAN/CSA C22.2 No. 120, lead-free design certified to NSF/ANSI

61 & 372, meets Federal and State low-lead requirements.

1.3.1.2. Remove and dispose of one (1) single-level fountain shown in Appendix 2 and provide and install one (1) new fountain with the following salient characteristics:

Single-level, ADA-compliant, wall-mounted, filtered, refrigerated, light gray, energy and water savings, antimicrobial protection, electronic bottle filler, 120V-277V compatible, certified to UL 399 and CAN/CSA C22.2 No. 120, lead-free design certified to NSF/ANSI

61 & 372, meets Federal and State low-lead requirements.

1.3.2. The Contractor will retrofit and/or reinstall any or all corrugated metal and stainless steel sheeting on the walls surrounding the thirteen (13) newly installed double fountains to match what is currently installed. The

Contractor will return the wall around the newly installed single-level fountain to its original condition (sheetrock and paint) or install stainless steel sheeting, depending on site condition.

1.3.3. Installation of conduit and wiring for electrical connections may be required. Any newly installed outlets shall be ground fault circuit interrupter (GFCI) outlets.

1.3.4. Use existing plumbing with new installation of drain piping leading from water fountains as needed.

1.4. Other Requirements. The Contractor(s) will be responsible for performing duties beginning no earlier than

7:00 AM and ending no later than 4:00 PM Mountain Standard Time, Monday through Friday, with the exception of

Federal holidays. Contractors will be issued temporary “T” badges with unescorted access daily. Contractor(s) are only authorized to transit to the immediate work area of the water fountain stations. They may, however, use the

Building 1 Club-One Cafeteria, Break-Time Snacks Store and vending machines. Additionally, no electronic devices

(such as cell phones, Fitbit/smartwatches, cameras, pagers, etc.) are authorized in Building 1.
