PERFORMANCE WORK STATEMENT

FOR

NORAD-USNORTHCOM/J7 JOINT TRAINING PROGRAM SUPPORT (JTPS) SUPPORT TO NORAD AND USNORTHCOM

Revision: 6 November 2018

1.0. DESCRIPTION OF SERVICES: Advisory and Assistance (A&AS) Services support for HQ NORAD and USNORTHCOM (N&NC) on the policy, plans, procedures, actions, and milestones necessary for efficient conduct of joint training, implementation of the Joint Lessons Learned Program, and advice on the four Phases of the Chairman of the Joint Chiefs of Staff (CJCS) Joint Training System (JTS): Requirements, Plans, Execution, and Assessment. Provide non-personal services in support of N&NC/J7 joint training missions to include technical expertise to the Joint Lessons Learned Program’s program of record, the Joint Lessons Learned Information Systems (JLLIS), the four Phases of the CJCS JTS ( Requirements, Plans, Execution, and Assessment); and development and execution of a comprehensive, organization-wide joint training program.

1.1. ORGANIZATION BEING SUPPORTED:HQ N&NC/J7

1.2. MISSION: N&NC/J7 is the office of primary responsibility (OPR) for planning and executing joint training, exercises, and individual instruction programs to ensure N&NC are prepared to accomplish their missions to deter, prevent, and defeat threats and aggression within their respective Area of Operations (AOO) and Area of Responsibility (AOR).

2.0. SPECIFIC REQUIREMENTS

2.1. SUBTASK 1: JOINT TRAINING SYSTEM AND JOINT LESSONS LEARNED PROGRAM SUPPORT

2.1.1. Background: The Contractor shall provide support on the policy, plans, procedures, actions, and milestones necessary for efficient conduct of joint training. The Contractor shall provide expert advice to the Commander/director on the four (4) Phases of the CJCS JTS: Requirements, Plans, Execution, and Assessment. The Contractor shall have a working knowledge of the Joint Training System and the organizational operating procedures as well as familiarity with policies, plans, and procedures defined in reference documents.

2.1.2. The Contractor shall provide the collection and management of Training Proficiency Observations (TPOs) and Training Proficiency Evaluations (TPEs).

2.1.3. The Contractor shall review and propose draft Training Proficiency Assessments (TPAs) and Mission Training Assessments (MTAs) for the Commander’s/Director’s assessment.

2.1.4. The Contractor shall operate and utilize the Joint Training Information Management System (JTIMS) during the four (4) phases of the JTS, to include training Command personnel on the use of JTIMS.

2.1.5. The Contractor shall document and catalogue lessons learned in support of operations and Joint training events and exercises.

2.1.6. The Contractor shall develop draft schedules, briefings, and lessons learned program integration to support the Commands’ Corrective Action Program based on Joint Staff guidance.

2.1.7. The Contractor shall update observations and other pertinent data from operations, training events, and exercises during the contract Period of Performance, from the Corrective Action Program meeting(s).

2.1.8. The Contractor shall provide pre-event reports for known major exercises/events (i.e. VIGILANT SHIELD/ARDENT SENTRY and established NSSEs) and significant seasonal operations (hurricanes, floods, wildfires, etc.) synopsizing previous actions captured in JLLIS, after action reports, and other relevant sources one (1) month prior to concept development conferences/meetings for exercises, and two (2) months prior to seasonal events. The timings for these events are based on the notional dates contained within the Joint Exercise Life-Cycle calendar.

2.2. SUBTASK 2: JOINT TRAINING, EDUCATION, AND EXERCISE FACILITATION

2.2.1. The Contractor shall support the commander/director in the establishment, revision, and execution of a comprehensive, organization-wide Joint training program.

2.2.2. The Contractor shall provide expertise on the policy, plans, procedures, actions, and milestones necessary for efficient planning, development, execution, engagement, and evaluation in support of the Commands individual and staff training in order to improve the Commands readiness posture.

2.2.3. The Contractor shall plan, coordinate and execute training events to include: coordinating attendance, facilities, training materials and discussion questions, conduct registration and attendee check-in and provide discussion results to the COR.

2.2.4. The Contractor shall plan, conduct, and execute the 4.5 day Command Indoctrination Course on a monthly basis to orient new personnel to N&NC mission sets and general business practices, to include GO/FO/SES indoctrination. Program administration requires advertisement/registration, LMS coordination, schedule SME instructors, coordinate senior officer participation, develop course books, align computer and IT support, evaluate and distribute critiques, send follow-up surveys to former students, annually review course content and respond to change recommendations.

2.2.5 The Contractor shall provide support in the development of the Commands’ Continuum of Learning Capability. Implement the Joint Staff Continuum of Learning blended training methodology across the N&NC Headquarters to include development of function specific academic training and follow on training objectives. Liaise with LMS team to develop required academic courseware not currently available in N&NC or JKO catalogue.

2.2.6 The Contractor shall assist in the planning and execution of the Commands’ Academic Outreach program as follows: Provide input to the Command directed working group chartered to establish education partnerships and engage civilian and service colleges/ universities for research of identified N&NC specific gaps and seams and provide subject matter expertise to institutions hosting HLS/HLD curricula.

2.2.7. The Contractor shall provide recommendations on the development of a Joint Training Schedule to the COR.

2.2.8. The Contractor shall review subordinate Joint Training Plans and Schedules for alignment with HQ NORAD-USNORTHCOM (HQ N&NC) plans and schedules and provide recommendations for adjustments to the COR.

3.0 SERVICE SUMMARY

· Contractor provides accurate technical and analytical advice, guidance and products (i.e. CDRLs) within the specified schedule identified in individual task orders. Contractor receives no more than one customer complaint/ Performance Assessment Report (PAR) per year for each task order.

· Contractor successfully resolves any customer complaint within 10 calendar days of receipt or less time as specified in the task order.

(SS-2) Provide timely response to time-sensitive requirements, including short notice requirements, real world and crisis event surge support, training support and a large number of requirements in a short period.

4.0. GOVERNMENT-FURNISHED RESOURCES AND SERVICES.

4.1. GOVERNMENT-FURNISHED RESOURCES.

4.1.1. HARDWARE: All Automated Data Processing equipment (computers, printers, copiers, fax, NIPRNet, SIPRNet, and NORAD Enterprise Network (NEN) email accounts, etc.) associated with the performance of this contract in Government facilities will be provided by the Government, unless otherwise directed and coordinated.

4.1.2. SOFTWARE: All software associated with the performance of this contract in Government facilities will be provided by the Government. Contractor-site personnel shall provide their own software for the performance of this task order.

4.2. GOVERNMENT FURNISHED RESOURCES.

4.2.1. FACILITIES, SUPPLIES, AND SERVICES: N&NC /J7 will furnish workspace for up to nine (9) personnel (up to five for subtask 1 and up to four for subtask 2) in Buildings 2 and 1470 on Peterson AFB for a maximum of nine (9) total personnel including desk space, chairs, computers connected to NIPRNet, SIPRNet , and NEN, and use of telephones, copier, and fax machines.

4.2.2. INFORMATION SOURCES: Government personnel will provide technical input, answer questions, review/accept completed work, and provide feedback regarding contractor efforts. COR will be the primary source of technical guidance for this contract.

4.2.3. GOVERNMENT-FURNISHED INFORMATION: Copies of reference materials not available on the web will be provided to the contractor.

4.3. MATERIALS AND OTHER DIRECT COSTS (ODCs): Material and ODCs are not subject to profit, but may include applicable indirect expenses. Contractor shall obtain advance Contracting Officer approval for ODCs in support of this task order. The CO for this contract and for administration further reserves the right to request additional supporting receipts and/or vouchers to verify any costs.

4.4. CONTRACTOR-FURNISHED RESOURCES.

4.4.1. FACILITIES, SUPPLIES AND SERVICES. This task order may be performed, in part, at contractor facilities. Conferences and meetings in support of the task order will take place at various locations, and may include meetings in the contractor’s facility, when available, for groups of 25 or fewer.

4.4.1.1. The contractor facility, when used in support of this task order, shall be capable of conducting work up to the SECRET level. The above contractor-provided facilities shall not be construed as representing a lease agreement.

5.0. GENERAL INFORMATION.

5.1. SECURITY: All personnel assigned to this task order for subtask 1 must possess a TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI) United States Government security clearance prior to beginning work on this PWS. For personnel assigned to subtask 2, one of the personnel must possess a TOP SECRET/SENSITIVE COMPARTMENTED INFORMATION (TS/SCI) United States Government security clearance prior to beginning work on this PWS, and three of the personnel must possess a SECRET United States Government security clearance prior to beginning work on this PWS. This may be waived on a case-by-case basis in writing by the Contracting Officer to accept an individual holding final SECRET with an open “Tier 5” (T5) request in place to become TS/SCI eligible. Contractor personnel shall not divulge any information about files, data, processing activities or functions, USERIDs, passwords, or other information to anyone not authorized access to such information. Contractor personnel shall abide by all N&NC rules, procedures, and standards of conduct.

5.2. ACCESS TO GOVERNMENT PROPERTY AND FACILITIES: The Contractor shall be allowed non-escorted access to Government buildings on Peterson AFB/Cheyenne Mountain Air Force Station, and other sites, consistent with task requirements. Contractor personnel may also enter facilities where escorted access is mandatory, and if so, Contractor personnel shall be notified of this restriction before entering the facility. Access to government facilities, documents, and systems shall be in accordance with DD Form 254, and Department of Defense Contract Security Classification Specifications.

5.3 TRAVEL: Contractor shall obtain advance COR approval for travel in support of task order requirements. The contractor shall write trip reports. Government will only pay for travel expenses outside the normal commuting distance designated for Government personnel. (CDRL 0006)

5.3.1. CONTINGENCY TRAVEL: No contingency travel is anticipated.

5.3.2. NON-CONTINGENCY TRAVEL: Travel away from the normal duty location shall be performed as approved by COR.

5.4. PRODUCT OWNERSHIP: All products produced by the Contractor in the performance of this contract are the property of the Government.

5.5 PROPRIETARY DATA.

5.5.1. The Contractor shall request government approval prior to the use of any proprietary data or software tools to fulfill the requirements of this contract.

5.5.2. The Government will provide the Contractor access to information required to accomplish assigned tasks commensurate with security clearance and on a need to know basis.

5.5.3. All data pertaining to this contract shall be returned to the Government upon contract expiration. The Contractor shall not retain classified or unclassified material generated or received under this contract after the contract ends without approval of the appropriate office of primary responsibility.

5.5.4. The Government has unlimited rights to all deliverables developed under this contract. The Contractor shall not use any materials pertaining to this contract for business development or any other vendor-strategic purposes.

5.5.5. Contractor personnel shall be required to sign Government non-disclosure agreements prior to start of work.

5.6. HOURS OF WORK: N&NC /J7 core work hours are 0730-1630, and most support will be required during those hours.

5.8. MANAGEMENT: The contractor shall appoint a project manager who shall coordinate with the COR to obtain and clarify contract requirements and who will be responsible for the daily control and supervision of contractor's employees. The Project Manager shall ensure the contractor's employees understand the prohibitions imposed on the U.S. Government regarding personal services contracts and will report instances where the Government attempts to control or supervise contractor’s employees to COR or Contracting Officer immediately. Contractor shall ensure its personnel identify themselves as contractors in accordance with applicable N&NC directives and instructions. Contractor shall ensure its personnel do not perform any inherently governmental activities. Contractor shall ensure its personnel do not attempt to represent the Government of the United States or N&NC to any other person or entity, U.S. or foreign, except for delivering a Government-approved message or position.

5.8.1. Monthly Status Report and Cost Report: The contractor shall keep the Contracting Officer Representative (COR) informed of all activities via verbal communication and status reports. The reports shall include the status of resources, resolution of previously reported problems, summary of the preceding month’s accomplishments, new problems encountered (if any), plans for the following month, and the planned deliverables for the next month, as well as a running total of expenditures. Any changes in deliverable schedules for the original task plan will be noted. (CDRL 0007, 0009)

5.9. SERVICES DURING CRISIS:

The performance of these services is not considered to be mission essential during times of crisis. Should a crisis be declared, the Contracting Officer or their representative will verbally advise the contractor of the revised requirements, followed by a written notification. A representative of the Contracting Officer will further notify the contractor verbally when the crisis has ended with written notification to follow. Any price changes resulting from this crisis will be negotiated in accordance with DFARS clause 252.237-7023 Continuation of Essential Contractor Services, paragraph (f), Changes.

6.0. CONTRACTOR MANPOWER ACCOUNTING REPORTING REQUIREMENT: The Contractor shall report all contractor manpower required for the performance of this requirement. Enterprise Contractor Manpower Reporting Application (eCMRA) shall be reported on all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this requirement via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
