STATEMENT OF WORK
FOR
BASE DEFENSE OPERATIONS CENTER
TELEPHONE
RADIO COMMUNICAITONS VOICE RECORDER
21 SFS/S4
Peterson AFB CO, 80914-2370
14 June 2019
1. DESCRIPTION OF SERVICES. The Contractor shall provide all supplies, equipment, licenses and maintenance necessary to enable 21 SFS to record all radio and telephone communications at the Primary BDOC located in Bldg. 1158 and Alternate BDCO Bldg. 845 at Peterson Air Force Base (PAFB), Colorado. The Contractor shall comply with commercial standards and in accordance with all applicable federal, state, and local regulations for maintaining these systems to ensure continuous, safe and reliable operations.
1.1 MAINTENANCE AGREEMENT and SOFTWAR UPGRADES
1.1.1. Maintenance Agreement. The contractor shall provide 21 SFS with a contact number to a service technician, Monday through Friday, during normal business hours, in the case recording capabilities are lost, or the recording systems fails to operate properly. The contractor shall provide service repairs to the recording system within 72 hours of 21 SFS making contact with the contractor. Repairs shall be accomplished in accordance with prevailing commercial practices. Comment by BLAINE TERRY: What are these prevailing commercial practices?
I don’t know, to be honest I took it out of another PWS that was talking about repairs. To me it meant that the contractor will make repairs that align with commercial practices; meaning they don’t cut corners; jeopardize the system of employees safety.
1.1.2. Software Upgrades. The contractor shall provide annual software upgrades to all recording systems as they become available as part of the Maintenance Agreement under this SOW. The contractor shall contact the Contract Officer Representative (COR) before installing any software upgrades. Comment by BLAINE TERRY: Do updates come with the system or are we setting up option years for software upgrades?
There will be option years for a Maintenance Agreement. The Maintenance Agreement should provide Maintenance, 24/7/365 On-Call Phone Service, and Software Upgrades.
1.2. Corrective Service Calls. The Contractor shall provide Corrective Service Calls (CSC) as part of the Maintenance Agreement under this PWS. Corrective Service Calls are defined as non-scheduled maintenance activities performed to restore the operational reliability of a recording system or equipment whereby the failure causes undo risk to personnel or property and to the point that system is inoperable. The Contractor shall provide 21 SFS with an on-call number where a technician may reached 24/7/365 if a situation requiring a CSC arises Comment by BLAINE TERRY: Should this be combined with 1.1.1?
I can combine this if that is better. I didn’t combine it because I thought the Maintenance Agreement and CSC were separate. I took CSC to be more of a telephone support, and Maintenance Agreement to be an actual on-site technician making the repairs. Maybe this section should be wrote as telephone support?
1.3. EQUIPMENT
1.3.1. Playback Workstation. The Contractor shall provide a recording playback workstation that is not on the Air Force network at the Primary BDOC and Alternate BDOC located at PAFB, CO. The Contractor shall provide all proprietary software installed on the recording playback workstation.
1.3.2. Playback Workstation Software Capabilities. The Contractor shall provide the ability to have Administration Login access that is separate from User Login access. The Contractor shall provide the ability to have User Login access that is separate from Administration Login access. The Contractor shall provide the ability to Record on Demand. The Contractor shall provide the ability to Regulate and Replay recordings on the playback workstation. The Contractor shall provide the ability to Capture, Manipulate, and Redact recording as seen fit by 21 SFS. The Contractor shall provide easy access to previously recorded communications. The Contractor shall provide the ability to Download recordings with the capabilities to utilize all functions of proprietary software via the downloaded recording. The Contractor shall provide the ability to Download recordings on a Compact Disk, Portable Hard Drive, or Portable USB Thumb Drive. Comment by BLAINE TERRY: Is this a duplicate statement? Should it be deleted?
No, the first sentence is talking about Admin Login Access separate from User Login. The second sentences is talking about User Login separate from Admin Login. If there is a better way to write this by all means please let me know. Comment by BLAINE TERRY: What does this mean?
It should have read “Replay”
1.3.3. Recording Capabilities. The Contractor shall provide recording capabilities for Analog and Digital devices. The contractor shall provide recording capabilities for 13 channels, with the ability to add future channels as needed. The Contractor shall only require 21 SFS to purchase the licensing rights for the channels that are being utilized. If future channels are needed and utilized, the Contractor shall provide the capability to enable future channels and allow for the purchase of licensing rights for those future channels. Comment by BLAINE TERRY: Are licenses required for each individual channel? Explain
Each channel that we operate requires a license. As of right now 21 SFS has 13 channels. The channels operate off of a card, kind of like a mother board. Those cards typically come in bundles of 8. 21 SFS would need a total of two (2) cards to get 13 channels. 21 SFS does not want to pay for five (5) extra licenses when we are not using the channel.
Grammar, this sentence should be clearer. Does the contractor or the government provide the licenses?
The contractor will provide the licenses for the channels. The Government will be purchasing the licenses through the contractor.
1.4. System Training. The Contractor shall provide a “Train the Trainer” course on how to properly Operate, Manage and Troubleshoot the recording system. The Contractor shall provide training on the recording system within 72 hours of installation. The Contractor will conduct training at Bldg. 1376, 21 SFS Squadron. The Contractor will coordinate training dates and times with the following Points of Contact (POC): Comment by BLAINE TERRY: We need to expand on this. Will training take place at the SFS Squadron or other location? Who should the contractor coordinate with to setup training date/time? How long after installation will training be required?

2. GOVERNMENT FURNISHED PROPERTY
2.1. GENERAL. No Government Furnished property will be provided to Contractor.
3. GENERAL INFORMATION.
3.1 HOURS OF OPERATION. The Contractor shall perform routine services required under this contract during Peterson AFB normal duty hours of 7:30 a.m. to 4:30 p.m. Monday through Friday.
3.2 SECURITY REQUIREMENTS. The Contractor shall comply with all Peterson AFB security requirements imposed by the Installation Commander at all times while on the premises. Contractor shall obtain all necessary passes, decals, badges or other times required for access to Peterson AFB. The Contractor shall comply with all provisions of the Department of Defense Manual 5220.22M, Industrial Security Manual, AFI 31-101, Integrated Defense.
3.3 BASE ACCESS. The Contractor shall provide a list of all employees requiring access to the base to the Contracting Officer NLT 3 days after award of contract. The employee list will be on company stationery and include company address, telephone number, and contract number in addition to the names, social security numbers and duty hours of all employees requiring access to Peterson AFB. After approval, this letter shall be on file with the Security Forces at the Visitor’s Control Center, Bldg. 1334. This letter remains on file at the Visitor’s Center for a period of 30 days to allow Contractor employees to obtain badges. After 30 days the letter is discarded. Any employee changes require a new letter.
3.4 VEHICLE REGISTRATION AND IDENTIFICATION BADGES. Contractor employees shall apply for individual identification badges at the Peterson AFB Visitor Control Center; Bldg. 1334, upon employment (after access letter is on file with the Security Forces). Contractor badges may be picked up Monday through Friday 6:00 a.m. – 3:30 pm. All personnel operating a Privately Owned Vehicle (POV) on Peterson AFB shall obtain a temporary vehicle registration pass until an individual identification badge is issued. Proper state registration, proof of insurance and a valid driver’s license are required in order to receive a temporary vehicle pass. Vehicle passes may be picked up Monday through Friday 6:00 a.m. – 4:00 p.m. No appointments are necessary. Upon completion or termination of the contract, or termination of a Contractor employee, the Contractor shall surrender any identification badges to the Visitor Center the following workday.
3.5. EMERGENCY, CONTINGENCY, AND EXERCISE SITUATIONS.
3.5.1. Contingency and Emergency Planning. The Contractor shall develop, implement and maintain a Contingency Plan that ensures continued performance on a 24/7/365 basis in the event of catastrophic, non-catastrophic events or work stoppage. The Contractor shall provide a copy of the plan via email to the COR for review and approval within 30 days after contract award. The format of the plan is at the Contractor’s discretion. The Contingency Plan must provide for immediate response to catastrophic events to ensure minimal impact on the mission. The Contractor shall coordinate all proposed changes through the COR prior to implementation.
3.5.2. Commander’s Authority. The installation commander (via the CO) may direct the Contractor in writing to remove any employee from the installation when retention of such employee endangers life, property or security, or where such employee violates laws and/or regulations.
