Statement of Objectives (SOO) for MILSATCOM Logistics & Operations Support Division’s (MCL) Building 2024 & 2025 Power Modification Project
17 July 2019
SMC/MCL
1050 E. Stewart Ave Bldg 2025
Peterson AFB, Co 80914
Purpose/Description The purpose of this project is a combined effort to modify cable ladders and install power at two locations; inside the buildings of 2024 (Second floor) & 2025 (Lab & Room 171M), which will be used to power mission equipment. The scope of work is similar at each location and will utilize each building’s existing power circuits to extend power through existing (and to-be-modified) cable ladders.
Building 2024: This effort is essential to enabling the Air Force Command Post Terminal (AFCPT) schoolhouse mitigation project, it will equip the MILSATCOM System Support Team (MSST) with the necessary electricity to power the AFCPT and teach troubleshooting courses on the second floor of building 2024.
Building 2025: This effort is essential to prepping of the MCL Lab for incoming Terminal Systems, Presidential and National Voice Conferencing (PNVC) and Global Aircrew Strategic Network Terminal (ASNT).
Deficiencies New MILSATCOM Logistics & Operations Support Division (MCL) requirements have created the need for these modifications to operate mission equipment, without these modifications MCL cannot meet these new requirements.
Objectives/Scope The scope is to successfully install new electrical power options inside building’s 2024 & 2025 in order to power mission equipment. This effort includes extending the cable ladder in building 2024, and extending/installing an additional cable ladder in building 2025. All power modifications must be in compliance AFOSH, OSHA and the State of Colorado’s electrical & building/structure standards, to include any local Peterson AFB Civil Engineering standards that may apply.
Task #1 – Power / Modification to Building 2024 The contractor shall modify (install an extension) to an existing cable ladder in the second floor of building 2024 to the mission equipment.
The contractor shall install adequate 50 Amp and 20 Amp/3-phase electricity capable of powering the mission equipment outlined below:
1. Crypto Rack - 115VAC single phase 20 Amp breaker
2. Operator Console Unit – 115VAC single phase 50 amp breaker
3. RF Rack – 115VAC single phase 50 amp breaker
4. MAFTRS – 115VAC single phase 10 amp breaker
HPA Rack
5. Blower – 115VAC single phase 20 amp breaker
6. APCU – 115VAC single phase 15 amp breaker
7. HVPS 208VAC 3 phase 20 amp breaker The contractor shall install six (or more) 110V outlets to be dispersed throughout the upper level to accommodate student workstations, the final number of 110V outlets can be agreed upon at a later time.
FOR REFERENCE – A vendor estimate (without prices) pertaining to this precise effort can be located in Section 4; Attachment 1 Task #2 – Add Power and Cable Ladder to Building 2025
The contractor shall modify (install an extension) to an existing cable ladder in the Lab (room 171M), approximately 30 feet to the South of the room, to incorporate one crossbar and one column.
The contractor shall install a combination of seven (or more) 20 Amp/single phase (L5-20R), 20 Amp/3-phase (L21-20R), or 30 Amp/3-phase (L21-30R) electrical extensions – the final number to be determined on final walk through.
FOR REFERENCE – A vendor estimate (without prices) pertaining to this precise effort can be located in Section 5; Attachment 2
Assumptions / Constraints Below is a list of assumptions applicable to this effort:
1.1 Building 2024/2025 Facilities / the Configuration Management Working Group (CMWG) has ensured existing building circuits have the required capacity for these projects. This projected was approved by the CMWG to be contracted out by MCL at a meeting that occurred on 1 July 2019.
1.2 The Project has an Urgent and Compelling Need for expedited completion with a Need Date of 1 August 2019.
1.3 The Contractor chosen to complete the modifications should hold an existing Peterson Air Force Base (PAFB) Blanket Purchase Agreement (BPA) to ensure quality, compliance, & timeliness.
1.4 The Contractor should be familiar with, previously surveyed, or worked inside PAFB buildings 2024 and/or 2025.
