AIR FORCE SPACE COMMAND (AFSPC) BUILDING ONE (B-1)
GREENERY MAINTENANCE
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation, FA251718Q6047, is being issued as a Request for Quotation (RFQ). Only written quotes will be accepted in response to this RFQ (no oral offers will be accepted).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-98 (May 2018).
(iv) This procurement is a 100% small business set-aside. The NAICS code for this requirement is 561730, plant and shrub maintenance services in buildings. The size standard is $7.5 million.
(v) The contractor shall utilize the below line item structure when preparing quotes:
Base Year Line Item 0001: The Contractor shall furnish all labor, tools, materials, and transportation necessary to conduct weekly inspection and maintenance of all live foliage plants in AFSPC Bldg. 1. Contractor shall provide materials/supplies, replace any expired or diseased plants, and any plant that reaches its maximum growth in pot or determined unhealthy.
PoP: 22 Sep 2018 to 23 Sep 2019.
Option Year 1 Line Item 1001: The Contractor shall furnish all labor, tools, materials, and transportation necessary to conduct weekly inspection and maintenance of all live foliage plants in AFSPC Bldg. 1. (vi) Description of requirements for the items to be acquired:
This is a non-personal service to furnish all labor, tools, material, and transportation necessary to conduct weekly inspection and maintenance of all live foliage plants (approximately 341 plants and 20 trees) in AFSPC Building 1 In Accordance With the attached Performance Work Statement (PWS) dated 30 January 2018.
(vii) Period of performance will be weekly, from 22 Sep 2018 to 20 Sep 2019, at AFSPC Building 1, 150 Vandenberg Street, Peterson Air Force Base, Colorado Springs, CO 80914, Clayton LaPointe, Facility Manager.
(viii) The provision 52.212-1, Instructions to Offerors-Commercial Items (Jan 2017) applies to this acquisition.
Addendum to FAR 52.212-1:
1. Offerors must submit a proposed project schedule with narrative, and a price quote for the performance of the requirements in the attached PWS. These should be presented as separate documents/attachments.
2. VOLUME I: The technical quote (project schedule) is limited to two (2) pages. The technical quote is the project schedule and should depict requirement and submission timelines. Also, include a narrative describing how you intend to accomplish the tasks outlined in the PWS and within the stated period of performance.
3. VOLUME II: The price quote should include a detailed price for the service proposed.
Pricing for the service should be summarized into one Contract Line Item Number (CLIN) in a separate summary page.
(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability and price.
(x) Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
(xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items (Jan 2017), applies to this acquisition.
(xii) The clause at FARS 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items applies to this acquisition.

(xiii) The government will not provide contract financing for this acquisition. The government will award a firm-fixed price contract resulting from this combined synopsis/solicitation which will be most advantageous to the Government, price and other factors considered.
(xiv) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply to this acquisition.
(xv) Site Visit
(xv.1) Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent the information is reasonably attainable.
(xv.2) Any vendor who wishes to visit and examine/inspect the plants in order to provide a quote is invited to visit the site located at AFSPC Building 1, 150 Vandenberg St, Suite 1105, Peterson AFB, CO 80914 on Tuesday, 28 August 2018 at 09:00 A.M. Mountain Daily Time (MDT). If you are interested in attending, please send the full names and driver license numbers with the state of issue, of all attendees to Melaine Sodel at melaine.sodel@us.af.mil.
You must submit the names no later than (NLT) Friday, 24 August 2018.
