21st Space Wing (SW)
CATHOLIC PRIEST
PERFORMANCE WORK STATEMENT (PWS)
1 Oct 2017
1.0 DESCRIPTION OF SERVICES
1.1. General. The Contractor shall serve as the Roman Catholic Priest for the members of the Peterson Air Force Base Catholic Community and be responsible for the completion of all services outlined in this PWS. The Contractor shall plan, organize, and coordinate activities for the Catholic community. The Priest shall meet meet with the Wing Chaplains at designated times to discuss the needs of the parish. The Contractor’s areas of responsibility include presiding at all required Catholic liturgical, worship and religious rites/activities. The Contractor is also responsible for advising on the overall development, coordination and management of any other Catholic-related programs approved by the 21st Space Wing Chaplain (21SW/HC). Governing guidance comes from DOD, AF, Archdiocese for the Military Services (AMS), and Air Force Chaplain Corps governmental directives, policies and instructions as applicable. Period of Performance is 1 October 2017 – 30 September 2022.
1.2. Location. 21st Space Wing (21 SW), Air Force Space Command (AFSPC), 21 SW Chapel, 455 Vincent St. Peterson AFB, CO 80914.
1.3. Hours of Work. The Contractor shall provide a Catholic Priest for a fixed 20 hours per week in support of the required sacramental ministry needs of Catholic Air Force members and their families. The exact work schedule shall be arranged with the Wing Chaplain. The schedule may be adjusted to meet requirements for duties outside of the normal 0730-1630 duty hours on Wednesday and Sunday.
1.3.1. The office hour schedule will be coordinated with the Wing Chaplain in order to maximize customer service to the Peterson Air Force Base Catholic community.
1.3.2. The Contractor is required to give the Wing Chaplain a two-week notice when the Priest will be absent from a scheduled service.
1.3.3. The Contractor shall provide a name of suitable substitute to the Wing Chaplain within 30 days of contract award. In addition, the Contractor shall provide the substitute’s appropriate credentials IAW Section 4.1 and 4.6. At no time can a substitute begin work before a background check has been completed. The Contractor shall inform the substitute of the background check process.
1.3.3.1. A substitute must be of equal or greater capability than the Contractor.
1.3.3.2. The Contractor shall provide written documentation of all substitutions indicating name and date of substitutions.
1.4. DUTY REQUIREMENTS
1.4.1. The Contractor shall provide administrative support, religious services, and pastoral care in support of: one daily Mass, one Sunday Mass, and an opportunity for one Sacrament of Reconciliation, First Friday Mass with an opportunity for the Sacrament of Reconciliation, baptisms, weddings, annulments, funerals, last rites, Lent/Advent Penance Services, Ash Wednesday, Holy Tridiuum Services, Christmas Service, Holy Day Masses, fellowship (as scheduled), counseling (Catholic pre-marital, etc.), invocations/benedictions, attend weekly staff meetings, preside over Catholic Parish Advisory Council meetings, compile ministry information for the Air Force Chaplain Corps Statistical Report (AFCCARS) statistical data form (see Appendix 2), complete necessary documentation for the purchasing of Catholic supplies out of Chapel Tithes and Offering Fund (CTOF), and any necessary training to become proficient in administrative duties.
1.4.1.1. Work Hours/Required Services. The Contractor shall provide the following services at Peterson AFB chapel facilities upon agreement of the 21 SW Wing Chaplain. The Contractor shall arrive no later than one hour prior to each service in order to provide 30 minutes for reconciliation and 30 minutes for service preparation. All times are subject to change upon mutual agreement of the Contractor and the Wing Chaplain.
1.4.1.1.1. The Contractor shall conduct one Wednesday Mass per week as scheduled and approved by the 21 SW Wing Chaplain. Daily mass will normally last at least 30 minutes, but not more than two hours.
1.4.1.1.2. The Contractor shall conduct Sunday Mass at 9:00 a.m. This time is subject to change upon mutual agreement of the Contractor and the Wing Chaplain. Sunday Mass will normally last one hour, but not more than one and a half hours.
1.4.1.1.3. The Contractor shall conduct Holy Day Masses/Special Services as scheduled and required (i.e. Lent, Christmas, Easter, etc.). Holy Day Masses/Services will normally last at least one hour, but not more than two hours.
1.4.1.1.4. The Contractor shall conduct reconciliation, baptisms, weddings, annulments, Ash Wednesday, and Triduum Services as scheduled, required, and approved by the Wing Chaplain. Masses/Services will normally last at least one hour, but not more than two hours.
1.4.1.1.5. When scheduled, the Contractor shall be present for, and assist volunteers in coordinating, fellowship. When fellowship is scheduled, it will take place immediately following the Mass on that day.
1.4.1.1.6. The Contractor shall attend weekly staff meetings, on Wednesday afternoons at 1:30 p.m. (or when scheduled by the Wing Chaplain). Staff meetings will normally last one hour, but not more than two hours. The Contractor shall arrive at the chapel facilities at least 10 minutes prior to the meeting start time.
1.4.2. The Contractor shall assist the Wing Chaplain and chapel staff in developing goals and objectives that meet Air Force, AFSPC, 21st SW, and Catholic Church requirements.
1.4.3 The Contractor shall provide technical expertise to the Wing Chaplain, and the chapel staff regarding spirituality, traditions, laws, policies, procedures, directives, worship, devotions, and sacramental preparation requirements of the Catholic Church and the Archdiocese for the Military Services (AMS).
1.4.4. The Contractor shall assist in recruiting and training volunteers to participate and provide support to Catholic and chapel-sponsored activities and programs.
1.4.5. The Contractor will participate in select base-wide Chapel events and Chapel Young Adult ministry events. Additionally, the Contractor may meet with Airmen at the Airman Ministry Center (Cyber Café). This is to create visibility for the Catholic program across the base and help the priest identify underserved active-duty Catholic members and their families.
1.4.6. The Contractor shall provide technical expertise and recommendations to the Wing Chaplain concerning Catholic services funds, the Catholic portion of Chapel Tithes and Offering Fund (CTOF), and needed resources including equipment, supplies and space to ensure accomplishment of parish goals and objectives.
1.4.7. Ensures maintenance of sacramental records and pre-marital documentation per the requirements of the AMS.
1.4.8. The Contractor shall assist in establishing and scheduling a pastoral advisory council to meet at least quarterly to foster pastoral activity and to address Catholic community-related concerns and issues. Contractor shall preside over the meetings and ensures minutes are taken and made available to Peterson AFB chapel attendees. The pastoral advisory council is not deliberative, it is advisory only. The pastoral advisory council will not have a constitution, bylaws, or any governing documents specific to that council.
1.4.9. The Contractor shall serve as a liaison maintaining a working relationship between the AMS, their Archdiocese, the clergy of the local Catholic parishes and the Army and Navy Chaplains in the Peterson AFB and Colorado Springs area, home parishes of base personnel, 21st SW unit commanders, First Sergeants, senior enlisted personnel and base support agencies. The Wing Chaplain will ensure the Contractor has an opportunity to meet and establish relationships with each of the above.
1.4.10. The Contractor shall coordinate, plan and schedule with other Peterson AFB organizations concerning Catholic-related events, ceremonies, sacraments as appropriate.
1.4.11. The Contractor shall provide direction, instruction, counseling and assistance with applications, testimony, documentation and the processing of annulment applications to all of those wishing to petition for a marriage annulment and for those eligible members that practice within the Catholic faith.
1.4.12. The Contractor shall be available for invocations and benedictions at Peterson AFB functions when a Catholic priest is specifically requested.
1.4.13. The Contractor shall serve as point of contact, reachable by telephone, email, or text message for all on and off base emergencies requiring Catholic support or assistance for active duty members and their families to include visitation of the sick by a priest for anointing when necessary. The Contractor shall provide civilian resource references to provide the same for retirees, civilians, and anyone else who requests assistance who is not active duty or the dependent of an active duty member.
1.4.14. The Contractor shall provide pastoral and spiritual care to Catholic family members within 24 hours of death notification and assist in the planning and preparation of funeral services.
1.4.15. The Contractor shall maintain proficiency or currency in any required Air Force Chaplain Corps or in-house staff training plan.

2.1. The Wing Chaplain or designee (Contract Officer Representative (COR), Non-Commissioned Officer- in Charge, Chapel Operations), will monitor and inspect the Contractor’s performance.
2.1.1. The Contractor will be notified in writing of any and all noncompliance.
3.0. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES
3.1. Facilities
3.1.1. The Contractor shall have the use of the following facilities for performance under this contract: 21st Space Wing Chapel 455 Vincent St. Peterson AFB, CO 80914.
3.1.2. The 21 SW/HC will issue the Contractor two (2) chapel keys to gain building access: One (1) chapel entrance key and one (1) administrative office key. Keys will only be used in the capacity of work duties.
3.1.3. An office space will be provided, as appropriate. A local and long distance telephone service will be available to perform service under this PWS.
3.1.3.1. The Government will not be responsible for loss or damage of personal items brought into the chapel.
3.1.4. The 21 SW/HC will provide access to an office with a telephone, copier, and basic office supplies available to conduct official Catholic Parish duties.
3.1.4.1. The Contractor will be authorized to use all administrative and clerical support in the same manner as other assigned USAF chaplains. This will include, but is not limited to, copy and fax machines, religious library, installation distribution, and Class “A” and Defense Switching Network (DSN) telephone lines. These items will be used for official government business only.
3.1.5. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use.
3.2. Equipment and Supplies
3.2.1. The 21 SW/HC will provide robes, albs and supplies necessary to conduct Mass.
3.2.2. The Contractor shall have joint use of all available equipment necessary for performing services required by this contract.
3.2.3. The Contractor shall use established local procedures to submit for new or replacement equipment used as part of their normal contract work.
3.2.4. The 21 SW/HC will provide required Government forms used in the performance of this contract.
3.2.5. The 21 SW/HC will provide training on reports, forms, regulations, policies and procedures as well as initial and continuing orientation and training.
4.0. GENERAL INFORMATION
4.1. Catholic Priest shall have valid ecclesiastical credentials prior to employment to include certificate of ordination, letter of approval from the Bishop and certified authorization of ecclesiastical credentials endorsed by the Archdiocese for the Military Services, USA (www.milarch.org). Contractor shall maintain valid ecclesiastical credentials throughout the life of the contract.
4.2. Catholic Priest shall be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.
4.3. Catholic Priest shall maintain professional conduct and present self in a neat, clean and well-groomed manner.
4.4. Catholic Priest shall maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.
4.5. The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The Contractor must be able to work in an environment that accommodates all faith traditions but will not be required to perform duties that are incompatible with the Catholic faith or his professional role.
4.6. Contractor shall provide information necessary for successful completion of a background investigation in accordance with DODI 1402.05. The Government shall be responsible to conduct the required background investigation and for the costs incurred while doing so.
4.6.1. Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.
4.6.2. In accordance with DODI 1402.05 paragraph 3.(2)e. The Contractor may begin work before completion of the background checks, provided when working with minors he is within sight of an individual who has successfully completed a background check.
4.6.3. Payment for the background check is the responsibility of the requesting Service or agency.
4.7. The Contractor must respond to any emergency calls such as but not limited to disaster support, death of a parish member, or to perform an individual’s last rights. The Contractor shall respond within one hour of receiving the call, to include travel to Peterson AFB within the one-hour timeframe.
4.8. HOLIDAYS
4.8.1. The following Federal holidays are included in the cost of this contract: New Year’s Day, Martin Luther King Day, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
4.9. NETWORK ACCESS
4.9.1. The Contractor(s), with a valid National Agency Check verified through Joint Personnel Adjudication System (JPAS) or validation from the Government’s security manager, shall be provided access to the Peterson Air Force Base unclassified computer network for performance of official duties. The Contractor shall be held accountable for all actions initiated while on the network and shall conductbusiness in accordance with all AF and local base instructions, manuals, and policies. Any conduct that does not adhere to sound or just network usage as stipulated in official guidance will cause revocation of all network privileges. All personnel having access to Government program information will be required to execute non-disclosure and information protection agreements. The Government will supervise the release of data from the AMS and will designate an individual to oversee and advise the Contractor on all data released and/or exported from the system.
4.9.1.1. In order for the Contractor to use the base network, all paperwork and forms necessary for a National Accreditation Check shall be completed. The cost of the check will be paid for by the government. The Contractor shall also complete the Informational Awareness Training, including passing a final test, within 30 days of starting the position.
4.10. PASS AND IDENTIFICATION
4.10.1. The Contractor shall obtain personal identification passes for all employees and vehicle passes for all Contractor and personal vehicles requiring entry onto Peterson AFB in accordance with Air Force FAR Supplement (AFFARS) 5352.242-9000. The Contractor shall furnish a Contractor employee roster/access list, and submit it through the Contracting Officer to the Security Forces Pass and Registration Office, at contract start. The Contractor shall update the roster within 10 days of changes and provide to the government personnel cited above. Contractor employees shall present Vehicle Registration, proof of insurance, and a valid driver’s license for all vehicles to be registered IAW 21SW Memorandum, PAFB Installation Entry Policy, (most current volume), and AFI 31-204, Air Force Motor Vehicle Traffic Supervision, (Chapters 2-6) (most current volume). Contractors shall obey all base traffic laws.

Publications and forms applicable to the performance PWS are listed below. The Contractor is obligated to follow the most current date of publication. These publications are available in the Base Chapel and maintained by the Government.
